Minutes of the Meeting of the
Library Advisory Board
City of Georgetown
December 1, 2020
The Library Advisory Board met on Tuesday, December 1, 2020 at 6:00 p.m. virtually using a Zoom meeting.
Consistent with Governor Greg Abbott’s suspension of various provisions of the Open Meetings Act, effective August 1,
2020 and until further notice, to reduce the chance of COVID-19 transmission, all City of Georgetown Advisory Board
meetings will be held virtually.
MEMBERS IN ATTENDANCE: Susan Cooper, David Garlock, Michael Kelley, Thom Sinwell, Linda Schaffer, and Richard
Thielmann.
MEMBERS ABSENT: None.
STAFF IN ATTENDANCE: Eric Lashley – Library Director and Sally Miculek – Assistant Library Director
The meeting was called to order at 6:00 p.m. by Chair Kelley.
Regular Agenda
A. Discussion on how this virtual conference will be conducted, to include options for public comments and how
the public may address the Commission. – Eric Lashley, Library Director. Lashley explained to the Board how the
meeting would proceed if a member of the public wished to join the meeting. Lashley asked for Chair Kelley to
call roll when voting on an agenda item to allow for a clear recording of the vote. Kelley reminded board
members not to reply to all members if they receive emails to ensure the board is complying with the Texas
Open Meetings Act. No action required.
B. Citizens wishing to address the Board. – Michael Kelley, Board Chair. As of the deadline, no persons were signed
up to speak on items other than what was posted on the agenda. No citizens were present to address the board.
No action required.
C. Consideration and possible action to approve the November 3, 2020 Library Advisory Board minutes. – Michael
Kelley, Board Chair. Motion by Thielmann; second by Schaffer to approve the November 3, 2020 Library
Advisory Board meeting minutes. Approved 6-0.
D. Consideration of the Library Director’s report. - Eric Lashley, Library. Lashley reported he will be retiring in
January. He also reported the Library hired a Cataloging Librarian named Becca Sexton from the Bastrop Public
Library and a Teen Librarian, Margaret Lange, from the Temple Public Library. There are currently two vacant
Library Assistant positions posted on the City’s website.
Lashley reviewed monthly statistics with the board, as provided in the agenda packet.
On November 13 the Library moved back to the curbside service due to the County moving into the RED –
Uncontrolled Spread phase of the COVID-19 virus. Lashley and Miculek explained moving to curbside was a
safer way to provide service for our staff and patrons, but it is very labor-intensive. Lashley believes the County
will be in the Red phase until after the holiday season. Sinwell asked if the Library could hire Temps to help with
the labor since the Library is not using volunteers at this time. Lashley and Miculek reported the Library
continues to use two temps on a regular basis, but for a few reasons the other temps are unwilling to work
during the pandemic. Kelley asked if the Library was keeping notes on how it’s reacting to the pandemic to help

make decisions in the future. Miculek and Lashley explained they were keeping notes and have already used
lessons learned from curbside service in March and April to apply to the current service.
The Friends of the Library is hosting a year-end fundraising campaign. From the number of returned envelopes
they have received so far, it seems the response has been positive.
There were no patron comments for October.
E. Discussion regarding the retirement of Library Services Director Eric Lashley and the process for filling the
director position. – Eric Lashley, Library Director. Lashley announced he would be retiring from the City of
Georgetown at the end of January to take the Executive Director position with the Central Texas Library System.
Lashley stated it was a difficult decision and he knows it has taken many in the community by surprise. He plans
to stay in Georgetown and stay active in the community. He will attend the January meeting and Sally Miculek
will take over as Interim Director in February. Lashley stated he does not know when the City would post the
Library Director position or what method they would use in hiring the Director.
Kelley asked Miculek to introduce herself to the board. Miculek introduced herself, noting she has worked for
the Library for 7 years. She has worked within the Austin, Dallas, and Stillwater Public library systems. She
enjoys working for a smaller “one library” system and dealing directly with the public. She looks forward to
working with the board in the future. No action required.
F. Consideration and possible action to draft a letter to Mayor and Council concerning library services. – Michael
Kelley, Board Chair. Kelley reported he would email the letter approved by the board to the Mayor and Council
this week. He will send a copy to the newly elected Council Member once the run-off election is completed.
Kelley stated he would blind copy the board but asked the board not to reply to any possible response to all
members to stay within the Open Meetings Act requirements. Kelley will also copy Lashley and City Manager,
David Morgan. Lashley reported since he announced his retirement, Council had canceled his upcoming
workshop on the library. Lashley and Miculek will conduct an orientation with the new Council Members in late
January. No action taken.
G. Consideration and possible action regarding future meeting dates and times. - Michael Kelley, Board Chair. The
January meeting will be held as regularly scheduled on Tuesday, January 5, 2020 via Zoom. No action taken.
Chair Kelley adjourned the meeting at 7:10 p.m.

December Highlights
• The library continued Curbside service during December.
• Lisa Hoekstra, owner of Red Poppy Coffee Company hosted a sale in the café of restaurant items. Many items
were donated to Helping Hands of Georgetown. The sale follows Hoekstra’s announcement that she would be
permanently closing due to the economic downturn from COVID-19.
• Children’s team hosted a Zoom Winter Dance Party on December 18 featuring a live musical performance by
Staci Gray and a visit from Santa.
o Participants were encouraged to pick-up a kit via the library’s curbside service which included a kazoo
and bubbles to use during the virtual party.
• For adults-Virtual Tuesday Talks with Britin & Ann: 135 Years of Shopping Downtown on December 8.
• Art exhibits in the library were available until the building closed on Nov. 13 as follows*:
o Sally Gradle: Follow the Thread
o Leslie Kell: Come Closer
o *both artists provided digital versions of their exhibits, which were posted on the library’s Facebook page
• City staff had the opportunity to participate in an employee appreciation mural entitled, “We Are Poppy Strong”.
Located on the landscape wall between City Hall and Municipal Court, the mural features handprints of City
employees to recognize and appreciate the hard work given to the Georgetown community during the COVID-19
pandemic . Arts and Culture Coordinator Amanda Still collaborated with artist and graphic designer Lindsay
Chedester to create the mural.

Since the building is closed due to COVID-19, there were no patron comments in the suggestion box in December.
