C Discussion on how the Mobility Georgetown Citizen Advisory Committee virtual conference will be conducted, to include options for public comments and how the public may address the Committee– Bridget Hinze Weber, Assistant to the City Manager Weber went over the meeting procedures which are including in the presentation in the agenda. D Consideration and approval of the minutes for the Mobility Georgetown Citizen Advisory Committee for the Meeting held on Monday, November 9, 2020 — Chere Heintzmann and Ercel Brashear, Committee Co-Chairs Motion by Smith, second by Dryden. Roll call vote Ercel Brashear - yes Chere Heintzmann - yes Alison McKee - yes Bob Smith - yes Bill Dryden - yes Kathy Sutphin - yes Steve Ricks - yes Steve Bohnenkamp - yes Regina Watson - yes Chris Leon – yes Glenn Holzer - yes Approved 11-0 (Barbee, Bradley, Brainard, Bronner, and Saunders - absent) Page 5 of 12 E Presentation and discussion regarding the Williams Drive Gateway Plan – Nathaniel Waggoner, Long Range Planning Manager Waggoner gave presentation which is included in the agenda. Brashear asked how the proposed projects fit within the Williams Drive Study. Waggoner answered that they fit directly regarding access management in reducing turning conflicts. Raising the medians and creating turn pockets will help with traffic flow. Ricks asked if the signal timing was complete, Waggoner replied that it is an ongoing improvement. Dryden asked and Gutekunst replied that they did not directly included costs for closing driveways in the estimate presented. Sutphin asked and Gutekunst answered that they did include funds to fix failing sidewalks and close gaps in existing sidewalks. F Presentation and discussion regarding the feedback and input received through the public engagement and citizen survey – Jake Gutekunst, Kimley-Horn Gutekunst gave presentation which is included in the agenda. No questions. G Consideration and possible action to approve the projects in a bond package for the proposed bond targeting May 2021 – Jake Gutekunst, Kimley-Horn Gutekunst gave presentation which is included in the agenda. Brashear noted that the top three projects in the ranking were close to the $50 million target that Council wanted and suggested that they take those projects and the remaining money in the $50 million and divide it amond sidewalks, bike lanes, and transportation technology. Sutphin supported Brashear’s idea but also suggested that they show the Council the public’s and the committee’s full ranking list. Smith stated that he thinks they should give as many options to the Council as possible and is hesitant to only present three and stick to the $50 million. McKee supported Brashear’s idea but also supported Sutphin addition of showing all projects in case more money becomes available. Sutphin asked and Gutekunst replied that less than 1% of the population commented. Brashear clarified that he also thinks that the committee should present their full rankings to the Council and let them decide where the want to draw the budget line. Watson stated that she wanted to show Council both the committee list and the public input list. Ricks presented the question to the committee to see if members would like to re-rank their lists based on the input from the public. Holzer added that he thinks they need to have both lists. There was discussion about giving committee members a chance to re- rank their lists. Brashear made a motion that the committee go back and re-rank their lists, taking into account the public rankings, and that they come back together and make their final decision at the January 4th meeting. Tech Allocation ($) DRAFT 12/22/2020 Kimley-HornPage 9 of 12 City of Georgetown 2021 Mobility Bond 2021 Mobility Bond Final Project Ranking (Top 10) Note: All projects are adding lanes to achieve a 4-lane arterial with exceptions noted. 1.SE Inner Loop from SH 29 to FM 1460 - $42.1 Million (68% in Favor) o SE Inner Loop is at capacity today and forecasted high growth area. This project will also help with the need for ped & bike connections. 2.Shell Road from Williams Drive to North of Sycamore Drive - $14.2 Million (74% in Favor) o Shell Road was under consideration in the 2015 bond and is experiencing rapid growth and is near capacity today. This project has high public support and will help serve existing residents and planned development along the northern end of this corridor. 3.Williams Drive from DB Wood to IH 35 - $10.2 Million (56% in Favor) o Scope Note: median with left turns in place of center turn lane & sidewalks o This is the most congested arterial in the city & needs resources to implement past planning work and the federally funded upcoming access management study. The median and turn lanes will improve both safety and flow, while also filling in and repairing critical sidewalk gaps. 4.DB Wood from 1300’ South of Williams Drive to Oakridge Road - $19.0 Million (78% in Favor) o This project will build upon the active 2015 bond project to widen DB Wood to the south from SH 29 to Oakridge Dr and complement the Shell Road project to build the western “loop” for Georgetown by building to 4 lanes. 5.Leander Rd from Southwest Bypass to Norwood Drive West - $7.7 Million (64% in Favor) o This project was a priority that lost funding from CAMPO, and inclusion would help move forward with already underway plans and build upon active right-of-way acquisition to get the project finished and 4 lanes to the Southwest Bypass loop. 6.SH 29 from Haven Ln to Inner Loop - $22.4 Million (65% in Favor) o This is a bottleneck for the east side of Georgetown and would also help with bicycle and pedestrian connectivity from Southwestern University to Inner Loop. 7.NE Inner Loop from IH-35 to FM 971 - $18.1 Million (58% in Favor) o This project would serve a heavy commercial and industrial growth zone in the City and help build the northeastern portion of the “loop” to 4 lanes. 8.Austin Avenue Bridges from Second St to Morrow Street - $11.5 Million (73% in Favor) o Scope Note: bridge rehab and separate pedestrian & bike bridge o This project builds upon ongoing design work and funds construction of the project. 9.Williams Drive from Jim Hogg to DB Wood - $8.6 Million (50% in Favor) o Scope Note: median with left turns in place of center turn lane & sidewalks o This project will help with safety issues from the center turn lane and extend sidewalk connectivity out to Sun City along Williams Drive. 10.Southwestern from SH 29 to Raintree Drive - $11.5 Million (25% in Favor) o This project builds upon the active project to widen to 4 lanes from Raintree to Inner Loop and improves pedestrian connectivity across a floodplain.
