the Commission, is responsible for hearing and taking final action on Certificates of Design
Compliance applications for Signage based upon the City Council adopted Downtown and Old
Town Design Guidelines and Unified Development Code. The Commission may, at any time,
recess the Regular Session to convene an Executive Session at the request of the Chair, a
Commissioner, the Director or legal counsel for any purpose authorized by the Open Meetings
Act, Texas Government Code Chapter 551.

Members present: Nancy Knight, Chair; and Mary Jo Winder
Commissioners absent: Richard Mee

Legislative Agenda:
B. Discussion and possible approval of the minutes from the November 20, 2014 Sign Subcommittee
Meeting.
Motion by Winder, second by Knight to approve the minutes as written. Approved 2 – 0.
C. Public hearing and possible action on a Certificate of Design Compliance request for signage at City
of Georgetown, Block 50, Lot 1 (S/PT), 0.08 acres, located at 824 South Austin Ave.
Synatschk presented the staff report. The applicant’s request for a portable sign for use during
business hours is in compliance with the Design Guidelines. The size and colors are appropriate for
the structure and is within the allowable size. Portable signs are appropriate in Area 1 for properties
with high pedestrian counts. Staff recommends approval.
With no questions on the application, Knight opened the Public Hearing and with no speakers
coming forth, closed it.
Motion by Winder to approve the portable A‐frame sign for CDC‐2014‐048 as submitted. Second
by Knight. Approved 2 – 0.

of Georgetown, Block 9, Lot 1‐2,7‐8 (E/PT), located at 202 South Austin Ave.
Synatschk presented the staff report. The applicant is requesting new business signage, replacing one
section of a multi‐tenant freestanding sign. This sign was already installed without prior approvals
and is now coming forward as a result of a code enforcement violation.
With no questions on the application, Knight opened the Public Hearing and with no speakers
coming forth, closed it.
Motion by Winder to approve the CDC‐2014‐049 as submitted. Second by Knight. Approved 2 – 0.

Motion by Knight to adjourn. Second by Winder. Meeting adjourned at 5:45 p.m.

SUBJECT:
Public hearing and possible action on a Certificate of Design Compliance Request for Signage at
City of Georgetown, Block 40, Lot 3 (N/PT), 0.55 acres, located at 705 South Main Street
ITEM SUMMARY:
The City of Georgetown is in receipt of a request for a CDC for new business signage for the Kenz
Guitars, located at 705 South Main Street. According to the submitted letter of intent, the applicant
wishes to add new window and door signage.
Staff recommends approval of the request based on the findings that the request meets the
approval criteria of Section 3.13.030 of the Unified Development Code (UDC), as outlined in the
attached Staff Report.
The affirmative vote of the majority of the HARC Sign Subcommittee members is required to
approve the CDC request.
FINANCIAL IMPACT:
None. The applicant paid the required fees.

STAFF ANALYSIS
The applicant’s request for new window signage is in compliance with the design guidelines.
The Guidelines allow for window signage not exceeding 50% of the area of each window, and
not exceeding 30% of all window areas combined. Any signage indicating hours of operation
is exempted from the calculation. The size and colors are appropriate for the structure and is
within the allowable size. The existing signage was approved with a previous CDC
application.
APPLICABLE DESIGN GUIDELINES
9.1 Consider the building front as part of an overall sign program
9.2 A sign shall be subordinate to the overall building composition
9.3 A primary sign should identify the services or business offered within.
9.4 A secondary sign should identify the services or business offered within.
9.8 A window sign may be considered
9.15 A sign should not in any way obscure or compete with architectural details of an
historic building facade.
PUBLIC COMMENTS
As of the date of this report, no public comments have been received by the City.
STAFF RECOMMENDATION
Staff recommends approval of CDC-2015-002 as presented.
