Rinn, Executive Assistant to the City Manager MINUTES Call to Order at 8:42 a.m. Legislative Regular Agenda A. Consideration and possible action to approve the Minutes from the April 21, 2015 SPCS Advisory Board Meeting—Séverine Cushing, SPCS Advisory Board Secretary Motion by Gambone, second by Pukys to approve the Minutes from the April 21, 2015 SPCS Advisory Board Meeting. (Approved 5-0) B. Discussion and Possible Action regarding the recommendations to be made to the City Council for allocation of funding for Strategic Partnerships for Community Services Grants—C.O. Smith, Board Chair C.O. Smith provided an introduction to the process for going through each of the applications. Suzy Pukys also provided an overview of the process that was utilized in the prior year. Shirley Rinn told the Board that the primary focus for the meeting was to make a decision on the allocation recommendations for the City Council’s consideration. She told them that if there were things that came up during the discussion about the process and items that might need to be reviewed or changed in the future that those items could be discussed further at future meetings, but during this meeting the primary focus needed to be the allocation recommendations. Shirley Rinn told the Board that the recommendations are currently scheduled to go to the City Council on July 28, 2015. There was also some discussion regarding the reporting requirements and the types of information the Board would like to see included in the audit reports. C.O. and Shirley also provided an overview of the process moving forward, including the presentation to the City Council and how the Council would make the decision about approving the recommendations. Smith, Suzy Pukys, Larry Gambone Members Absent: Severine Cushing, Barbara Rauch Staff Present: Shirley J. Rinn, Executive Assistant to the City Manager MINUTES Legislative Regular Agenda A Call to Order--C.O. Smith, SPCS Advisory Board Chair The Meeting was called to Order at 9:02 a.m. B Roll Call --C.O. Smith, SPCS Advisory Board Chair A Quorum of the Board was present for the meeting, including C.O. Smith, Suzy Pukys, and Larry Gambone. C Discussion and Possible Action regarding the recommendations to be made to the City Council for allocation of funding for Strategic Partnerships for Community Services Grants and preparation for the Presentation to the City Council—C.O. Smith, Board Chair C.O. Smith explained to the members who were present that the Board’s recommendations and the presentation to the Council would be included in the City Council Packets for the August 11th Council Meeting. The item will be brought forward as an action item on the Regular Agenda and there will not be a Workshop Presentation to the City Council. In anticipation of that, the Board Chair felt that it was important for the Board to meet one more time to review the recommendations from the Board to ensure that the reasons for recommending or not recommending funding for each agency was noted should any questions arise during the Council’s deliberations. In reviewing the allocation recommendations, it was noted that there was an error in the documentation as to the Board’s recommendations from the meeting held on July 8, 2015. After reviewing the audio minutes, it was determined that an error was made in documentation of an allocation of $10,000 to the Samaritan Center for Counseling and Pastoral Care. The Board recommendation was not to recommend Page 5 of 7 SPCS Advisory Board Minutes July 29, 2015 Page 2 of 2 funding for Samaritan Center for Counseling and Pastoral Care. As such, there should have been an additional $10,000 to allocate toward one or more of the other agencies that were recommended for funding. The Board recommended that this $10,000 be added to the funding for the Boys and Girls Club of Georgetown for a total recommendation of $50,000 for the Boys and Girls Club of Georgetown. Smith, Board Chair Page 6 of 7 City of Georgetown, Texas Strategic Partnerships for Community Services September 9, 2015 SUBJECT: Discussion and possible action regarding the reporting/auditing requirements to be included in the Funding Agreements for the agencies who will be receiving Strategic Partnership Grant Funding for FY 2015-16--C.O. Smith, Board Chair ITEM SUMMARY: The City Council approved the allocation recommendations of the SPCS Advisory Board on August 11, 2015 for FY 2015-16. Each of Agencies who are awarded grant funds will enter into Funding Agreements with the City of Georgetown. Included in the current terms of the Funding Agreements are the following requirements that are in addition terms related to the specific services provided by each individual agency: coordinate as appropriate with the City and other community service providers in the provision of services to Georgetown residents; provide a progress report to the City on or before March 15, 2016, which includes progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and provide to the City a copy of (Name of Agency’s) annual independent auditor’s report based upon its fiscal year. The SPCS Advisory Board will review the current auditing/reporting criteria to determine whether to include any additional auditing/reporting criteria in the Funding Agreements that will be presented to the City Council for final approval of the SPCS Grant Allocations for FY 2015-16. FINANCIAL IMPACT: The Funding for Strategic Partnerships for Community Services Grants is included in the FY 2015-16 Budget. SUBMITTED BY: Shirley Rinn for C. O.
