October 26, 2020

Ercel Brashear called the meeting to order.
C Discussion on how the Mobility Georgetown Citizen Advisory Committee virtual conference will be
conducted, to include options for public comments and how the public may address the
Committee– Bridget Hinze Weber, Assistant to the City Manager
Weber went over the meeting procedures which are including in the presentation in the
agenda.

E Consideration and possible action to approve the projects in a bond package for public
input for the proposed bond targeting May 2021 – Jake Gutekunst, Kimley-Horn
Gutekunst gave the results which are included in the packet. Sutphin commented that she
believes the sidewalks on Austin Ave Bridges would be a great benefit to downtown
Georgetown. Bronner asked and Gutekunst replied that they had not planned on doing a
ranking of intersections and sidewalks, but they could do it if the committee so desired.
Bohnenkamp commented that he was under the impression that transportation
technology was under the operations budget and not part of the bond. Miller replied that
some of it will be under operations, but that this was an opportunity to get more funds for
upgrading signal technology and communications. Morgan added that it is a combination
of both because of the funding needed to upgrade. Watson commented that she weighed
in high on transportation technology because she believed that the operations budget
alone wouldn’t be enough to make an impact. Brashear commented that the top two
projects put the bond at the $50 million cap that Council advised the committee to aim for.
Bohnenkamp and Brainard both expressed a desire to get project M done but were
concerned that it took up almost all of the $50 million. Sutphin and Watson both
commented that M was not a top priority for them because they believed capacity could
hold out for the next few years. Smith commented that he focused on safety concerned
and looked at crash statistics for the projects. McKee commented that she put M high on
her list in the hopes that having a loop will divert traffic from other roads and she put
Austin Ave Bridges low on her list because she did not see how that project would move
traffic better. She agreed that the sidewalks were not ideal but hoped there would be
another source of funding for the sidewalks. Barbee wanted to clarify if the $50 million
amount by Council was a hard barrier or if the committee could recommend more projects
that went over the $50 million. Brashear replied that, from his understanding, Council
wanted the committee to provide their rankings with the $50 million target number, but

that the committee is not locked into that number. Morgan added that, in addition to the
target number, it would be fair for the committee to present the other projects that they
consider to be high priority for Council’s consideration. Sutphin asked and Brashear
confirmed that the city was talking about the budget and $50 million cap with the citizen in
the public meeting in November. Heintzmann suggested that the committee have an
additional meeting before the town hall once the committee members re-rank their ideal
projects. The committee agreed that the committee should have another meeting and
postpone the town hall.
