The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If you

The Historic and Architectural Review Commission Sign Subcommittee is responsible for hearing
and taking final action on sign applications, by issuing Certificates of Design Compliance based
upon the City Council adopted Downtown Design Guidelines. This is a regular scheduled meeting
of the Sign Subcommittee, for consideration and possible action on the following:
Regular Session
(This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose
authorized by the Open Meetings Act, Texas Government Code 551.)
A Review and possible action on the minutes from the October 24, 2013 Sign Subcommittee
Meeting.
B Public Hearing and possible action on an amended Certificate of Design Compliance for
signage at City of Georgetown, Block 40, Lot 7 (SW/PT), .0705 acres, located at 719 S. Main
Street (CDC-2013-050).
C Discussion regarding the creation of HARC Minor Projects Subcommittee.
D Adjournment.

Minutes
Thursday, October 24, 2013 at 5:30 pm
Georgetown Court and Council Chambers

Members present: Nancy Knight, Richard Mee and Tim Urban
Staff present: Matt Synatschk, Historic Planner; Andreina Davila, Project Coordinator; Jackson
Daly, Executive Assistant; and Karen Frost, Recording Secretary
Call to order by Urban at 5:33 p.m. and he read the order of business.
The Historic and Architectural Review Commission Sign Subcommittee is responsible for
hearing and taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on
the following:
1. Review and possible action on the minutes from the October 14, 2013 Sign
Subcommittee meeting.
Motion by Urban to approve the minutes as written. Second by Mee. Approved 3 – 0.
2. Public Hearing and possible action on a Certificate of Design Compliance Request for
signage at City of Georgetown, Block 40, Lot 1, 4, .33 acres, located at 114 E. 7th Street.
(CDC-2013-048)
Synatschk presented the staff report. The applicant seeks Certificate of Design
Compliance approval for exterior signage on the primary façade. The request includes
one projecting sign above the primary entrance and one window sign. The projecting
sign would replace the existing façade sign.
The Commissioners did not have any questions for the applicant or Synatschk.
The Public Hearing was opened and closed with no speakers coming forth.
Motion by Mee to approve the application for CDC as presented. Second by Knight.
Approved 3 – 0.

The meeting was adjourned by the Chair at 5:37 p.m.

The applicant seeks Certificate of Design Compliance (CDC) approval from HARC for signage at a High
Priority historic structure located in the Area 1 of the Downtown Historic Overlay. Applicant proposes to
install new business signage on the windows and canopy, along with portable signage in front of the
structure.
FINANCIAL IMPACT:
None. The applicant has paid the required fees.

Staff Analysis
The proposed project is in compliance with the following design guidelines:
Guideline 9.1 – Consider the building front as part of an overall sign program.
• The proposed signage complements the architecture of the façade of the
structure.
Guideline 9.2 – A sign shall be subordinate to the overall building composition.
• The proposed sign design is in scale with the structure and accents the
architectural features, including the Mesker Bros cast iron storefront.
Guideline 9.3 – A primary sign should identify the services or businesses offered within.
• Each proposed sign design clearly identifies the business housed within the
structure.
Guideline 9.8 – A window sign may be considered.
• The proposed window signage does not exceed 50% of any single window and is
less than 30% of all glass.
Guideline 9.9 – A hanging sign may be considered
• The hanging sign allows the business owner to advertise to pedestrians walking
around the Square.
Guideline 9.13 – A portable sign may be considered in the Downtown Overlay District
• The proposed portable sign will be placed on the sidewalk in front of the
business during business hours.
Guideline 9.25 – Signage should have a professional quality and finished appearance.
• The proposed sign plan is designed to be a permanent signage and will be
professionally constructed and installed.
