MEMBERS IN ATTENDANCE: Nosa Asowata (virtual), Susan Cooper, Nancy Hill, Michael Kelley, Thom Sinwell, and Richard Thielmann. MEMBERS ABSENT: David Garlock STAFF IN ATTENDANCE: Sally Miculek–Library Director, Sheri Miklaski-Community Outreach Librarian, Liz Pedrosa- Community Outreach Assistant and Lawren Weiss-Administrative Assistant (virtual). The meeting was called to order at 6:00 p.m. by Board Chair Kelley. A. Citizens wishing to address the board. -Michael Kelley, Chair. None were present. No action required. B. Introduction of Library staff member. -Sally Miculek, Library Director, Sheri Miklaski-Community Outreach Librarian, and Liz Pedrosa-Community Outreach Assistant. Miculek introduced Miklaski and Pedrosa to the Board, giving each an opportunity to explain their background and role in the Library. Miculek ask Board members to let her know if they’d be interested in a ride-along on the WOW!mobile (Words on Wheels), so they can get a first-hand look at how Sheri and Liz provide outreach services to patrons outside of the building. No action required. C. Consideration and possible action to approve minutes from the May 4, 2021 Library Advisory Board meeting. -Michael Kelley, Board Chair. Board members did not have revisions for the May minutes. Motion by Sinwell; second by Hill to approve the May 4, 2021 Library Advisory Board minutes as distributed. Approved 6-0 (Garlock absent). D. Consideration of Library Director's report. -Sally Miculek, Library Director. Miculek reviewed the Library’s monthly statistics, gifts and memorials log, and her Director’s Report presentation (attached). The Board and Miculek also discussed the City’s Special Emphasis Observances program, staff changes and the return of magazine donations. No action required. E. Discussion of Library program advertising strategies. -Susan Cooper, Board Secretary and Sally Miculek, Library Director. Cooper asked for information regarding advertisements and articles about the Library. Miculek explained that the Library does not currently pay for advertisements, rather various news outlets, and the City’s Communications department report on Library happenings. Miculek will keep the Board apprised of any news articles she knows about in advance. Miculek also provided the Board with information in the agenda packet about where the public can find Library news. F. Consideration and possible action regarding future meeting dates and times. -Michael Kelley, Board Chair. The next Library Advisory Board meeting will continue as regularly scheduled on Tuesday, July 6 at 6 p.m. No action taken. On that date pa trons were encouraged to visit the library for as long as desired. Library staff returned all lounge seating to its pre-pandemic locations. Chromebooks were made available to patrons on the first floor and meeting rooms re-opened to the public. Curbside service continues by request only. • June 7-Study rooms re-opened to the public. • June 13-Sunday hours returned from noon to 5 p.m. • Library staff continued planning for the next phases in reinstating pre-pandemic services such as stationary public computers (Userfuls) and evening hours. • Ann Evans officially began her new role as Adult Services Librarian after serving as the Library’s Reference Librarian since her hire in 2020. • Pride Month was celebrated via social media posts, a special storytime, reading lists for all ages, craft kits and a lobby display of Library materials for patrons to checkout regarding LGBTQ+ topics. • Arts programs and children/tween/teen Summer Reading Programs began in-person during June. Many patrons expressed their joy in being able to participate in Library activities again. Children’s SRP programs took place at Chautauqua Park. In the case of inclement weather Library staff moved the event to the meeting rooms. Tween and Teen summer reading programs took place in the Library ’s meeting rooms. • Library staff mourned the loss of Library founder and long-time supporter Anna Aiken in June. The Georgetown Public Library is a community gathering center for the city and typically sees approximately 386,000 visitors, hosts over 400 library sponsored events, 1,700 public meetings annually, and is a primary focus of the City Center project. The City of Georgetown seeks a restaurateur offering the highest caliber professional service levels and innovative food creations to meet the demands of the daily library visitors and employees. Proposals are invited from qualified and responsible restaurateurs desiring to provide café and catering services to the library. The selection process shall consist of an analysis of proposals with regard to experience in providing high quality food and beverage services, business plans, demonstrated ability to generate sales and profits, and a high quality operation. Quality food creatively and attractively presented, competitively priced, and courteously provided is an important consideration in this selection process. Vision The vision of the Georgetown Public Library’s cafe is to create a welcoming fast-casual restaurant environment that offers a variety of beverages and food for patrons to enjoy. The restaurant should offer customers an assortment