Thursday, December 12, 2013 at 5:30 p.m.
Council and Courts Building

Members present: Nancy Knight and Tim Urban
Absent: Richard Mee
Staff present: Matt Synatschk, Historic Planner; Jackson Daly, Executive Assistant; Andreina

Call to order by Urban at 5:34 p.m. and he read the order of business.
The Historic and Architectural Review Commission Sign Subcommittee is responsible for
hearing and taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on
the following:
1. Review and possible action on the minutes from the November 11, 2013 Sign
Subcommittee meeting.
Motion by Knight to approve the minutes. Second by Urban. Approved 2 – 0.
2. Public Hearing and possible action on a Certificate of Design Compliance Request for
signage at City of Georgetown, Block 52, Lot 3(s/pt), .1106 acres, located at 809 S. Main
Street (CDC-2013-056)
Synatschk presented the staff report. The applicant is requesting a CDC for an A-frame
sign on the sidewalk. There were no questions of the applicant.
Urban opened the public hearing and with no speakers coming forth, closed it.
Motion by Knight to approve the application that meets the guidelines. Second by
Urban. Approved 2 – 0.
3. Adjournment. Urban adjourned the meeting at 5:37 p.m.

Applicant’s Request
The applicant seeks Certificate of Design Compliance approval from HARC for exterior
signage on the primary facade. The request includes one canopy mounted sign facing
Main Street, a projecting sign over the 8th Street primary entrance, door signage and a
portable sign.

Staff Analysis
Guideline 9.1 – Consider the building front as part of an overall sign program.
• The proposed signage complements the architecture and color palate of the
primary façade of the structure.
Guideline 9.2 – A sign shall be subordinate to the overall building composition.
• The proposed sign design is in scale with the structure and accents the
architectural features. The canopy sign must be scaled to fit within the tie rods.
Guideline 9.3 – A primary sign should identify the services or businesses offered within.
• Each proposed sign design clearly identifies the business housed within the
structure.
Guideline 9.8 – A window sign may be considered.
• The proposed window signage does not exceed 50% of any single window and is
less than 30% of all glass.
Guideline 9.10 – A projecting sign may be considered.
• The projecting sign mounted the entrance increases visibility for the business and
assists pedestrians and automotive traffic in identifying the business located
within the building.
Guideline 9.11 – Awning and canopy signs may be considered.
• The canopy mounted sign is appropriate for the structure. It allows the character
defining transom windows to remain visible while providing signage for the
business.
Guideline 9.13 – A portable sign may be considered in the Downtown Overlay District
• The proposed portable sign is a 2 foot by 3 foot A frame design and will be
placed on the sidewalk during business hours.
Guideline 9.25 – Signage should have a professional quality and finished appearance.
• The proposed sign plan is designed to be a permanent signage and will be
professionally constructed and installed.

Staff Recommendation
Staff recommends approval of the Certificate of Design Compliance for the following
items:
1) Canopy mounted sign scaled to fit within tierods
2) Door Signs as proposed
3) Projecting sign as proposed
4) Portable sign as proposed

Sign 1- Projecting Sign
Details of Sign:
This sign will measure 44”x19” made of MDO panel with painted edges and printed vinyl overlay.
Cost of sign: $58.06 (does not include installation, brackets or supplies needed to install)
Code Compliance:
Sign will be hung eight feet off the sidewalk to ensure the eight foot clearance rule, and not to block neighboring business es' existing sign
Sign will easily stay within the ½ of the sidewalk width as the sidewalk measures over 120” at that point.
Sign material and structure are consistent with other signs in the downtown area keeping with the character of the district
Sign 2 – Primary Sign
Details of Sign
This sign will measure 96” x 41.4” made of MDO with painted edges and printed vinyl overlay.
Cost of sign is $276.67 (does not include installation, brackets or supplies needed to install)
Design Guidelines and Code Compliance
The sign has been designed to be in balance with the overall character of the building and other
signs on the square.
The size of the sign keeps the sign subordinate to the overall building composition, and reinforces
the linear lines of the existing awning.
The placement of the sign allows for the already existing street lamp to provide adequate lighting
thus eliminating the need for additional lighting structures.
The sign will be mounted in a way consistent with other existing signs mounted on top of the
awning on the square.
Color Guidelines: Both Signs comply with the 9.19 guideline of no more than three colors.
Sign 3 – Window Entry Signs
Signs on both entry doors provide a clean professional look and
stay well within the guidelines of 9.8
