Minutes
February 19, 2014 at 3:30 p.m.

Members present: Tim Todd, Clay Woodard, Brad Curlee, Walt Doering, Larry Gambone, Harry
Nelson, Monica Williamson
Members absent: Judy Finnell

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session - To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:41 by Todd.
Agenda
A. Consideration and possible action to approve minutes from the January 15, 2014
meeting.
Motion to approve the minutes by Doering, seconded by Nelson. Approved 6-0.
(Woodard absent at time of vote).
B. Discussion and possible action to recommend changes to the 2030 Comprehensive Plan
during the annual update. – Jennifer C. Bills, Housing Coordinator and Jordan Maddox,
Principal Planner.
(Woodard arrived at 3:49)
Maddox and Bills briefly discussed the annual update to the City of Georgetown’s 2030
Comprehensive Plan. One of the main parts of the plan is the Future Land Use Map
which designates land uses throughout Georgetown city limits and extraterritorial
jurisdiction.
The board and staff discussed having the multi-family Workforce Housing Location
Map overlay on the Future Land Use Map. The board can make recommendations to
the Future Land Use Map that will reflect and implement the future workforce housing
sites.

Maddox stated he would come up with a graphical proposal to include the Workforce
multifamily locations on the Future Land Use Map. He followed up by saying staff will
he reviewing and taking amendments forward to City Council this spring.
C. Feedback from Superintendent, GISD, regarding eight (8) locations for workforce
housing. – Walt Doering, Board member and Monica Williamson, Board member
Doering and Williamson provided the Board a follow-up memo from the meeting they
had January 22, 2014 with the Georgetown Independent School District, Superintendent
Joe Dan Lee. Both Doering and Williamson discussed future sites for multifamily
housing and the Housing Advisory Board’s work.
Doering and Williamson stated Superintendent Joe Dan Lee reviewed the materials they
provided along with the map of the sites and declared his support for the locations
designated for workforce housing. Superintendent Lee was pleased the Housing
Advisory Board communicated with him about what the Board is doing relative to
affordable housing. Superintendent Lee would like the board to convey his support for
the proposed locations on workforce housing to the City Council.
Board and staff commended Doering and Williamson for the presentation.
D. Discussion and updates on City Council items from the January 28th and February 11th
meetings.—Jennifer C. Bills, Housing Coordinator
Bills discussed how her Housing Tax Credit Resolution for Northwest Apartments was
pulled from the consent agenda to the regular agenda by Councilmember Fought on
January 28, 2014. Fought had many questions and concerns regarding the backup
information on analysis that supports this resolution. Bills stated she clarified to Council
this is an existing complex and they are just asking for funding for upgrades. Bills stated
to Council it will not have any impact on the schools. Bills stated she tried explaining to
Council it is a requirement of the Texas Department of Housing and Community Affairs
(TCHCA) that the application for funds must receive approval from Council.
Bills stated she foresees this to be an issue in the future seeking approval from City
Council if HAB does not present a detailed analysis of the 2 times ratio and the impact to
GISD.
Bills briefly discussed the Home Repair Program that was presented to City Council on
February 11, 2014 during workshop. City Council responded they would like to see
residents pay back the funds for all projects by placing a lien on homes for the value of
repairs.

E. Discussion on past incentives for residential development and future monetary of
development incentives.—Jennifer C. Bills, Housing Coordinator
Discussion between board and staff regarding waiver of development fees, subsidized
impact fees and increased land development densities.
F. Reminder of the next meeting date of March 19, 2014. – Jennifer C. Bills, Housing
Coordinator
Bills reminded the board of the next meeting in March.
