ITEM SUMMARY: FINANCIAL IMPACT: na SUBMITTED BY: Karen Frost, Recording Secretary ATTACHMENTS: Description Type Minutes of Oct 13, 2014 SS Backup Material Historic and Architectural Review Commission Sign Subcommittee Page 1 of 2  Meeting:  September 25, 2014   City of Georgetown, Texas  Historic and Architectural Review Commission Meeting Sign Subcommittee  Minutes  Thursday, October 13, 2014 at 4:00 p.m.  Georgetown Municipal Complex  101 E. 7th Street, Georgetown, TX 78626  Members present: Nancy Knight, Chair; Richard Mee and Mary Jo Winder  Commissioners absent:  none  Staff present: Matt Synatschk, Historic Planner; and Karen Frost, Recording Secretary.   (This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose  authorized by the Open Meetings Act, Texas Government Code 551.)  A.  The Historic and Architectural Review Commission (HARC) Sign Subcommittee, appointed by the  Commission, is responsible for hearing and taking final action on Certificates of Design Compliance  applications for Signage based upon the City Council adopted Downtown and Old Town Design  Guidelines and Unified Development Code. The Commission may, at any time, recess the Regular  Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director or  legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code  Chapter 551.   Welcome and Meeting Procedures:  Call to Order by Knight at 4:03 p.m. with the reading of the meeting procedures.  *Those who wish to speak must turn in a speaker form, located at the back of the room, to the recording  secretary before the item they wish to address begins. Each speaker will be permitted to address the  Commission one time only for a maximum of three minutes.  Legislative Agenda:  B.   Discussion and possible approval of the minutes from the September 25, 2014 Sign Subcommittee  Meeting.  Motion by Mee to approve the minutes as submitted.  Second by Winder.  Approved 3 – 0.  C.   Public hearing and possible action on a Certificate of Design Compliance for business signage at  Glasscock Addition, Block 5, Lot 5 (SW/PT), 6(SW/PT), 0.16 acres located at 415 West 10th Street.  (CDC‐2014‐037)  Synatschk presented the staff report.  The City of Georgetown is in receipt of an application for  business signage for a new business located at 415 West 10th Street. The signage request includes a  metal channel cut flush mounted sign mounted above the primary entrance, and a flush mounted  sign mounted adjacent to the secondary entrance.    Design Guidelines 9.1 and 9.2  state that the sign should respect the overall building composition and  be subordinate to the primary façade. Installing the metal channel cut sign on the balcony limits the  impact on the primary façade and blends with the architecture of the structure. The flush mounted  sign adjacent to the secondary entrance is appropriate signage for the parking area.  Flush mounted signs are limited to 1 square foot per linear foot of façade width. The south façade is  Historic and Architectural Review Commission Sign Subcommittee Page 2 of 2  Meeting:  September 25, 2014   38’ in width, while the west façade is 48’ in width. Each 12.5 square foot sign is within the limits  outlined by Design Guideline 9.6. The proposed signs are compatible with the structure and will be  professionally constructed and installed.    Staff is concerned regarding the impact on the primarily residential area to the south of the subject  property; however, the surrounding properties on the north, east and west sides are commercial  properties. No additional lighting is proposed for the new signage, which limits the impact on the  residential properties. Therefore, the signage is appropriate for the location.  Knight opened the Public Hearing and with no speakers present, closed the hearing.  The applicant’s agent, Ray Shawley was present for questions or discussion.  Mee asked for an interpretation of 9.19, asking if teal is a compatible color with the building colors.   He asked for a definition of the word compatible.  Synatschk explained that compatible is subjective  and that it varies by person.  In this case, it was deemed compatible.  Motion by Mee to approve CDC‐2014‐027 as submitted.  Second by Knight.  Approved 3 – 0.  Adjournment  Motion by Knight to adjourn.  Second by Winder.  Meeting adjourned at 4:13 p.m.     ________________________________    __________________________________          Approved, Nancy Knight, Chair    Attest, Richard Mee  City of Georgetown, Texas SUBJECT: Public hearing and possible action on a Certificate of Design Compliance Request for business signage at 820 South Austin Avenue, bearing the legal description of City of Georgetown, Block 50, Lot 1 (CTR/PT), 0.06 acres. According to the submitted letter of intent, the applicant wishes to install signage for the new business. Staff recommends approval of the request based on the findings that the request meets the approval criteria of Section 3.13.030 of the Unified Development Code (UDC), as outlined in the attached Staff Report. The affirmative vote of the majority of the HARC Sign Subcommittee members is required to approve the CDC request. FINANCIAL IMPACT: None. The applicant paid the fees. This will be our 3 rd location and we are very excited to become a part of your friendly community. We believe The Brazos Market will compliment the square and assist in attracting more business to the community. Of course the existing mix of businesses currently in operation will be a great draw of customers for our establishment also. As you will see in the attached renditions, we do not plan to change the exterior colors or design of the building. The warmth and charm as it currently exists, is a perfect match for our operation. All we would like to do is hang a simple sign on the existing wrought iron sign bracket. The signs dimensions are 15" by 60", made of '/2" plywood, with a black background and 8" white lettering. The existing sign bracket is located on the south column by the building entrance and is 9`-6" off the ground. After mounting the sign there will be a minimum 8' head clearance. The signage is similar to other businesses in the square. Also we would like to have Brazos Market in white vinyl lettering installed on each of the windows on the upper section, and a description of what we are, Vintage Inspired Boutique Gift Market, in smaller letters on the lower portion of each window. On the left door will be Brazos Market with contact information and web address. On the right door Brazos Market along with our business hours. All lettering will be professional, attractive, and will take up less than 30% of each window surface. We will also like to have a folding sandwich chalk board sign, on which we will be listing any sales promotions that we may be having, or just a welcome to the customers. The dimensions are approx. 2' by 3' to be placed out front during business hours, IF we can put it out without disrupting pedestrian traffic. The attached documents provided include: 1. Picture of what how we expect the storefront to appear. 2. A picture with dimensions of the signage to be attached to the existing bracket. 3. Drawing of building with building, windows, door windows and sign bracket measurements. Since we plan to be open by Nov. 1, 2014 to capture the Christmas shopping season, an expedited variance for the sign would be greatly appreciated. If not, we can install a temporary banner, but the signage which we already have would be in our opinion, a lot more attractive. If you would like to personally see the sign I would be happy to bring it by your office for review. If I can supply more information please do not hesitate to contact me.
