Discussion and possible approval of the minutes from the December 11, 2014 Sign Subcommittee Meeting. Motion by Winder, second by Knight to approve the minutes as written. Approved 2 – 0. Public hearing and possible action on a Certificate of Design Compliance Request for Signage at City of Georgetown, Block 40, Lot 3 (N/PT), 0.55 acres, located at 705 South Main Street. Synatschk presented the staff report. The applicant’s request for new window signage is in compliance with the design guidelines. The Guidelines allow for window signage not exceeding 50% of the area of each window, and not exceeding 30% of all window areas combined. Any signage indicating hours of operation is exempted from the calculation. The size and colors are appropriate for the structure and is within the allowable size. The existing signage was approved with a previous CDC application. Knight opened the Public Hearing and with no speakers coming forth, closed it. Motion by Mee to approve the application for CDC-2014-048 as submitted. Second by Winder. Approved 3 – 0. Public hearing and possible action on a Certificate of Design Compliance Request for Signage at  Glasscock Addition, Block 2, Lot 7, 6(PT), 0.286 acres, located at 909 South Austin Avenue (CDC‐ 2015‐003)  Synatschk presented the staff report.  The applicant is changing ownership and is requesting a CDC  for the installation of new business signage. The proposed sign is pre‐manufactured and wired for  internal lighting. After discussions with staff, the applicant has agreed to install the sign without the  wiring, leaving the sign unilluminated.   The proposed signage complies with the Downtown and Old Town Design Guideline requirements  for signage. The colors and style of the sign are federally trademarked, exempting them from the  review. Staff recommends approval.    Knight opened the Public Hearing and with no speakers coming forth, closed it.   Historic and Architectural Review Commission Sign Subcommittee Page 2 of 2  Meeting:  March 26, 2015   Knight and Mee discussed the appropriateness of the plastic material per the Guidelines.  Motion by Winder to approve CDC‐2015‐003 as presented in the staff report.  Second by Mee.   Approved 3 – 0.  D. Public hearing and possible action on a Certificate of Design Compliance Request for Signage at City  of Georgetown, Block 40, Lot 6 (NW/PT), 0.55 acres, located at 711 South Main Street (CDC‐2015‐004)  Synatschk presented the staff report.  The applicant is requesting two signs for the business, a  hanging sign and a portable sign. The applicant’s request for new business signage is in compliance  with the design guidelines. The Guidelines allow for the installation of a hanging sign above the  entrance and the use of a portable sign during business hours. The signs comply with the size  requirements of the Guidelines and do not exceed the allowable colors.  Knight opened the Public Hearing and with no speakers coming forth, closed the public hearing.    The Commissioners questioned the size of the sign and asked if the sign could be 50% of the size of  the canopy.  Synatschk responded it could and that it would be the same size as others on that side of  the street.    Motion by Mee to approve CDC‐2015‐004 as presented in the staff report.  Second by Winder.   Approved 3 – 0.      Adjournment  Motion by Knight to adjourn.  Second by Winder.  Meeting adjourned at 5:55 p.m.     ________________________________          _______________________________          Approved, Nancy Knight, Chair            Attest, Richard Mee    City of Georgetown, Texas Historic and Architectural Review April 23, 2015 SUBJECT: Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for business signage for the property located at 1005 South Austin Avenue, bearing the legal description of Lost Addition, Block 13, Lot 5-6, 0.3305 acres (CDC-2015-005) ITEM SUMMARY: The City of Georgetown is in receipt of a request for a CDC for business signage. According to the submitted letter of intent, the applicant wishes to replace an existing sign with a new sign due to a business name change. Staff recommends approval of the request based on the findings that the request meets the approval criteria of Section3.13.030 of the Unified Development Code (UDC), as outlined in the attached Staff Report. APPLICABLE DESIGN GUIDELINES 9.1 Consider the building front as part of an overall sign program. 9.2 A sign shall be subordinate to the overall building composition. 9.3 A primary sign should identify the services or business offered within. 9.8 A window sign may be considered. 9.10 A projecting sign may be considered. 9.15 A sign should not in any way obscure or compete with architectural details of an historic building facade. 9.19 Use colors for the sign that are compatible with those of the building front. 9.25 Signage should have a professional quality and a finished appearance.
