MEMBERS IN ATTENDANCE: Michael Kelley, Richard Thielmann, Thom Sinwell, Susan Cooper, and Linda Schaffer. David Garlock joined the meeting at approximately 6:15 p.m. MEMBERS ABSENT: None. STAFF IN ATTENDANCE: Eric Lashley – Library Director The meeting was called to order at 6:00 p.m. by Board Chair Kelley. Regular Agenda A. Citizens wishing to address the Board. –Michael Kelley, Board Chair. As of the deadline, no persons were signed up to speak on items other than what was posted on the agenda. No action required. B. Consideration and possible action to approve the July 7, 2020 Library Advisory Board minutes. – Michael Kelley, Board Chair. Motion by Thielmann; second by Schaffer to approve minutes of the July 7, 2020 Library Advisory Board meeting. Approved 5-0 (Garlock absent). C. Consideration of the Library Director’s report. - Eric Lashley, Library Director. Lashley reported Cataloging Librarian Kristina Zepeda had resigned, noting she was good employee and will be missed by staff. Lashley reported the circulation statistics for June were much better than expected. The Library circulated 40,771 items compared to 53,945 items circulated last June (or 75% of last year’s circulation). Visitations are down by about 75%, so the circulation numbers are impressive with a decreased patronage due to COVID-19. Bookmobile circulation was high with 1,764 circulations. OverDrive ebook circulations were 5,504 and downloadable audiobooks were 2,434. The Library issued 239 new cards, added 1,124 new materials, and withdrew 1,048 items. The Friends of the Library’s fundraising campaign Our Library, Our Lifeline was doing well. The goal is to raise $30,00 to replace funding from the budget that was cut of the same amount. Compliance to the statewide mask order is high as most patrons are wearing their masks. Only a few poorly behaved patrons have argued with staff about wearing masks. Lashley reported Reference Librarian Ann Evans and Historic Planner Britin Bostick have created a virtual program called Talks with Britin and Ann. The program is about local history and their program on August 4th had approximately 75 participants. Page 3 of 8 Lashley read the patron comment. The comment came from board member Cooper. Lashley will investigate her suggestions to improve the Library’s computer system. Schaffer asked if the two resignations by Zepeda and Mote would lead to frozen positions. Lashley answered the positions would be frozen until the end of this fiscal year but would be in next year’s budget. Schaffer asked if the money saved could be used to fund the $30,000 budget cut. Lashley said it is possible. No action required. D. Review of Library’s current budget and budget requests for FY 2021. – Eric Lashley, Library Director. Lashley reported as of August the Library’s proposed budget is going to be very good considering the uncertainty of the current economy. The Library will have a small cut to its Travel and Training and Office Supplies budgets. The $30,000 budget from this fiscal year will be restored. Most staff will receive both a market adjustment and a merit increase depending on their evaluations. Property tax figures came in higher than expected. At the Council budget workshop, it was noted (as well as reported in the Sun) that a very large number of residents responded to the City’s citizen survey that they want the Library budget to be increased. Lashley felt this was important in keeping the Library’s cuts to a minimum. No action required. E. Consideration and possible action to draft letter to Mayor and Council concerning Library services and budget. -Michael Kelley, Board Chair. Kelley discussed his meeting with Lashley and Larry Kobrin, President of the Friends of the Library concerning the possible need to write letters to City Council in support of the Library’s budget. The meeting was held prior to the Council budget workshop. Both Kobrin and Kelley agreed to wait and see the results of the budget workshop before drafting letters. Kelley believed it was important to get the board’s input even though they granted him authority to draft a letter to Council on their behalf. Since the proposed budget is relatively “good”, the board discussed whether to write a thank you letter to the Council for the proposed budget and at the same time highlight the Library’s Strategic Plan and future needs. After much discussion, the Board agreed to allow Kelley to draft a letter that would be brought back to the board to approve at the September meeting. No action taken. F. Consideration and possible action regarding future meeting dates and times. – Michael Kelley, Board Chair. The September meeting will be held virtually as regularly scheduled on Tuesday, September 1, at 6:00 p.m. via Zoom. Chair Kelley adjourned the meeting at 7:09 p.m. Respectfully submitted, Michael Kelley Richard Thielmann Chair Secretary Page 4 of 8 Director’s Monthly Report Georgetown Public Library August 2020 August Highlights • The library building and bookmobile remained open and in operation, with limited services. Patrons and staff continue to wear masks. • The library continued opening at noon on Wednesdays to allow staff to work on check-in and shelving. After much thought and planning, library leaders decided to bring back a small group of volunteers. Volunteers are expected to wear masks and will be trained on the new flow of library operations, including safety standards. Volunteers will take on check-in and shelving duties only certain days of the week which will allow library staff to open the building at 9 a.m. again. Staff will also be able to get handle other duties that were temporarily put to the side so they could handle check-in and shelving in the absence of volunteers. • Cataloging Librarian Kristina Zepeda’s last day was August 4 and Teen Librarian Melissa Mote’s last day was August 8. Their positions will be frozen until the new fiscal year begins. • The Friends of the Library’s “Our Library, Our Lifeline” campaign continues. • There were no virtual children’s programs in August. • August programs for adults included: o Tuesday Talks with Ann & Britin o Confronting Racism: A Community Conversation o Art exhibits installed, continue through the end of September: ▪ Rachel Hurst: “The Color of Animals” (Bridge & Hall galleries) ▪ Jennifer Gillen “Petal & Ink” (Café Gallery) Patron Comment There were no patron comments for August.
