Rinn, Executive Assistant to the City Manager MINUTES Legislative Regular Agenda A. Call to Order--Suzy Pukys, SPCS Advisory Board Chair The Meeting was called to Order at 9:14 a.m. B. Roll Call --Suzy Pukys, SPCS Advisory Board Chair All Members were present. C. Consideration and possible action to approve the Minutes from the June 1, 2016 SPCS Advisory Board Meeting—George Porter, Secretary Motion by Griffin, second by Gambone to approve the Minutes from the June 1, 2016 SPCS Advisory Board Meeting, as amended. (Approved 5-0) D. Discussion and possible action regarding the allocation recommendations to be made to the City Council for funding of the Strategic Partnerships for Community Services (SPCS) Grants—Suzy Pukys, Board Chair Suzy Pukys provided an introduction to the process for going through each of the applications. The Board Members also disclosed any potential conflicts of interest they may have with any of the agencies that applied for funding. Shirley Rinn provided an overview of the scoring rubric and the process for determining the allocation recommendations for the City Council. Page 3 of 15 SPCS Advisory Board Minutes July 6, 2016 Page 2 of 3 The Board vetted Applications, including the following agencies and made the following recommendations: • Assistance League of Georgetown Area $0 • Goodwill Industries of Williamson County $0 • Backpack Buddies (disqualified) $0 • Habitat for Humanity of Williamson County $25,000 • Brookwood in Georgetown (BIG) $25,000 • Williamson County Crisis Center dba Hope Alliance $40,000 • Boys and Girls Club of Georgetown $50,000 • Lone Star Circle of Care $40,000 • Georgetown Community Service Center - The Caring Place $50,000 • Ride on Center for Kids (R.O.C.K) $37,000 • CASA of Williamson County, Texas $15,000 • Sacred Heart Community Clinic (Disqualified) $0 • Faith in Action Caregivers $32,000 • Senior Center at Stonehaven $12,000 • GENaustin (Girls Empowerment Network) $10,000 • The Locker $10,000 • Georgetown Project $42,000 • Williamson County Master Gardeners Association $12,000 $224,000.00 $176,000.00 $400,000 The Board indicated that it felt that the City Council needed to make the determination to continue the utility assistance for Williamson Burnet Opportunities, Inc. The Board also indicated that the scoring tools that were utilized this year were very helpful and felt that the vetting process went well. There was also some discussion regarding the reporting requirements and the types of information the Board would like to see included in the annual reports that are due in October 2016. Consideration and possible action to set any future dates and times for 2016-17 Partnerships for Community Services Advisory Board Meetings--Suzy Pukys Board Chair The Advisory Board will schedule a meeting in September to discuss the format for the Annual Reports that are due in November 2016 from agencies who received Strategic Partnerships for Community Services Grants in FY 2015-16 F. Adjourn Motion by Gambone, second by Griffin to Adjourn. Sec tion 7. Chapter 2.114, S ectio n 2.114.010 o f the Code o f Ordinanc es was amend ed as s hown b elo w. Sec . 2.114.010. - Created ; memb ers hip. A. There is created the "S trategic Partners hip s for Community Services Advis o ry Bo ard " of the City of Geo rgeto wn (the "Board"). This Chapter supplements the provis io ns o f Code o f Ordinanc es Chapter 2.36 City Commiss io ns , C o mmittees , and Bo ards . B. The Bo ard s hall cons is t o f five members. Memb ers shall be ap p o inted in ac c o rd anc e with the City Charter. Members s hall b e selec ted fro m the following c atego ries includ ing: 1. One memb er who is a CPA or Acc o untant, p referab ly with nonp ro fit financ ial b ackground; 2. Two members with a stro ng wo rking knowled ge o f loc al no nprofits ; 3 One memb er with exp ertise in grant writing and/o r grant evaluatio n; and 4. One citizen-at-large with relevant expertis e in fields such as health c are, ed uc ation, etc . If no qualified individ uals are availab le, ap pointments s hall b e made in acc ordanc e with the Co d e of Ord inances C hapter 2.36.030(G). C. The memb ers s hall reside in the c o rp o rate C ity limits or the extraterritorial juris d ictio n o f the City. The City Counc il als o approved the Sec o nd Amend ed Bylaws fo r the Strategic P artners hips fo r Community S ervic es Advis o ry Bo ard to reflec t the amendments to the memb ers hips req uirements o utlined in Ord inance 2016-67. The Strategic P artners hips fo r Co mmunity Servic es Ad visory Board is being as ked to c o nsider ad o p tion o f the Sec o nd Amend ed Bylaws ap p ro ved by the City Counc il on Oc tober 11, 2106.
