Consideration and possible action on approval of the parkland dedication for the Arbors at Georgetown
Village
ITEM SUMMARY:
The Arbors at Georgetown Village is proposing to dedicated 0.6 acres of parkland to satisfy their parkland
dedication requirement. This development is part of a concept plan that was approved under the previous
subdivision regulations. The parkland requirement at that time was 1 acre for every 150 units. This
subdivision is proposing 95 units which equates to 0.6 acres of parkland. Since the parkland is under one
acre, the Village PID ( Public Improvement District) will develop and maintain the park.

SUBJECT:
Consideration and possible action to make a recommendation to the City Council regarding a resolution
supporting the proposed roadway and park projects included in Williamson County’s current bond
initiative — Paul E. Brandenburg, City Manager
ITEM SUMMARY:
All Cities in Williamson County, as well as the Chambers of Commerce are being asked to consider the
approval of a resolution supporting the proposed roadway and park projects included inWilliamson
County’s current bond initiative. Williamson County has experienced tremendous growth in employment
and population and that growth is expected to continue. The County has successfully developed and
implemented many roadway and park projects on tim eand under budget in previous bond programs, and
the outstanding roadway and park systems have contributed to the successful programs of job creation and
attraction of new population in the County. The roadway and park projects proposed for the upcoming
November 5, 2013 bond election will continue to improve the quality of life for the County’s residents,
employees and visitors and support the County’s economic development programs without increasing
taxes. The following Parks and Road Projects are proposed:
PROPOSITION NO. 1 "Shall the Commissioners Court of Williamson County, Texas be authorized to
issue and sell bonds of the County in the principal amount of not to exceed $275,000,000 (which amount
of bonds does not exceed one-fourth (1/4) of the assessed valuation of the real property in the County) for
the purpose of the construction, acquisition by purchase, maintenance, and operation of macadamized,
graveled, or paved roads, or in aid thereof, within WilliamsonCounty, Texas including, but not limited to,
constructing, improving, extending, expanding, upgrading and/or developing roads including right-of-way
acquisition, utility relocation, traffic safety and operational improvements, related drainage and other
transportation related improvements (to include, but not limited to, drainage improvements for Forest
North Estates and Pond Springs Road area, extension and expansion of N. Mays Street, CR 101, CR 110,
Kenney Fort Boulevard, Little Elm Trail and Nameless Road/Old 2243); and including, but not limited to,
constructing, improving, extending, expanding, upgrading and/or developing State highways including
right-of-way acquisition, utility relocation and other transportation related improvements (to include, but
not limited to, safety improvements and expansionof RM 620, the intersection of D. B. Woods Road and
SH 29, the Ronald Reagan Bridge and IH 35, the SH 29 bypass and FM 1431); such bonds to mature
serially or otherwise not more than thirty (30) years from their date; and any issue orseries of bonds to
bear interest at such rate or rates as may be determined within the discretion of the Commissioners Court,
provided that such rate of interest shall not exceed the maximum rate per annum authorized by law at the
time of the issuance of any issue or series of the bonds; and shall Commissioners Court of the County be
authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes on all
taxable propertyin said County sufficient to pay the annual interest and provide a sinking fundto pay
bonds at maturity?"
PROPOSITION NO. 2 "Shall the Commissioners Court of the Williamson County, Texas be authorized to
issueand sell bonds of the County in the principal amount of not to exceed $40,000,000 for the purpose of
constructing, improving, renovating, equipping and acquiring land, buildings and facilities for park and
recreational purposes including, but not limited to, parkland, open space/preserve land, trail acquisition,
pedestrian and bike trail improvements, River Ranch County Park, Blackland Heritage County Park, Twin
Lakes Park, Williamson County Expo Center, Brushy Creek Regional Trail (extension eastward to City of
Round Rock), Bagdad Road trail toward City of Liberty Hill, Trail from Southwest Williamson County
Regional Park toward Lake Georgetown and Brushy Creek Regional Trail (extension westward to City of
Round Rock), such bonds to mature serially or otherwise not more than thirty (30) years from their date;
and any issue or series of bonds to bear interest at such rate or rates as may be determined within the
discretion of the Commissioners Court, provided that such rate of interest shall not exceed the maximum
rate per annum authorized by law at the time of the issuance of any issue or series of the bonds; and shall
the Commissioners Court of the County be authorized to levy and pledge, and cause to be assessed and
collected, annual ad valorem taxes, within the limitations prescribed by law, on all taxable property in said
County sufficient to pay the annual interest and provide a sinking fund to pay bonds at maturity?"
The Parks and Recreation Advisory Board is asked to make a recommendation to the City Council
regarding proposed resolution.

Update on Parks and Recreation Captial Projects
ITEM SUMMARY:
The Parks and Recreation Department has several capital improvement projects that are ongoing. The
following is a status update on the following projects:
Garey Park - There were 8 proposals submitted. The committee has been reviewing and scoring the
proposals and will meet to determine the top firms for interviews. The recommendation from the
committee should come to the November Parks Board meeting.
Creative Playscape Phase 2 - The design concept open house was held on September 19th. There were 19
people in attendance. Positive feedback and comments were received. A final design concept is scheduled
to be presented to the Parks Board at the November meeting.
Hike and Bike Trail Extension - The bids for construction went out on October 6th and will be due on
October 24th. There will be a pre-bid meeting on October 15th to answer any questions that contractors
may have. The contract is scheduled to be presented to the Parks Board at the November meeting.
Rivery Park Play Pockets were completed in late September.
Planning and design continues on the new Village Parks, San Jose Park and Chautuaqua Park
Art Center and Splash Pad - Scheulded to be open October 26th - Grand Opening Celebration
Planning and design for River Ridge and Williams Drive is underway.
