SUBMITTED BY: ATTACHMENTS: Description Type Minutes of 04.18.2016 Backup Material Page 3 of 20 Housing Advisory Board Page 1 Minutes April 18, 2016 City of Georgetown, Texas Housing Advisory Board Minutes April 18, 2016, at 3:30 p.m. Historic Light and Waterworks Building, 406 W. 8th Street Georgetown, Texas 78626 Members present: Richard Glasco, Chair; Brenda Baxter; Nikki Brennan, Marion Goforth, Joseph Gonzales, Randy Hachtel and Harry Nelson Members absent: none Staff present: Jennifer Bills, Housing Coordinator; Karen Frost, Recording Secretary Call to Order by the Chair at 3:31 p.m. and reading of the opening remarks. A. Welcome to guests. Legislative Regular Agenda B. Introduction of Wayne Reed, Assistant City Manager. Mr. Reed has been with the City for three months and is happy to be here. He will be moving his family here in the next month. He stated he wants the Housing Advisory Board to be effective and wanted them to all know that there were appreciated. He wants to help steer the Board toward positive achievements and productive activities that the City Council will embrace. The Board members discussed the need for affordable housing and how they could better communicate the need to Council and citizens. Reed explained that the paradigm shift is a process and that the building blocks are being put in place to move toward more workforce housing. C. Consideration and possible action to approve the minutes from the March 17 and March 28, 2016 meetings. Motion by Brennan, second by Baxter to approve the minutes as presented. Approved 7 – 0. D. Discussion on the recent field trip to see Avenue Community Development Corporation (CDC) in Houston.--Richard Glasco, Board Chair and Brenda Baxter, Vice-Chair Glasco and Baxter reported that the trip was a good experience and that they learned a lot. The project they saw was started 25 years ago with the purpose of stopping gentrification in the old South Ward area in Houston. It is now a thriving neighborhood with multi-family, single-family and mixed uses on site. Money to develop the project came from private donations or grants and the land was donated by the city, which was close to the bus route. All things that made this a successful endeavor. The differences between this development and Georgetown were mainly the types of funding that were available. Their HUD financing is funded through the city of Houston because of their population size. Georgetown’s HUD funding would be Page 4 of 20 Housing Advisory Board Page 2 Minutes April 18, 2016 through the State of Texas and is regulated through entities like Habitat for Humanity and the Housing Authority. Glasco also reported that the homes in the neighborhood still look like single-family homes elsewhere and they do not meet the stereotype of “affordable housing”. Each of the first-time homebuyers in their program attends a series of classes on how to be a homeowner and budgets, etc. There is a waiting list to get into the program and the homes. E. Discussion on the City Council Strategies that were discussed at the March 22, 2016 City Council Workshop--Jennifer C. Bills, Housing Coordinator Bills explained the goals of the Council and explained the difference in the Tier 1 and Tier 2 Strategies. She stated the purpose of this Board would be to continue working on encouraging workforce housing development, through programs and plans adopted by Council. F. Discussion on the Fair Housing Act and the 2015 Supreme Court decision on the Texas Department of Housing and Community Affairs vs The Inclusive Communities Project, Inc.--Jennifer C. Bills, Housing Coordinator Bills shared an article on the Supreme Court Ruling that was passed recently. The Court ruled that fair housing violations can be found even if that was not the intended outcome of housing action. One of the results is that there are new rules in place to insure that there is not clustering of tax credit properties, so that minorities and low- income housing projects were not pushed together into the suburbs or somewhere less desirable. This could be seen as a violation of the Fair Housing Act. Bills provided a copy of the article for reference. Additionally, a new mandatory analysis for anyone receiving federal funds from HUD must insure that no discriminatory practices are in use, to proactively promote Fair Housing. For example, buyers or renters cannot be discriminated against based on the presence of children. G.
