A. Welcome to guests. Legislative Regular Agenda B. Consideration and possible action to approve the minutes from the September 19, 2016 meeting. Karen Frost, Recording Secretary Motion by Hachtel, second by Goforth to approve the minutes as presented. Approved 6 – 0 – 1, Gonzales absent. C. Presentation on the Transit Plan – Nathaniel Waggoner, Transportation Analyst Key points from the presentation: • The Transportation Plan includes a fixed bus route which will include four routes. • The transfer center will be at the Georgetown Public Library on 8th Street. Busses will stop at every stop location every 60 minutes during the operating hours. Monday through Friday, two busses will run for 12 hours. They will run for 10 hours on Saturdays. An extra bus will be added for the paratransit system for the same hours. There will not be services on Sunday. • This plan was adopted in September of 2016 after lots of public involvement and outreach. The fare structure is still being developed. The Transit Working Group has included the city of Georgetown, Capital Metro Transit Authority, CARTS, the Georgetown Health Foundation and the Faith in Action program. The Faith in Action program currently provides 500 volunteers providing rides to elderly for errands and medical appointments, along with social interaction. They currently provide services 9 – 12 Monday through Friday. With help from the city with mapping and trip planning, and a grant, they will now be increasing their services to 9:00 a.m. to 4:00 p.m. Page 4 of 6 Housing Advisory Board Page 2 Minutes October 17, 2016 • Next steps for implementation of the program by August 2017: CARTS/ Capital Metro will be purchasing the busses. The stops and charges will be decided. A marketing campaign will be developed. • CARTS will maintain and operate the busses. The city will pay $65 an hour for the operation of those busses. • The city will construct a covered structure with benches in front of the library and is looking at funding mechanisms and design. They are also working on two other shelters and a bench for every stop, along with signage for each stop. • All of this would not have been possible without the contribution of $200,000 from the Georgetown Healthcare Foundation D. Update on the timeline for the Housing Advisory Board Work Plan – Jennifer Bills, Housing Coordinator Bills reported that the Housing Tax Credit process and schedule was approved by Council and is ready to go. The Housing Element of the Comprehensive Plan will be updated this next year. She will begin working on the scope of work for consultants to bid on in January. There is $24,000 budgeted for updating the demographics in the Housing Element, along with updating the multi-family housing availability map, and public outreach. Bills will begin work on the Workforce Housing “Tool Kit” program with a Request for Proposals going out in March. There is $35,000 budgeted for that project. There are three new tax credit apartment complexes coming in the next year. They are projected to start moving dirt in mid-2017 and must be available to open by the end of 2018 to receive their approved funding. E. Upcoming items: • The next regular meeting of the HAB will be November 21, 2016. Motion by Brennan, second by Baxter to adjourn.
