May 1, 2018
The Strategic Partnerships for Community Services Advisory Board of the City of Georgetown, Texas, met on
Wednesday, April 11, 2018 at 5:00 p.m.
Members Present: Jaquita Wilson, Michael Douglas, Alexia Griffin, Natalia Ornelas, and Jerry Haecker
Members Absent: None
Staff Present: Shirley J. Rinn, Executive Assistant to the City Manager

A. Call to Order—Jaquita Wilson, SPCS Advisory Board Chair
The meeting was called to order at 5:00 p.m.

It was determined that all members were present.
C. Consideration and possible action to approve the Minutes from the April 11, 2018 SPCS Advisory Board

Motion by Douglas, second by Ornales to approve the Minutes from the April 11, 2018 SPCS Advisory

D. Discussion and possible action to review all of the Strategic Partnerships for Community Services Grant
Applications that were received for FY 2018-19 for completeness -- Jaquita Wilson, SPCS AdvisoryBoard

E. Discussion and possible action regarding the process for reviewing the Strategic Partnerships for
Community Services Grant Applications that were received for the FY 2018-19 Grant Cycle—Jaquita
Wilson, SPCS Advisory Board Chair and Shirley Rinn, SPCS Advisory Board Liaison
Rinn told the Board that there were 20 Applications that had been received by the deadline. She told the
Board that she and her staff had reviewed each of them and that they appeared to have all of the
required information. She also told them that there were several agencies that were missing parts of the
application materials when the agencies turned them in, but that she was able to work with them to get
their information submitted prior to the deadline. Linda White arrived at the meeting to deliver one more
grant application that was still on her desk. It was submitted prior to the deadline. There are 21
applications submitted for consideration. The following agencies submitted applications:

Each of the Board Members randomly grabbed 4 to 5 grant applications to review for completeness. All
of the grant applications were found to be complete. Due to her employment with Girl’s Empowerment
Network, Ornales did not do any type of a review of that agency’s application.
The Advisory Board discussed the process for reviewing the grant applications for funding consideration.
They determined that each of them would receive copies of all of the grant applications that were
received in their binders for their review. However, each of them would be assigned as primary reviewer
of 4 to 5 grant applications. Each of the grant applications will be fully vetted at a later date when the
Advisory Board will meet to make funding recommendations. Rinn randomly assigned each of the board
members as the primary reviewer of the grant applications as follows:

Motion by Griffin, second by Douglas to approve the primary reviewer assignments as discussed.

F. Consideration and possible action to set any future dates and times for Strategic Partnerships for
Community Services Advisory Board Meetings--Jaquita Wilson, SPCS Advisory Board Chair
The Advisory Board will schedule a date in June or July to review the grant applications to make funding
recommendations to the City Council

ITEM SUMMARY:
A Gift of Time Adult Day Care (the Agency) was awarded a $17,000 Strategic Partnership s for Community
Services (SPC S) grant in FY 2017-18 to establis h a licens ed adult d ay care fac ility foc using o n a dementia
care p ro gram that s pec ializes in c are for p ers ons with mild to mo d erate d ementia. The funding p ro vided by
the City was to b e utilized to complete the purc has e of the Amazing Plac e Dementia Day P ro gram (APDP)
and to p ro vid e training fo r the s taff hired to operate the facility o nc e they were ab le to loc ate a build ing for
the program.
Since this organization was a s tart-up non-profit agenc y, the City disburs ed o nly 1/2 of the grant funds at
the beginning o f the fis cal year with the stipulation that the Agency had to p ro vide an interim report in April
2018 to let the S PC S Ad visory Board kno w the s tatus o f its progres s to ward meeting its go als . Onc e the
City received the interim rep o rt a dec is io n wo uld b e made o n the disburs ement o f the remaining grant
fund s .
The Agency p ro vided a report to the City and has ind icated that it is making s ignific ant progres s to ward its
goals and antic ip ates finalizing its nego tiations on a b uilding in the near future, c o mp leting the purchas e of
the APDP and beginning necessary training for the s taff by fisc al year end .
The City has been no tified that the grant fund s ($8,500) that the Agenc y rec eived in Octo b er 2017 are
currently b eing held in a spec ial ac count until the build ing is s ecured . The Agenc y s till p lans to utilize all of
the grant fund s ($17,000) it was award ed as no ted ab o ve. However, they are req ues ting that the remaining
b alanc e of grant funds ($8,500) be d is b ursed to the agency later in the fis cal year once the build ing is
s ecured and they c an c o mp lete the purchas e o f the APDP and begin the nec es s ary training for the staff.
