Members present: Richard Glasco, Chair; Brenda Baxter, Vice Chair; Joseph Gonzales, Marion
Goforth, Randy Hachtel and Harry Nelson
Members absent: Nikki Brennan

Call to Order by the Chair at 3:32 p.m. with reading of the opening remarks.
A. Welcome to guests.
Legislative Regular Agenda
B. Consideration and possible action to approve the minutes from the July 18, 2016
meeting. Karen Frost, Recording Secretary
Motion by Gonzales, second by Hachtel to approve the minutes as presented.
Approved 6 – 0 – 1, Brennan absent
C. Consideration and possible action to revise the Georgetown Housing Tax Credit
Resolution Support process.--Jennifer C. Bills, AICP, LEED AP, Housing Coordinator
Bills reviewed the schedules and proposals. The Board discussed several options.
Motion by Glasco, second by Gonzales to recommend to Council the proposed
schedule for 2017 as presented by Bills, and Option 1: Site must be zoned before HTC
request. (Recommended for 4%) and Option 3: Site must have appropriate FLU and
have submitted the rezoning request and received staff analysis. (9%). Approved 6 – 0
– 1, Brennan absent.
D. Update on Tax Credit applications for Georgetown.--Jennifer C. Bills, Housing
Coordinator
Bills reported at the July 28, 2016 Texas Department of Housing and Community Affairs
Board meeting, Kaia Pointe, Merritt Heritage and Live Oak Apartments were all
approved for Housing Tax Credit allocations.
The question has been posed, where does this put Georgetown with respect to the two
time ratio? On the two times calculation, there are four variables: state population,
number of tax credit units statewide, Georgetown population, and Georgetown tax
credit units. The TDHCA table uses 2013 Census population and 2015 HTC inventory.
As of Nov. 2015 Georgetown had 1229 HTC units. With the three new projects, 310 more
units will be added. Using the 2015 table, Georgetown’s ratio would be 3.47, however
that is expected to trend down some with population growth and the addition of more

units statewide. Port Arthur and San Marcos are the only other similarly sized cities
with a greater ratio using 2015 data.
E. Review of the 2030 Comprehensive Plan and the Housing Element.--Jennifer C. Bills,
Housing Coordinator
Bills explained the Comprehensive Plan and how the different elements work. The
Housing element will be updated with the Planning Department’s update of the overall
Comprehensive Plan. More workshops and discussions will be held regarding this in
the upcoming year.
F. Upcoming items:
• The next regular meeting of the HAB will be September 19, 2016 at 3:30 p.m.
• Continue the review of the comprehensive planning process and how the Housing
Element will be updated.
Glasco asked for a briefing of the Transportation Plan.
Motion by Gonzales, second by Baxter to adjourn. Meeting was adjourned at 5:07 pm.

ITEM SUMMARY:
The s econd item o n the 2016-2017 Hous ing Wo rk Plan includ ed an up d ate to the Comprehensive Plan
Hous ing Element. As s taff begins effo rts to define the s cope o f the update, the b o ard sho uld firs t review
the exis ting info rmation in the Hous ing Element.
The Hous ing Element contains five sec tions :
Executive Summary

2. Demographic Summary
3. Exis ting and P ro jected Demand fo r Affo rd ab le Ho using
4. Polic y R ationale and Recommend ations
The Hous ing Element is one piec e of the 2030 C o mp rehens ive Plan, s imilar to the F uture Land Us e Plan or
Parks Master Plan.
The p urpose of the res earc h and analys is was to c reate polic y recommendatio ns that the City of
Geo rgeto wn c an follow when c o nsidering ac tions that affec t hous ing development. F ro m the Hous ing
Element we have d eveloped s even (7) polic y rec o mmendatio ns:
High Priority (One to five years )
1. Develop a program through whic h wo rkforc e ho using d evelopers c an receive incentives to
p ro vide new units .
2. Determine s uitable multifamily zo ning loc ations with sufficient s ervic es and land use compatib ility
fo r an ap p ro p riate mix o f ho using variety within the c ity.
Med ium High P rio rity (F ive to s even years )
3. Continue the Hous ing Diversity d ens ity incentives for new residential c o ns truc tion.
4. Prio ritize the us e of HUD CDBG fund s for affo rd ab le ho using.
5. Strengthen ho me buyer counseling and s up p o rt s ervic es .
Med ium Priority (S even to ten years)
6. Seek o ut C o unty CDBG fund s and State HOME funds in s upport o f affordable hous ing
initiatives ; s ub contrac t with lo cal nonprofits to implement p ro jects .
7. Id entify revitalizatio n areas for conc entrated inves tment.
Council Feedback
At the May 24, 2016 meeting, Co uncil provid ed some feed b ack on the propos ed update. Staff
recommended three main areas fo r the Ho us ing Element update.
