Minutes of the Meeting of the
Library Advisory Board
City of Georgetown
July 6, 2021
The Library Advisory Board met on Tuesday, July 6, 2021, at 6:00 p.m. in the lobby of the Georgetown Public Library, 402
W. 8th Street, and virtually via Zoom.
MEMBERS IN ATTENDANCE: Nosa Asowata, Susan Cooper, Nancy Hill, Michael Kelley, and Richard Thielmann.
MEMBERS ABSENT: David Garlock and Thom Sinwell
STAFF IN ATTENDANCE: Sally Miculek–Library Director, and Lawren Weiss-Administrative Assistant.
The meeting was called to order at 6:00 p.m. by Board Chair Kelley.
A. Citizens wishing to address the board. -Michael Kelley, Chair. None were present in person or virtual. No action required.
B. Consideration and possible action to approve minutes from the June 1, 2021 Library Advisory Board
meeting. -Michael Kelley, Board Chair. Board members did not have revisions for the June minutes.
Motion by Asowata; second by Cooper to approve the June 1, 2021 Library Advisory Board minutes
as distributed. Approved 5-0 (Garlock and Sinwell absent).
C. Staff introductions and service spotlight. -Sally Miculek, Library Director. No action required. Miculek re-introduced
the Library’s Administrative Assistant Lawren Weiss to the board. Weiss discussed her Library duties, including
preparing the Board’s agenda, minutes and attachments, meeting room and Grace Heritage Center operations,
and other miscellaneous tasks. Weiss explained that Library staff are in the process of changing how gifts,
memorials and donations are tracked and asked the Board if they would like to continue receiving the Memorials
Log in the agenda each month or just the total amounts received. The Board decided to keep the Memorials Log in
future agendas. No action required.
D. Consideration of Library Director's report. -Sally Miculek, Library Director. Miculek reviewed the monthly statistics and
City budget process. Kelley asked Miculek to guide Board on how to advocate for the Library in the budget process and
what public meetings the Board should attend. Miculek discussed inventory plans for 2021 and 2022. She also reviewed
the Director’s Report presentation with the Board as provided in the agenda packet.
Discussion followed regarding the Library’s partnership with Congregation Havurah Shalom. Leaders from the group
wrote an appreciation letter to Chair Kelley, noting Miculek’s exceptional service. CHS provides various educational
exhibits each year featuring information about the Holocaust. Kelley requested the two organizations coordinate training
GISD students to serve as docents for the upcoming Anne Frank exhibit.
Miculek announced that Library founder and supporter Anna Aiken had passed away on June 19. Aiken’s family
requested donations in her honor be made to the Library in lieu of flowers. The Library acknowledged the loss on social
media outlets and e-newsletter. No action required.
E. Discussion of the Library’s non-resident fees. -Susan Cooper, Board Secretary and Sally Miculek, Library Director.
Cooper explained that Round Rock Public Library does not charge non-resident fees and wondered if that
possibility had been discussed by Georgetown Public Library. Miculek explained that nonresident fees generate
approximately $60k in annual revenue, which would be a significant loss to the Library ’s budget. If anyone were
able to obtain a Library card for free, they would also have access to databases which would be extremely
expensive. This could ultimately result in the library reinstating nonresident fees as other Texas libraries have done
in the past. Board members plan to send a letter to the Texas State Library and Archives Commission once the
new State Librarian is hired to thank them for support and services offered, as well as request consideration of a
statewide TexShare program. No action required.
F. Discussion regarding additional Library locations. -Richard Thielmann, Board member and Sally Miculek,
Library Director. Thielmann provided information to the Board regarding the collaboration between
Jefferson County library system and Jefferson County ISD (attached). He explained that the high school

serves as community library, operated by school district staff during school hours and county staff after
school. Non-student patrons cannot visit the library until after the school closes. Thielmann offered this
example to open discussion about options for expanding Georgetown Public Library locations. Board
members discussed community partnerships, interlocal agreements, and multi-use facilities that could be
home to an express library branch. Miculek noted adding a bookdrop in Sun City shifts our service to a
more express style model. Sun City residents will be able to drop off and pickup Georgetown Public
Library materials at the community center while WOW!mobile stops to Sun City will transition to browsing
and checkout only. Miculek announced the Board and staff would need to update the Library’s strategic
plan next year. No action required.
G. Review of draft request for proposals for the Library’s café. -Sally Miculek, Library Director. Miculek hopes
renovations to the café space will be completed by August. She asked the Board to send her any notes and edit to
the café request for proposals by end of day this Friday, July 9. Miculek explained there will be multiple groups
reviewing proposals to build consensus so she can present that information to City Council. The City is anticipating
more competitive proposals now, compared to when the café first opened fifteen years ago. No action required.
H. Consideration and possible action regarding future meeting dates and times. -Michael Kelley, Board Chair. Board
members discussed conflicts with the next regularly scheduled board meeting and decided to push it by one day. Library
staff will confirm with absent board members that they will be able to attend the new meeting date. Motion by Thielmann;
second by Hill to hold the next Library Advisory Board meeting on Wednesday, August 4 at 6 p.m. Approved 5-0
(Garlock and Sinwell absent).
Chair Kelley adjourned the meeting at 7:48 p.m.

Georgetown Public Library
July 2021
July Highlights
• Library staff continued planning for the next phases in reinstating pre-pandemic services such as evening hours.
• Ann Evans officially began her new role as Adult Services Librarian after serving as the Library’s Reference
Librarian since her hire in 2020.
• Children’s Summer Reading programs continued at Chautauqua Park. In the case of inclement weather Library
staff relocated events to the meeting rooms. Tween and Teen summer reading programs took place in the
Library’s meeting rooms as in previous years.
• On July 16 the Library partnered with Georgetown Animal Shelter to hose an adoption event, Kittens in the
Library! The event was a huge success with 22 kitten adoptions.
• Programs and activities for children in July included:
o Magic show by John O’Bryant
o Stuffed Animal Sleepover: Stuffies visit the farm!
o Sing and dance with Mr. Will
o Wildlife on the move
o Tween Safari Mystery
o Tween Chemistry Roadshow
