The Historic and Architectural Review Commission Sign Subcommittee is responsible for hearing and taking final action on sign applications, by issuing Certificates of Design Compliance based upon the City Council adopted Downtown Design Guidelines. This is a regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on the following: 1. Review and possible action on the minutes from the December 12, 2013 Sign Subcommittee meeting. Motion by Mee to approve the minutes. Second by Knight. Approved 3 – 0. 2. Public Hearing and possible action on a Certificate of Design Compliance for signage at City of Georgetown, Block 40, Lot 7 (SW/PT), .0705 acres, located at 103 E. 8th St (CDC- 2013-058) Daly presented the staff report. The applicant seeks Certificate of Design Compliance approval from HARC for exterior signage on the primary facade. The request includes one canopy mounted sign facing Main Street, a projecting sign over the 8th Street primary entrance, door signage and a portable sign. Staff recommends approval with the condition that the canopy sign be placed between two existing tie rods. Commissioners asked questions. Knight questioned the canopy sign blocking the transom windows that were just uncovered, and stated the signage detracts from the character of the building. There was further discussion of placement options of the signage and decided the current location would work. Knight asked the applicant, Greg Bowden, why the sandwich board. He explained that they would most likely not use the sign, but wanted the approval of the sign if they decided they did. Urban opened the Public Hearing and with no speakers coming forth, closed it at 4:10 p.m. Motion by Knight to approve the application with the addition of the A-frame sign, and condition that the canopy sign be placed between the second and third tie-rods from the left side of the building. Second by Urban. Approved 3 – 0. HARC Sign Subcommittee Page 2 of 2 Meeting: January 13, 2013 3. Public Hearing and possible action on a Certificate of Design Compliance for signage at City of Georgetown, Block 40, Lot 3 (C/PT), .0505 acres, located at 707 S. Main St (CDC- 2013-057) Daly presented the staff report. The applicant seeks Certificate of Design Compliance approval from HARC for exterior signage on the primary facade. The request includes one canopy mounted sign facing Main Street one hanging sign and door signage. Staff recommends approval. Commissioners asked questions of the applicant, Ray Shawley of Affordable Signs, and discussed the intent of the applicants. The business, Visiting Agents will be one half of the upstairs tenant space. The hanging sign will only be covered on half the sign with their signage, leaving room for the future tenant. The front side door will be allocated to the Visiting Angels business and the new upstairs tenant will be given the back door if signage is needed. A canopy or flush mounted sign for the additional tenant may or may not be needed. Knight’s comments included the fact that the white background of the sign as presented is too bright for that location and it does not match the façade colors of the building. It also needs to be scaled down to fit underneath the mullion of one of the windows. She cited Guidelines 9.1, 9.2, and 9.19. Urban opened the Public Hearing and with no speakers coming forth, closed it. Motion by Knight to approve the CDC with the condition that the flush mounted sign be decreased proportionately in size to fit underneath the middle window in scale with the mullion, reference Design Guideline 9.1, 9.2 and 9.19, and the background of the signage be modified to a creamier color more consistent with the coins and mullions of the building. Second by Richard. Approved 3 – 0. This motion was then voted on again and denied so another motion could be made. Approved 3 – 0. Motion by Knight to approve the CDC with the condition that the flush mounted sign be decreased proportionately in size to fit underneath the middle window in scale with the mullion, reference Design Guideline 9.1, 9.2 and 9.19, and the background of all the signage be modified to a creamier color more consistent with the coins and mullions of the building, and the hanging sign be reduced in size to 12” x 18”, instead of the 36” as requested. Second by Mee. Approved 3 – 0. 4. Adjournment. Urban adjourned the meeting at 4:41 p.m. ________________________ _____________________________ Approved, Tim Urban, Chair Attest, Nancy Knight City of Georgetown, Texas SUBJECT: Public Hearing and possible action on a Certificate of Design Compliance Request for signage at Glasscock Addition, Block 5, Lot 5 (W/P), 6(SW/PT), .16 acres located at 415 W 10th St (CDC-2013- 062) ITEM SUMMARY: FINANCIAL IMPACT: SUBMITTED BY: ATTACHMENTS: Description Type CDC-2013-062 Staff Report Backup Material     Georgetown Planning and Development Department Staff Report  Historic and Architectural Review Commission Sign Subcommittee  415 W 10th Street Certificate of Design Compliance Page 1 of 1  Meeting Date:  January 23, 2014 Item: 2  File No:  CDC‐2013‐062  Project Planner:  Matt Synatschk, Historic Planner  Report Date:  January 16, 2014  Staff Recommendation:  Approval   Item Description  Public Hearing and possible action on a Certificate of Design Compliance Request for  signage at Glasscock Addition, Block 5, Lot 5 (W/P), 6(SW/PT), .16 acres located at 415  W 10th St   Item Details      Project Name: Signage for Gypsy Hart Cowgirl  Project Address: 415 W 10th Street  Location: Northeast corner of West 10th St and Martin Luther King, Jr St  Legal Description: Glasscock Addition, Block 5, Lot 5 (W/P), 6(SW/PT), .16 acres  Overlay: Downtown, Area 2  Applicant: Linda Mosley Applicable Guidelines: 9.1, 9.2, 9.3, 9.8, 9.13    Historic and Architectural Review Commission Sign Subcommittee  415 W 10th Street Certificate of Design Compliance Page 2 of 2  Applicant’s Request  The applicant seeks Certificate of Design Compliance approval from HARC for exterior  signage on the primary facade. The request includes a flush mounted sign and a  portable sign.     Renderings and further details for the proposed are provided below and within the  applicant’s supporting documents attached to the report.   Sign Details    Flush Mounted Sign:                  Portable Sign:                Staff Analysis    Guideline 9.1 – Consider the building front as part of an overall sign program.   The proposed signage complements the minimal commercial architecture of the  primary façade of the structure.    Guideline 9.2 – A sign shall be subordinate to the overall building composition.    The proposed sign design is in scale with the structure.    Height/Width  (Total sq ft)  3 ft by 6 ft   (18 sq ft)  Building width is 26 square feet   Colors Black, Red, White  Material Painted wood  Location Flush mounted on primary facade   Height/Width  (Total sq ft)  3.25 ft by 2.67 ft   (8.67 sq ft)  Colors Black, Red, White  Material Painted wood  Location Placed on sidewalk in front of business  during operating hours     Historic and Architectural Review Commission Sign Subcommittee  415 W 10th Street Certificate of Design Compliance Page 3 of 3  Guideline 9.3 – A primary sign should identify the services or businesses offered within.   The proposed sign design clearly identifies the business housed within the  structure.     Guideline 9.6 – A flush mounted wall sign may be considered.   The proposed sign is appropriate for the structure and fits within the  requirements for size and colors.     Guideline 9.13 – A portable sign may be considered in the Downtown Overlay District   The proposed portable sign will be placed on the sidewalk in front of the  business during business hours.     Public Comments  As of the date of this report, no public comments have been received.   Staff Recommendation  Staff recommends approval of the Certificate of Design Compliance for the following  items:  Flush Mounted Sign and Portable Sign as proposed  Attachments  Sign details, including pictures and renderings  Submitted By  Matt Synatschk, Historic Planner   City of Georgetown, Texas SUBJECT: Adjournment ITEM SUMMARY: FINANCIAL IMPACT: SUBMITTED BY:
