Bills, Housing Coordinator; Laurie Brewer, Assistant City Manager; Tammy Glanville, Recording Secretary Special guest: Dennis Hoover, Hamilton Valley Management, Inc. and JR Ferrara, Manager of Northwest Apartments This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. The meeting was called to order at 3:31 by Woodard. Agenda A. Consideration and possible action to approve minutes from the December 11, 2013 meeting. Two corrections were made to Item B (b) Next steps to address comments. · The board should address all comments and feedback received from City Council. · The board should gather input from owners and tenants along with builders and developers about possible affordable housing incentives that affect the end housing product. Motion to approve the minutes by Doering, seconded by Gambone. Approved with corrections 6-0. (Todd and Curlee were absent at the time of vote). B. Consideration and possible action to forward to City Council a recommendation regarding Northwest Apartments Tax Credit Resolution Request to City Council. Bills briefly described the Housing Tax Credit program to the Board. She stated the City of Georgetown, when compared to other cities of similar size throughout Texas, has two times the average number of tax credit units. This is not a market measure, but simply a Housing Advisory Board Minutes, January 15, 2014 2 statistical comparison that the Texas Department of Housing and Community Affairs (TDHCA) has put in place that gives communities the ability to say no to additional tax credit developments. Due to the two times rule, any application within Georgetown is required to secure a Resolution of Support from City Council in order to move forward in the housing tax credit process. The applicant, Hamilton Valley Management, Inc. is requesting housing tax credits that will be used for renovation of 24 existing units at the Northwest Apartments, located at 1623 Northwest Boulevard. The complex was constructed in 1976 with United States Department of Agricultural (USDA) rural housing funds and minor rehab work was last completed in 1995 using tax credit funding. This renovation will bring the accessible units up to current Americans with Disability Act standards as well as improve the energy efficiency of the units. Units will be upgraded with low flow faucets and toilets, additional insulation, new HVAC systems, ceiling fans and energy efficient light fixtures. Bills explained the applicant is seeking to secure financing through TDHCA to receive 9% housing tax credits. Projects seeking credits are scored using the criteria set by TDHCA in a competitive process. This project is a rehabilitation project that will ensure the continuation of existing affordable units. Because of this, they are applying within a special category of USDA Rural Set-aside, so it would not compete against new construction projects. Discussion between Board and applicant in regards to financing, loans and interest rates. Bills stated that this item will go before City Council on January 28, 2014. Motion by Doering to forward the resolution of support to City Council for approval, seconded by Gambone. Approved 6-0. (Todd and Curlee were absent at the time of vote). C. Consideration and possible action to recommend to City Council changes to the Home Repair Program scope and conditions. (Todd arrived at 4:09pm) Bills briefly explained City Council voted to implement an in-house Home Repair Program, using funds that had been previously granted most recently to The Caring Place to perform minor home repair and energy efficiency improvements for low income homeowners. Previous agencies that had received the funds relied solely on volunteer labor and were only utilizing a portion of the funds available. Moving the program in- house, City Council discussed that repairs could be done by volunteers or contractors, whichever would be the most effective in completing repairs in a timely fashion. Housing Advisory Board Minutes, January 15, 2014 3 Additionally, staff can work with Code Enforcement to help homeowners stay in compliance with building codes. The question was asked if anyone can apply for the Home Repair Program and staff replied that it’s open to the general public and that the eligibility is based on the guidelines and available funds. Discussion regarding youth church groups looking for community projects. A question was asked about possible liability issues in using volunteers and staff replied the organization that coordinates the repairs and volunteers is a 501c(3) and manages the volunteer registrations and liability forms. Bills discussed that other repairs are done through paid contracts when homes need more extensive work or have repairs on the interior of the house. Bills is planning to speak at the City Council Workshop in February to discuss a particular house needing extensive structural repair. The house has open code enforcement violations, which left unrepaired, could require legal action to be taken by the City. Staff time, legal actions and possible demolitions costs the City would incur may be greater than repair costs. A question was asked about how Georgetown’s Home Repair Program compares to other surrounding communities in regard to budget, and requests for repairs and services? Staff replied we are the only city within Williamson County that has our own repair program. Staff and board are recommended that City Council review the program guidelines to create a procedure that would allow projects with a larger scope. For projects with repairs over $10,000 to be considered, two conditions must be met: 1. An analysis conducted by staff indicates that the investment by the City has a greater value to the city than the results of non-repair (code enforcement staff time, legal costs, relocations, liens resulting from City-initiated demolition). 