Smith, Suzy Pukys, Severine Cushing, Larry Gambone and Barbara Rauch Members Absent: None Staff Present: Shirley J. Rinn, Executive Assistant to the City Manager MINUTES Legislative Regular Agenda A Call to Order--C.O. Smith, SPCS Advisory Board Chair The Meeting was called to Order at 5:32 p.m. B Roll Call --C.O. Smith, SPCS Advisory Board Chair All Board Members were present. C Consideration and possible action to approve the Minutes from the November 11, 2015 SPCS Advisory Board Meetings—Séverine Cushing, SPCS Advisory Board Secretary After some discussion regarding the need for official approval of the changes to the Common Grant Application at the November 11, 2015 meeting, a motion was made by Pukys, second by Cushing to approve the Minutes from the November 11, 2015 SPCS Advisory Board Meetings . Approved 5-0 D. Discussion and possible action regarding possible revisions and/or updates to the Common Grant Application, Program Abstract, and Scoring Rubric for the City of Georgetown for use during the FY 2016-17 Grant Application Cycle. --C.O. Smith, Board Chair After some discussion regarding the need for official approval of the changes made to the Common Grant Application, there was Motion by Pukys, second by Gambone to Page 5 of 20 SPCS Advisory Board Minutes January 20, 2016 Page 2 of 3 approve the changes that were made to the Common Grant Application and reviewed by the SPCS Advisory Board at its November 11, 2015 Meeting. Approved 5-0 E. Review and possibly recommend changes to the requirements/qualifications to serve on the Strategic Partnerships for Community Services Advisory Board--C.O. Smith, Board Chair The Board Chair, C.O. Smith provided an overview of his concerns regarding the membership requirements for the SPCS Advisory Board and asked the Advisory Board to consider making changes to the membership requirements that would limit the board membership to include only 1 CPA or Accountant. The Board discussed ways that the board membership could be more balanced with not only members who had a financial background, but also a working knowledge of non-profits. The Board also recognized that the City also has an ordinance in place that will allow the Mayor to place anyone on a Board or Commission if there are not any applicants that meet the membership requirements of each board. Motion by Cushing, second by Pukys to recommend to the City Council that the membership requirements for the Strategic Partnerships for Community Services be modified as follows: Sec. 2.114.010. - Created; membership. A. There is created the "Strategic Partnerships for Community Services Advisory Board" of the City of Georgetown (the "Board"). This Chapter supplements the provisions of Code of Ordinances Chapter 2.36 City Commissions, Committees, and Boards. B. The Board shall consist of five members. Members shall be appointed in accordance with the City Charter. Members shall be selected from the following categories including: 1. One member who is a CPA or Accountant, preferably with nonprofit financial background; and 2. One Two members with a strong working knowledge of local nonprofits; and 3. One member with expertise in grant writing and/or grant evaluation; and 4. Two One citizens-at-large with relevant expertise in fields such as health care, including vision and dental healthcare, education, etc. If no qualified individuals are available, appointments shall be made in accordance with the Code of Ordinances Chapter 2.36.030(G).
