All information covered is in the presentation on the agenda. No action was taken on this item. B Welcome and introductions of the Mobility Georgetown Citizen Advisory Committee members and the Georgetown staff – Ercel Brashear, Committee Co-Chair All committee members introduced themselves and gave some brief information on their qualifications. No action was taken on this item. C Presentation and discussion regarding the Mobility Georgetown Citizen Advisory Committee roles and responsibilities – Ercel Brashear, Committee Co-Chair Brashear gave an overview of the committee’s role and responsibilities. All information was covered in the presentation that was included in the agenda. No action was taken on this item. D Presentation and discussion regarding prior City of Georgetown bond programs – David Morgan, City Manager. Morgan gave an overview of prior city bond programs. All information was covered in the presentation that was included in the agenda. Brashear asked if there was still money from the 2008 and 2015 bond packages that has not been spent. Morgan replied that there were not more projects from the 2008 package and there are still projects that are still underway from the 2015 package. Morgan added that the 2008 and 2015 bond programs were for specific projects and they city cannot move authorization from one project to another. Sutphin asked and Morgan answered that the money was targeted and it could not be used for other projects. Bradley asked and Morgan answered that the city’s income has been impacted Page 5 of 63 because of the Covid pandemic so the city is being more conservative in their projections and budgets for 2021. Bronner asked how the bonds are being paid off. Morgan answered that all the city’s bonds and debt from the general fund are paid off with property taxes and the only time the city issues more debt is to refinance or pay off debt early. Smith said that in 2015 they issued certain amounts for each project and asked if we’re on target for those amounts. Morgan replied that they will touch more on that in the next meeting, but from what he remembers in general projects have been coming in on target. Barbee asked if there will be contingencies moving forward for projects like the one where TxDOT did not move forward with project construction. Morgan replied that there are potentially projects for partnership with TxDOT or the County. No action was taken on this item. E Presentation and discussion regarding the Mobility Georgetown Bond Program timeline and the Program Public Engagement – Bridget Hinze Weber, Assistant to the City Manager. Weber gave information on the bond program timeline and the city’s public engagement program. All information was covered in the presentation that was included in the agenda. Brashear asked for an explanation of the difference between corridor mobility and local mobility. Weber explained that corridor mobility is regarding the major corridors in Georgetown and local mobility is regarding smaller streets and connections such as residential areas. Sutphin asked and Weber responded that there were no major surprises for staff from the results of the survey. No action was taken on this item. F Presentation and discussion regarding the City bond election and ethic issues – Richard Donoghue, McCall Parkhurst & Horton. Donoghue gave an overview of the preliminary issues that will come up in bond elections. All information was covered in the presentation that was included in the agenda. Brashear asked for clarification on his view that the committee’s responsibility was more geared toward recommendations and that it would be Council’s responsibility to draft the wording of a ballot. Donoghue agreed and explained that his presentation was to give the committee an overview of their end work and how their work will fit into the election. No action was taken on this item. G Review next steps of the Mobility Georgetown Citizen Advisory Committee – Bridget Hinze Weber, Assistant to the City Manager. Weber gave an overview of the next steps for the committee. Estimated Construction Cost is $5.5 million with a local match of $2.0 million •SE Inner Loop /Sam Houston Extension:From current terminus of Sam Houston at Patriots Way,northeast to SH-29.Estimated Construction Cost is $22.5 million with a local match of $4.0 million •Westinghouse Road:From FM 1460 to SH-130.Estimated Construction Cost is $20.2 million with a local match of $8.2 million.