2. The homeowner must be willing for the City to place a lien against the property for the cost of the repair that will be forgiven if the owner continues to live and own the home for a minimum of 10 years. Motion to adopt two new changes to the Home Repair Program by Doering, seconded by Nelson. Approved 7-0. D. Update and discussion on next steps to create a workforce housing incentive plan and work to clarify affordable housing information. Housing Advisory Board Minutes, January 15, 2014 4 Bills will be contacting several developers to speak at our next meeting to advise what kind of incentives and development standards make a project more cost effective. Board will conduct analysis on how any incentives or standards offered will impact the city, both on hard costs and economic gain. Board and staff will create an easy to read fact sheet on affordable and workforce housing terms and statistics. Board will work on clarifying and defining the red areas on our map. Doering and Williamson will coordinate a meeting with the Georgetown Independent School District and request input on the Locations for Workforce Multifamily Housing. E. Bills, Housing Coordinator and Jordan Maddox, Principal Planner ITEM SUMMARY: Per the 2030 Plan Framework, amendments to the Comprehensive Plan are considered through an annual update process (2030.georgetown.org). Changes to the individual elements can be made through this process. One of the main parts of the plan that is usually reviewed is the Future Land Use map. The Future Land Use Map (FLUP) designates land uses throughout the Georgetown city limits and extra- territorial jurisdiction (ETJ) (Attachment 1). The descriptions of the categories and uses that are allowed within these areas are described in Chapter 3, Land Use Element (2030.georgetown.org). These land use categories act as a guide for staff and City Council when considering rezoning requests, which narrows down the specific uses that will be allowed. The zoning district must be one that is allowed within the larger land use category. One concern the Board has voice in the past with the FLUP is that it is difficult to see where apartments and multifamily can be located because of the various mixed use categories. The area dedicated to high- density residential is small, but most of the mixed use designations allow for a certain percentage of high- density residential. Attachment 2 shows the Multifamily Workforce Housing locations overlayed on the Future Land Use Map. The Housing Advisory Board can make recommendations to the FLUP that will reflect and implement the future workforce housing sites. The attached document, Georgetown Independent School District, 1/16/14, drafted and finalized by Walt, with feedback from Jennifer and Monica, was provided to Superintendent Lee. Jennifer provided us with two folders: (1) City of Georgetown 2030 Comprehensive Plan Housing Element, and (2) Draft for Discussion Only, Workforce Multifamily Locations, Georgetown Housing Advisory Board. The latter showed the map of the locations in Georgetown, which also included information regarding the criteria for the site selections. In addition, it included a more detailed map of each area, along with information such as area size, city council district, schools, land use and utility information. Superintendent Lee was shown the City of Georgetown 2030 Comprehensive Plan and the City of Georgetown 2030 Comprehensive Plan Housing Element. Relative to these plans, brief comments were made to remind him of our history and the task given to GHAB by our City Council. The GISD, 1/16/14, document and the Workforce Multifamily Locations, GHAB folder were then shared with him. Walt restated our purpose. He also presented the first feedback question from the GISD, 1/16/14, document to him. Superintendent Lee reviewed the map of the sites, and declared his full support for the locations designated for workforce housing. In addition, he indicated that more workforce housing was needed in the city, and that he was pleased with the diversity of the locations as shown on the map. Also, Superintendent Lee said he was glad we (GHAB) communicated with him about what we’re doing relative to affordable housing. With that, we asked if we could convey his support for the proposed locations on workforce housing to the City Council. He agreed without hesitation. Our thanks to Jennifer for creating the folders. These materials also were instrumental in helping us obtain the support of the Superintendent, GISD, for our proposed locations on workforce housing. Attachment: Georgetown Independent School District, 1/16/14 Georgetown Independent School District Discussion: Feedback to Georgetown Housing Advisory Board (GHAB) on selection of multi- family zoning locations for workforce housing in Georgetown. ++++++++++++++ Per recommendation #2 in the City of Georgetown 2030 Comprehensive Plan Housing Element, GHAB has been tasked to advise the City Council on selecting suitable zoning locations for an appropriate mix of multi-family housing for our workforce. Currently, we are involved in this task plus another recommendation relative to the building community. Both recommendations will be presented to City Council in May, 2014. At the City Council Workshop of November, 2013, GHAB presented eight locations for the Council’s consideration. At that time, concern was expressed as to whether the identified locations distributed students, in workforce housing, proportionately within each school, to enhance GISD’s ability to fulfill its mission, objectives and strategies. With that as background, we would appreciate your feedback on the following: (A.) Whether these identified locations would support GISD’s mission, objectives and strategies, including the work of teachers, in providing a great educational experience for students at all economic levels? (B.) If not, what suggestions would you have for GHAB to do different?
