Members present: Clay Woodard, Joe Ruiz, Brenda Baxter, John Gavurnik, Walt Doering,
Lawrence Gambone, Harry Nelson, Monica Williamson
Members absent: Brad Curlee

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session - To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:35 by Chair Woodard.
Agenda
A. Consideration and possible action to approve minutes from the July 16, 2014 meeting.
Motion by Board Member Baxter to approve the minutes from the June 18, 2014
Housing Advisory Board meeting. Second by Board Member Doering. Approved. (8-
0).
B. Update on the Home Repair Application for 211 W. 11th Street. --Jennifer C. Bills,
Housing Coordinator
Bills gave a brief update on the house at 211 W. 11th Street. There is a contract pending
on the house, so it will no longer be considered a potential project for the home repair
program. Bills also updated the board on the Madison house. Bids are being finalized.
The project is estimated to cost $20,000 and will be limited to demolishing the back
portion of the structure and adding a laundry room.
C. Consideration and possible action to review the Housing Advisory Board update
presentation for the City Council Workshop on August 26, 2014.--Jennifer C. Bills,
Housing Coordinator
The presentation was reviewed at the last meeting, and several Board Members emailed
suggested changes. Board Member Doering liked the additional benefits listed in the
presentation and Chair Woodard cautioned against comparing initiatives between different

jurisdictions. The Board also requested general grammatical edits throughout the
presentation.
Chair Woodard asked what the Board can expect from Council. Bills replied that the
purpose of the presentation is to get buy-in from the City Council prior to securing formal
approval to amend the UDC and development incentives. The Board then discussed
possible objections that the Council would have to their proposal.
Board Member Gavurnik suggested that certain projects should be ‘fast-tracked’ via staff
approval if applicants meet certain criteria. This would be an additional incentive to
develop affordable housing.
Board Member Gambone suggested that the Board work on developing publicity for the
work that it is doing. Specifically, he suggested press releases to local publications. The
Board discussed following up on this idea at next month’s meeting.

Motion by Board Member Gambone to adjourn. Second by Board Member Gavurnik.

ITEM SUMMARY:
See the attached Notes from the Housing Presentation August 26, 2014.
In response to the request for further analysis of the housing deficit in the surrounding area, staff is
currently requesting proposals from outside consultants to do an update and expanded analysis of
the housing deficit.

Believes in “work and live in community.”
What does affordable housing look like in a 30-mile radius of the center of Georgetown?
Would like to see the same analysis for the surrounding cities.
Wants confirmation that housing cost payment should/should not include taxes and insurance
(30% only on principle and interest).
Subsidize developers and people get crappy housing.
Is there a risk of developers getting incentive (money) and others flipping properties for profit?
How will the City be able to track these projects for 15 years without becoming bureaucratic?
Prefers paying more to City employees to make their own housing choice than subsidizing
housing.

Liked the list of benefits of a local workforce.
She could not afford to move here now.
Are fee waivers or UDC waivers preferred?
Is this similar to the single-family incentives? How many developers have taken advantage of
this?
She is willing to proceed after board review.
Wants to hear what the new GISD superintendent has to say about locations/workforce
housing.
Gonzales
What is the make-up of the City (Commercial, residential)? 80% residential? What is the
breakdown (owner/renter, multifamily, etc) of the residential property?
Increased density is not always positive, concerned about increasing density.
What types of units/density/price point are we targeting?
Concerned that we won’t be able to provide incentives that will encourage households in the
$35,000 to $50,000 range.
Mayor Dale Ross
San Gabriel Apartments (USDA/Tax Credit financed) look good.
Recognized that the Rivery Project would increase the need for more affordable for service
workers.
There is a sense of community if people are able to work and live here

Announcement about the 1st Sidewalk Master Plan and Public Facilities Access Audit Open House
on September 30, 2014 at 5:30-7:30 p.m. at City Council Chambers.--Jennifer Bills, Housing
Coordinator
ITEM SUMMARY:
The purpose of the Open House is to (1) Educate the public on accessibility (Transition Plan) and
capital planning for facilities (2) Collect and Validate city wide and downtown specific sidewalk
infrastructure data as well as (3) Get public input on project prioritization. Parts of these projects
impact many areas of the city, including Parks and Recreation, downtown economic activity and
culture, and public access to civic life. The Sidewalk Master Plan will provide a comprehensive
look at the city's pedestrian network and create policies for future development of new, and
prioritization for upgrading and infill on existing sidewalks.
If you are interested in attending, please let me know so we can make sure any posting
requirements are met to avoid quorum conflicts.

I will be out of town at a conference on October 15 so it will need to either be cancelled or
rescheduled to a new date. On November 19, the CVB conference room will be unavailable so we
will have to meet at an alternative location.
