As of the deadline, no persons were signed up to speak on items other than those posted on the agenda. Legislative Regular Agenda B. Consideration and possible action to approve the minutes from the December 12, 2021 regular meeting of the Housing Advisory Board. - Stephanie McNickle, Planning Technician Motion by Board member Sloan to approve the minutes from the December 12, 2021, Housing Advisory Board meeting. Second by Board member Watson. Approved. 4-0. C. Consideration and possible action to approve the minutes from the April 18, 2022 regular meeting of the Housing Advisory Board. - Stephanie McNickle, Planning Technician Motion by Board member Sloan to approve the minutes from the April 18, 2022, Housing Advisory Board meeting. Second by Board member Watson. Approved. 4-0. D. Presentation and discussion of Housing Element Action Items and Housing Advisory Board Work Plan - - Nat Waggoner, Asst. Planning Dir. - Long Range Staff reviewed what was discussed during the April 18th Housing Advisory Board meeting. Staff stated today they want to review the action items to develop a workplan Page 4 of 25 Housing Advisory Board Page 2 Minutes May 16, 2022 Staff reviewed the action items completed. • Submit a budget request to complete a small area plan for the Track-Ridge- Grasshopper Neighborhood. • Evaluate becoming a Community Development Block Grant (CDBG) direct entitlement jurisdiction in FY21. • Expand homeowner home repair to workforce homeowners. Staff reviewed over the Action Items Remaining. • Develop a process to identify target neighborhoods. - Pending • Maintain home repair program for low income homeowners. – In Progress • Define metrics to classify “neighborhoods with rapid value increases” to consistently identify areas of focus (e.g., average annual increase of median home value). - Pending • Support the establishment of neighborhood associations. - In Progress • Evaluate city policies for inclusion of workforce housing incentives, including special districts (MUD, PID) and special finance districts (TIRZ). • Identify potential revenue sources for creating a housing fund for use in development agreements and programming. - Pending • Update MUD/PID and residential PUD policies with definition of housing diversity. - Pending • Expand community education and outreach programs to inform residents of available support, such as homebuyer education services, home rehabilitation grants, utility billing assistance, homestead exemptions, nonprofit partnerships for home maintenance and City Georgetown Housing programs. - Pending After discussion and reviewing each of the above action items remaining, staff explained the exercise. During the exercise, each board member selected an action item they feel is important to work towards. After the exercise the item selected is: • Expand community education and outreach programs to inform residents of available support, such as homebuyer education services, home rehabilitation grants, utility billing assistance, homestead exemptions, nonprofit partnerships for home maintenance and City Georgetown Housing programs. Staff stated this action item is a high effort, high impact which means that will take the rest of 2022, or maybe 6 months to break up in a phase. Page 5 of 25 Housing Advisory Board Page 3 Minutes May 16, 2022 Staff stated during the next schedule meeting, staff will come back to the Board with potential possibilities and ways to break this action item out into phases and what a milestone would look like. The Board can come to consensus on the envision those milestones and what they look like along with how long it would take to achieve the goal. Staff thank the Board for doing the exercise. Staff gave a report from the City Secretary’s office regarding the future meeting dates of the Housing Advisory Board meetings. Staff stated City Council may move the Housing Advisory Board meetings to quarterly. However, until the decision is made by City Council the Board should meet monthly or as needed. F or the remainder of 2022, Board members agreed to focus on ac tion item 76 “E xpand C ommunity E ducation and O utreach P rograms to Inform residents of available support, such as homebuyer education services, home rehabilitation grants, utility billing assistance homestead exemptions, nonprofit partnerships for home maintenance and C ity G eorgetown H ousing programs.” At this meeting of the Hous ing Advisory Board, s taff will guide the Board through activities and ques tions to identify existing stakeholders , programs and outreach methods and build cons ensus on ac tions that c an be c ompleted by the end of the year. S taff will pres ent the following questions for disc ussion. W hat are our exis ting programs? W ho are our existing stakeholders and with whom s hould we partner? W hat are our exis ting outreach strategies ? W hat are our metrics for succ es s ?