of hot and cold beverages, baked goods, soups, salads, sandwiches, and desserts. The café should appeal to time constrained, value conscious, urban consumer by providing a range of better for you products, healthier food that is also fast. Food in the serving area must be visually appealing with the predominant characteristic being fresh with a commitment to locally sourced foods made from scratch. The Georgetown Public Library desires an innovative proposal, which reflects the professional management abilities of the proposing restaurateur, developed to meet financial objectives and desire for a unique experience for customers and employees of the library. The café is expected to attract a wide variety of library patrons, employees and volunteers, as well as nearby downtown businesses, residents, and workers. It is the intent of the library that the café becomes a food and beverage destination. Respondents should demonstrate a clear understanding of the Georgetown Public Library’s vision for the café and how their business proposal will realize that vision. Tenant Space Information Page 19 of 23 The café space is located at 402 W. 8th Street, Georgetown, TX 78626 in the northeast corner of the first floor of the Library. The café space provided consists of approximately 450 sq. ft. of service area and indoor seating area, approximately 90 sq. ft. of storage/office, and approximately 50 sq. ft. of restroom space, all within the building being a total of 590 square feet more depicted on the floor plan attached as Exhibit A. Additionally, the Red Poppy Patio is accessible to café patrons and could be used for after-hours seating. The library will provide the following items: telephone, Internet connectivity, ice machine, glass front refrigerated display case, refrigerator, and custodial service. Access to the library’s second floor kitchen, ice machine, and appliances will be available for catering functions. The restauranteur must create and maintain a webpage and social media presence with information regarding the café’s hours of operations and menu. Signage and physical alterations to the space are subject to an approval process by the City of Georgetown. Normal Library hours of operation: Monday through Thursday - 9:00 a.m. to 8:00 p.m.; Friday – 9:00 a.m. to 6:00 p.m.; Saturday – 9;00 a.m. to 5:00 p.m.; and Sunday – Sunday 12:00 p.m. to 5:00 p.m. During the COVID-19 pandemic the Library has changed the hours of operation. The Library closes for up to one week annually for collection inventory and staff development, and closes at 6 PM for two weeks surrounding the Christmas Eve, Christmas, and New Year’s holidays. The space primarily utilized by the coffee shop/café may have different hours of operation. Requested minimum hours of operation for the coffee shop will be the same as the Library. However, hours may be negotiated as part of the concession agreement. Utilities, custodial service, and general maintenance costs will be built into the annual lease. The City is seeking a qualified coffee shop/café operator to enter into a 5-year concession agreement with the City of Georgetown to provide the Georgetown Public Library with food and beverage service. At the conclusion of the 5-year term, this agreement will be reviewed and may be renewed. Submittal Requirements 1. The selected restaurateur will be responsible for the professional staffing, operation, and management of the café. The library further desires a café manager with experience in restaurant operations. The library expects the on-site manager to be the single point of contact for on-site restaurant operations. a. Provide your company’s organization chart. b. The on-site general manager must have experience operating in a restaurant/café environment. Please list experience of the general manager. 2. Provide a list of all restaurant operations for which your firm has managed responsibility. List the names of the restaurants and type of establishment. Page 20 of 23 3. Please provide a letter of intent and complete description of how you intend to operate the library café: a. A description of the theme or menu of the café and how these will enhance the visitor’s experience at the library. Menus should incorporate traditional and contemporary cuisine. b. Other information that will assist in adequately conveying the type of café operation you intend to provide, including proposed hours of operation. At a minimum, the café must operate the same hours as the library. c. Please provide price point information regarding the basic menus items you anticipate serving at the café and the catering services for the meeting rooms, receptions, and other library events. d. Please indicate whether you propose to source and serve local, sustainable, and/or healthy food choices. (e.g., Whole grain foods, fruits and vegetables, gluten free, lean/low or reduced fat protein source, smaller portions sizes, foods that do not contain trans fats, choices with less salt or refined sugars/sweeteners, etc.) e. If there are any items you propose serving in the library café that you intend to prepare off- site, please identify those. 