Minutes of the Meeting of the
Library Advisory Board
City of Georgetown
February 4, 2020
The Library Advisory Board met on Tuesday, February 4, 2020 at 6:00 p.m. in the staff conference room of the
Georgetown Public Library, 402 W. 8th Street
MEMBERS IN ATTENDANCE: Lindsay Cooper, Michael Kelley, Richard Thielmann, Thom Sinwell, Susan Cooper, and Linda
Schaffer.
MEMBERS ABSENT: None.
STAFF IN ATTENDANCE: Eric Lashley – Library Director and Susan Watkins – Housing Coordinator
The meeting was called to order at 6:00 p.m. by Chair Cooper.
Regular Agenda
A. Citizens wishing to address the Board. As of the deadline, no persons were signed up to speak on items other
than what was posted on the agenda. No action required.
B. Consideration and possible action to approve minutes from the January 7, 2020 Library Advisory Board meeting.
– Lindsay Cooper, Chair. Motion by Thielmann; second by Sinwell to approve the January 7, 2020 Library
Advisory Board minutes. Approved 6-0.
Chair rearranged the agenda to allow Susan Watkins to address item D on the agenda.
D. Presentation, discussion and possible action on the draft 2030 Comprehensive Plan Update. – Susan Watkins,
AICP, Housing Coordinator. Watkins presented a PowerPoint of the highlights of the draft 2030 Comprehensive
Plan Update (attached). Watkins noted there would be an open house at the Library on February 12 from 4:30–
7:00 p.m. She reported the plan would be presented to the P & Z Board on February 18 and would go to Council
on February 25. Final approval is scheduled for March 10. Board members asked Watkins questions about how
the City planned on getting input from a wide array of residents. Kelley told Watkins about a teacher who took a
job within GISD but had to leave due to the high cost of housing. No action required.
C. Recognition of Lindsay Cooper for her service to the Library Advisory Board. -Eric Lashley, Library Director.
Lashley presented Cooper with a gift and card from the library staff. Lashley and the Board thanked Cooper for
her years of service on the Library Advisory Board. No action required.
E. Report on the upcoming Anne Frank exhibit. – Linda Schaffer, Board member. Schaffer distributed some
information about the Anne Frank exhibit which will be held at the Library April 18 – May 22. The exhibit is titled
“Let Me Be Myself” and is from the Anne Frank Center for Mutual Respect. The exhibit will teach the effects of
racism through 30 large panels that will be displayed in the Library. The exhibit will also include a model of the
secret annex, plus a 30 minute DVD that will be screened throughout the exhibit’s duration. The exhibit is being
sponsored by Congregation Havurah Shalom and they are working hard to schedule school tours. Kelley and Susan
Cooper asked for information and said they would try and help promote the tours within GISD. Schaffer announced
there would be an opening reception on April 18 and a talk open to the public on April 19 by Rita Rubinstein, a
Holocaust Survivor. No action required.
F. Consideration of the Library Director’s report. – Eric Lashley, Library Director. Lashley presented a PowerPoint to
the Board (attached). The PowerPoint presentation noted circulation equaled 39,868 which was an additional 4,303

circulations over the previous December. Library visitations equaled 23,995 and bookmobile circulation equaled
2,454. Overdrive e-books equaled 3,628 and downloadable audiobooks equaled 2,007. The Library added 1,588
and withdrew 938 items.
Lashley reported Council will reappoint Kelley and Sinwell to the Board on February 11 and the Mayor is nominating
Kelley to be the upcoming Chair.
Lashley noted the staff are now tracking study room usage in terms of total reservations as well as the number of
individuals. Staff are using the information to determine how patrons are using the rooms. Is it mostly individuals
or groups?
Lashley showed a photo of the new 8th Street parking lot and noted the City still needs to install landscaping and
stripe the lot. He listed a number of upcoming library programs and reported the vandalized lobby chairs had been
replaced with new vinyl chairs.
Lashley reported volunteer Pam Caputo worked a number of days in the lobby to register voters in January. Over
the years, Pam and her husband Cobby had registered hundreds of voters at the Library.
Lashley met with representatives of the Georgetown Farmers Market Association and are in talks to locate the
Farmers Market to the new Library parking lot on 8th Street. Lashley asked Sinwell to speak about the AARP Tax
Assistance. Sinwell informed the Board AARP would be providing volunteers to assist residents with filing their taxes
this year at the Library.
Lashley reported the WOW!mobile had been damaged in an accident when the bookmobile drove under a low
hanging awning. Community Outreach Librarian Sheri Miklaski was able to use the City’s Visitor Center van to
deliver to the bookmobile stops while the bus was being repaired. The City expects to receive the new Home
Delivery van during February. Lashley read patron comments for January from the library’s suggestion box. No
action required.
G. Consideration and possible action regarding future meeting dates. – Lindsay Cooper, Chair. The
March meeting will be held as regularly scheduled on Tuesday, March 3, 2020 at 6:00 p.m. No action
taken.

SEC 2.36.010 DUTIES OF COMMISSION, COMMITTEE & BOARD MEMBERS
Attendance by Members is integral to success of the commission, committee or board. It is
Council policy to require a minimum of 75 percent attendance of each Member at each
regularly scheduled meeting including subcommittee meetings. A Member shall be allowed
two excused absences for the Member's personal medical care, required medical care of a
Member's immediate family member (as defined by City Ordinance), or Member's military
Service that shall not count against the 75 percent attendance requirement. Written notice
shall be sent to a Member and the Member's City Council representative when it appears the
Member may violate the attendance policy by being absent from more than 25 percent of
regularly scheduled meetings, including subcommittee meetings. Excessive absenteeism may
result in the Member being replaced by the Council. If a Member is removed from a committee,
commission or board, that position shall be considered vacant and a new Member shall be
appointed to the Board in accordance with Section 2.36.040

February 2020
February Highlights
Cataloging Librarian Toni Nietfeld and Teen Services Librarian Melissa Mote attended the Public Library
Association Conference in Nashville, Tennessee February 25-29.
Bookmobile services returned to normal in February following repairs to the AC systems and roof of the bus.
Recurring events for children/tweens/teens such as Storytimes, READ Dogs, Read to a Mini-Pony!, Music with
Mar, Teen Advisory Board and Dungeons & Dragons continued this month. Other programs included:
o Tween Unicorns vs. Dragons on February 8
o Teen Cosplay Café on February 8
o Physics Circus (in partnership with Southwestern University) on February 29
Recurring events for adults such as artist receptions, Games for Grown Ups/Adult Coloring Circle, Knitting
Club and Wired Wednesday continued this month. Other programs included:
o Film screening and discussion facilitated by Courageous Conversations for Best of Enemies film on
February 2
o The Friends of the Library hosted another successful Hill Country Authors Series event featuring
Elizabeth Crook on February 5.
o Adultish partnered with Lark and Owl Booksellers to host Sealed with a Quiz trivia night on February
7 at Lark and Owl.
o Georgetown Cultural Citizen Memorial Association held an artist panel talk in the library lobby in
honor of Black History Month on February 8.
o GPL World Cinema screened Honeyland on February 12
o Live Music Sunday featuring Austin Flute Choir on February 16
o Art exhibits:
Helena Conti-Hatch: Art with Enthusiasm, January 15-February 22 in upstairs galleries.
Craig Meurer: Dynamic Birds of Prey: Photography from Multiple Continents, January 15-22
in the Café gallery.
