Ercel Brashear called the meeting to order. At this point, the committee skipped item C
and moved to item D.

D Discussion on how the Mobility Georgetown Citizen Advisory Committee virtual conference will
be conducted, to include options for public comments and how the public may address the
Committee– Bridget Hinze Weber, Assistant to the City Manager
Weber went over the meeting procedures which are including in the presentation in the
agenda. At this point, the committee returned to item C.
E Discussion on the September 8, 2020 presentation to City Council and upcoming
committee meetings – Bridget Hinze Weber, Assistant to the City Manager
Weber gave presentation which is included in the agenda. Brainard asked if “five-
year plan” meant projects are to be finished in five years or started in five years.
Weber answered it is started in five years. Sutphin asked what factors council used
to determine $50 million. Weber answered that they mainly focused on tax rate
increases and time frames. Morgan stressed that the $50 million is approximately as
the process is still in its early stages. Ricks mentioned that if the amount was $50
million then it looked to him as though the city would only be able to complete one or
two projects. Ricks also asked if some of the 2015 projects would be completed so
the committee is only looking at new projects. Morgan explained that the last
construction project from the 2015 bond will be started this year. There is still design
money in the 2015 program so if the Council and the committee agreed then there
could be a possibility for some of the design projects to move forward. Sutphin asked
if the money was allocated to specifics projects could it be used for other projects.
Morgan answered that that will be determined by how the bond is put together so it
has not been decided yet. Brainard asked why the amount and timeframe from
Council was so much smaller than previous bond programs. Morgan spoke to the
timeframe that it is difficult to anticipate what is going to be the most important
project for Georgetown considering how fast it is growing. Morgan spoke to the
amount that it is mostly looking at the matrix and being comfortable about the tax
rate increase. Heintzmann asked if Council was asking to get the $400 million dollars
worth of projects down to $50 million. Brashear answered that Council was asking
the committee to rank the projects in order of importance and that the bond amount
might change depending on the priorities. Smith asked is the amount of the bond
program was a cap? Morgan affirmed that it was. No action was taken on this item.
F Presentation and discussion on the status of the 2008 and 2015 road bond
projects – Wesley Wright, Director of Systems Engineering and Ray Miller,
Director of Public Works. Wright and Miller gave the presentation which is
included in the agenda. Bohnenkamp asked where there was no engineering study
done on Shell Rd. Wright replied that he’s not sure whether a study is necessary for
Shell Rd. it is more of a question on whether or not Shell Rd. will be expanded. The
city is working on continually trying to improve traffic on that road. Barbee asked
why there is an 8.5% allocation for design work. Wright responded that they will
look at each project individually to decide what the appropriate design amount is.

Bohnenkamp asked how Verde Vista and Shell Rd. signal light will be funded.
Wright replied that the 2015 bond program has discretionary dollars for intersection
improvements and that is what is being used for funding for that project. Leon
asked if there would be a pedestrian crossing for Austin Ave to get to the park
across from the neighborhood. Wright answered that there will be an underpass.
Bohnenkamp asked if the synchronization of lights along Williams Dr. was part of
the discretionary funds from the 2015 project. Miller replied that it was all operations
dollars. Sutphin asked if the software could manage traffic within the city or just the
one street it is on. Miller replied that to manage all city traffic you would have to
have a traffic management center. Morgan added that a lot of the traffic
management funds will be operations dollars, not bond funds. Brainard asked and
Miller confirmed that the Wilco 2019 Road Bond was approved. Sutphin asked if we
have then committed this money in our 2021 bond. Morgan replied that the Council
did commit future dollars. It’s not certain whether the county would move forward
with their projects if the city did not end up making those funds available. No action
was taken on this item.
G Presentation and discussion on potential mobility projects for the proposed bond
targeting May 2021 –Jake Gutekunst, Kimley-Horn; Wesley Wright, Director of
Systems Engineering; and Ray Miller, Director of Public Works
Gutekunst gave the presentation which is included in the packet. Heintzmann
asked if the order in which the projects appear in the presentation was by
prioritization or geography. Gutekunst replied that they were listed alphabetically
by geographic layout. Heintzmann asked if it would be possible to remove bike
lanes or sidewalks from city projects to save money. Gutekunst confirmed that
they could for city projects. Brashear asked if it would be possible for any of the
projects to be built by half at a time. Miller responded that that’s usually only
possible if it’s a new roadway. Brashear asked if there are TIA funds for any of
these projects. Wright replied there are some funds, but that TIA money is
minimal compared to the overall cost of the project. Bohnenkamp asked if the city
had the resources to do all the projects should they all be approved. Morgan replied
that it would depend which projects they were because some of the projects are
being run by the county. Ricks asked what the benefit of the Shell Rd. project was?
Miller replied that that is the finish out of what is considered the loop of Georgetown.
Ricks asked that if the Lakeway Dr. right-of-way would potentially relocate homes.
Wright responded that if it was expanded to the otp length then there would
potentially be a need to relocate homes though it’s not necessarily staff’s
recommendation to do that. Smith requested that staff show which projects might
have any outside funding. Wright replied that they are starting effort on that and they
will have that prepared for the committee for the next meeting. Bronner asked why
there was a proposed intersection at Shell and Sedro. Wright replied that Sedro is
not necessarily the exact location they are just trying to get a general location that
most people are familiar with. No action was taken on this item.