4. Special Event Catering: The selected restaurateur shall be the Preferred Caterer for special events at the Georgetown Public Library. Should a customer wish to use a caterer other than the Preferred Caterer to cater an event on-site, a “carve-out” fee of $XX.XX per person shall be paid by the non-Preferred Caterer to the Georgetown Public Library. a. Provide an explanation of your approach to catering; how you plan events, how you determine menus, and what on-site support you will have. b. Provide five varied sample event menus, including prices. Assume 50 people for each type of event and include all food, beverage, staff, and all other costs. 5. Provide copies of all health department inspections in each of the facilities identified in your submittal for the period of ____________ through the submission of your proposal. 6. Please provide the following operation details: a. Specifications for disposable, recyclable or compostable service wares you intend to use, including take-out items. b. List of environmentally friendly practices. 7. Staffing Plan – please describe your operating plan for the Georgetown Public Library Café, including security plans, process for conducting background checks, and any additional security measures. The City of Georgetown is open to proposals allowing the restaurateur to sell alcoholic beverages to include wine and beer only.. If interested in pursuing alcohol sales: a. Explain your experience selling alcoholic beverages. b. Please indicate if your business already maintains a TABC license. Page 21 of 23 Selection Criteria Responses to this RFP will be evaluated competitively. Proposals will be reviewed to ensure all general and submittal requirements are met and ranked by a committee designated by the City of Georgetown. The designated committee may short-list proposals after the initial evaluation and /or request additional information through interviews, correspondence and presentations, including food presentations. Proposals will be ranked based on the following criteria: Proposed Concept: 40 Points Concept conforms to the library’s vision for the café. Proposed café will enhance the library experience for visitors, employees, volunteers by offering a full range of high quality food and beverages at breakfast, lunch, and dinner. Proposed café will reflect the sustainability and health values of the City of Georgetown and the Georgetown Public Library. Proposed hours of operation will match or exceed the hours of operation of the library. Proposed café will offer a variety of menu items at appropriate prices for a downtown café setting. Overall appeal and quality of the café design intent is appropriate. Restaurateurs’ Qualifications/Experience: 50 Points Restaurateur has already been successful in operating or managing a restaurant for a minimum of five (5) years Restaurateur has proven experience in delivering high-quality food prepared with fresh ingredients Restaurateur has the financial capacity to be successful in opening and operating a new café. Letters of Recommendation: 5 Points Restaurateur provides letter of recommendation from bank or financial institution. Restaurateur provides letter(s) of recommendation from client(s). Conducted business with the City: 5 points Restaurateur has had a previous positive working relationship with the City of Georgetown. Award The selected firm will enter into negotiations with the City of Georgetown to determine terms and provisions of a concession agreement for the café space. Selection will be made on the basis of the evaluation criteria outlined in the previous pages and all other supplemental RFP materials as the City Page 22 of 23 may request. The award shall be the sole discretion of the City of Georgetown /Georgetown Public Library. Appendix: Definitions Traditional cuisine – This cuisine refers to foods of American heritage that were traditionally prepared at the family home. These foods are affectionately referred to as “comfort” foods. Contemporary Cuisine – This cuisine type allows the chef to take a “comfort food” of the past (rooted in tradition) and apply healthy, low-fat cooking, ethnic origins, creativity, and flavor to take something that is familiar to most diners to a new level. Contemporary cuisine approaches the ingredient with the utmost respect. One of the characteristics of this style of cooking is to take each ingredient and respect the integrity of that ingredient as much as possible. This means that the ingredients that are used have to be of the highest possible quality that can be acquired. Freshness is paramount. This incorporates healthy, low-fat cooking into the dish. Fresh Ingredients – Components or elements of a food mixture or compound which have been recently harvested, made or produced and have not been preserved by being frozen or canned. Sustainability and health values of the City of Georgetown – Choosing methods and means in all endeavors which support the potential for long-term maintenance of well-being for our environment and community. Locally sourced foods – Food products from the same locality or region in which they are marketed, so that the total distance that the food product is transported is less than 150 miles from the origin of the food product.
