Mobility Georgetown Citizen Advisory Committee
of the City of Georgetown, Texas
October 12, 2020

Ercel Brashear called the meeting to order.
C Discussion on how the Mobility Georgetown Citizen Advisory Committee virtual conference will be conducted,
to include options for public comments and how the public may address the Committee– Bridget Hinze
Weber, Assistant to the City Manager
Weber went over the meeting procedures which are including in the presentation in the agenda.
D Consideration and approval of the minutes for the Mobility Georgetown Citizen Advisory Committee for the
Meeting held on Monday, September 28, 2020 — Chere Heintzmann and Ercel Brashear, Committee Co-Chairs

E Presentation and discussion on the second phase of public engagement for the proposed Mobility
Bond – Aly Van Dyke, Director of Communications and Public Engagement.
Van Dyke gave presentation which is included in the packet. Watson suggested that the city find a
way to target citizens who would otherwise not vote. Bradley asked if there was a way to take into
consideration respondents only focusing on projects near them that directly affect them. Gutekunst
answered that there were several approaches to look at that like asking for zip code or address but
the downside to that is that some participants won’t leave commentary if the system asks for
personal information. Dryden asked and Gutekunst confirmed that personal information would not
be public and would be for committee members only. Brashear asked Brainard if he would be the
spokesperson for the public engagement live town hall and Brainard accepted. Brashear asked about
timeframe and Van Dyke replied that they are going to try to have the live town hall around
November 9th.
F Consideration and possible action regarding performance measures used in the ranking of potential
projects – Jake Gutekunst, Kimley-Horn.
Gutekunst gave presentation which is included in the packet. H suggested that the committee also
needs to take into consideration the sidewalk and bike path projects. Gutekunst replied that its
within the purview of the committee to decide whether or not to fund those projects but they are
looking for the committee to decide what an appropriate amount of money to set aside for these
projects would be. Bronner asked if the pedestrian and bike projects could be included in the survey.
Dryden asked and Wright replied that the, under the direction of the city manager, staff will be taking
SH29 to GTEC for funding. Brashear asked and Gutekunst replied that some roadways that have
heavy traffic are not near the top of the rankings because of several factors like safety considerations
and connectivity. Brashear asked and Gutekunst clarified that they’re looking for input from the
committee on whether there are any tweaks or modifications members want on the process or if
they are ready to move on to ranking projects.
G Presentation and discussion on the revised scopes for the potential mobility projects for the
proposed bond targeting May 2021 – Jake Gutekunst, Kimley-Horn.
For the Lakeway Dr project Ricks asked and Gutekunst replied that the parking lane would not reduce
traffic and that the middle lane would increase capacity. Heintzmann asked and Gutkunst confirmed
that if they go with the middle lane that there will not be room for a bike lane. For the Rockride Ln
project Sutphin asked about the potential for having to complete this project later. Wright replied
that the city does have an obligation to expand that road by 2027, but it is not a requirement that
the committee include that in the current bond package. For the SH29 East project, Brainard asked
if the road was TxDOT owned and if they would contribute. Wright replied that it is TxDOT owned,
but TxDOT has made it clear that it is not a priority for them. Barbee asked and Wright confirmed
that TxDOT would get final say on the design for this project. Some committee members asked to
see what the numbers would look like if this project was broken into two projects from Haven to
Interloop and from Interloop to 130. Gutekunst said they could break that out and see what the
project looked like in the re-ranking.
