MEMBERS ABSENT: Pete Rose. STAFF IN ATTENDANCE: Eric Lashley – Library Director. The meeting was called to order at 6:00 p.m. by Interim Chair Sinwell. Chair Rose and Vice Chair Cooper were not in attendance at the start of the meeting. Motion by Hudson; seconded by Kelley to appoint Sinwell Interim Chair. Approved 5-0. (Cooper and Rose absent) Regular Agenda A. Citizens wishing to address the Board. As of the deadline, no persons were signed up to speak on items other than what was posted on the agenda. No action required. B. Consideration and possible action to approve minutes from the November 6, 2018 Library Advisory Board meeting. – Thom Sinwell, Interim Chair. Motion by Baldwin; second by Schaffer to approve the minutes of the November 6, 2018 meeting. Approved 5-0 (Cooper and Rose absent). C. Consideration of Library Director’s report. - Eric Lashley, Library Director. Vice Chair Cooper entered the meeting at 6:15 p.m. Lashley reviewed the monthly statistics and patron comments from the suggestion box. Lashley reviewed new parking lot plans for across the street from the library on 8th Street. He also showed a PowerPoint presentation of conceptual drawings for outdoor space for library programming between the Library and Historic Light and Water Works buildings. Brick pavers have been restored at the Red Poppy plaza and the shade structures should be installed in the next few weeks. Lashley informed the board Patrick Lloyd, Community Resources Coordinator, will have an article titled The Library as a Protective Factor: An Introduction to Library Social Work published in Public Library Quarterly. The board listened to an audio recording of an excerpt from Kalena Powell and Michele Harber’s StoryCorps recording. No action required. D. Discussion of Library Advisory Board members attending the Texas Library Association’s Annual Conference in Austin, TX April 15-18, 2019. – Eric Lashley, Library Director. Lashley invited board members to attend the TLA Annual Conference in Austin this year. Lashley will send a link to the various programs once it is published. A number of board members indicated they are interested in attending the conference. No action required. E. Consideration and possible action to implement a SAT training program for the March and May tests. Eric P. Lashley, Library Director. Lashley distributed a proposal by Sylvan Learning to conduct two training sessions for eight students per session for approximately $8,640. After much discussion, Board members agreed the Sylvan option wasn’t what they had intended and asked Lashley to see if the staff could arrange larger sessions on test Page 2 of 6 taking skills and instructions on how to write a college essay. The Board asked Lashley to investigate the Upward Bound program at Southwestern University and invest in tutors for students. No action required. F. Discussion of the 2030 Comprehensive Plan community engagement results. – Eric P. Lashley, Library Director. Lashley reviewed a PowerPoint presentation drafted by the City’s Planning Department which reviewed the results of the citizen survey and On the Table event. The library was listed as a frequent place to visit by the respondents. Many of the results were similar to opinions expressed by the board members during their On the Table event. No action required. G. Discussion of the library assisting in the management of Grace Heritage Center. – Eric P. Lashley, Library Director. –Eric P. Lashley, Library Director. Lashley reported it is very likely the City will be taking over meeting and event scheduling of the Grace Heritage Center. For a number of years, the Grace Heritage Center was managed by the nonprofit Preservation Georgetown. The City and Preservation Georgetown have been renegotiating the use agreement. In the new proposed agreement, the City would like the Library to assist in activating the space. Lashley explained the Library would use the space as overflow for meetings the library cannot accommodate. Staff will work with other City departments to make the space available for public meetings. No action required. H. Consideration and possible action regarding future meeting dates. – Lindsay Cooper, Vice Chair. It was noted the normal meeting time of the Library Advisory Board would be on January 1, New Year’s Day, when City offices are closed. Motion by Sinwell; second by Schaffer to move the January meeting to January 2, 2019 at 6:00 PM. Kelley moved to amend the motion; second by Sinwell to move the January 2, 2019 meeting to 10 a.m. Amendment approved 6-0. (Rose absent) Original motion approved 6-0. (Rose absent).
