Capital Improvement Projects –October 2017
Garey Park –Prime Construction continues remodel work in Garey House. Planning and design continues
for water, electrical, security and fire protection for the house. Awaiting Fire Marshals review and
acceptance of fire plans. Interior concrete flooring repairs and ramping are complete. Unforeseen issues
with the house remodel have resulted in additional costs with the fire suppression system being the
largest. Fire suppression, purchase of flooring and door hardware have been removed from Prime
Constructions contract to accommodate purchasing limits. Change orders will be brought to the board
for approval in October. Exterior flat work and ramping has been completed and stone work continues.
Event space 5 outdoor event area has been poured and the privacy wall constructed. Electrical and fiber
conduits have been completed. Water line installation is complete. All pavilion pads and building
foundations have been prepped and are ready for concrete. All pavilion work in the Play Ranch area is
95% complete. Deceleration lane planning has been completed along with all onsite sewer facilities.
Pedestrian and equestrian trail construction continues. Major roads in the park have been paved with
the first course of asphalt and some revegetation has started.

San Gabriel Park –The San Gabriel Park Master Plan was completed in June 2015. The Master Plan
suggests phasing the project for several reasons; funding, spring restoration and keeping some of the
park open at all times. Phase 1 and 2 schematics were completed, with the funding for Phase 1 design
and construction drawings approved. A Ground Breaking Ceremony was held March 24th. Pavilion

structure frame work have been raised. Pavilion roofs are being installed. 100% of walkways have been
poured. Base material for parking along Morrow Street has been installed. The roadway will be milled
and overlayed in the next month. Lower Park Road parking lots have been paved. All drainage structures
have been installed and the drainage ditch has been cut. Playground installation has started as well as
spring restoration.

Founders Park –The renovations for Founders Park are part of a larger sidewalk project the City is
undertaking. Additional work will be completed at Grace Heritage for ADA compliance as part of a larger
renovation project. Park construction began the week of September 25th. The park construction should
be complete by the end of October. Staff has ordered all site furnishings and will be installed by park
crews.

Columbarium – A Columbarium is planned to be constructed at IOOF Cemetery. This would allow
residents an alternative option to traditional burial. Conceptual design is complete and construction
documents are under way for bidding in October/November. Parks staff to review drawing the week of
October 2nd.
Pavilion Renovation at Chautauqua Park, San Jose Park and Katy Crossing are under contract and will be
started the week of October 2nd. Contractors have been busy with repairs due to Hurricane Harvey.

ITEM SUMMARY:
Highland Village is a p ro p o s ed develo p ment that will b e in wes tern Georgeto wn near Ro nald Reagan and
Williams Dive. T heir d evelopment will b e guid ed by a Planned Unit Development (PUD) Develo p ment
Plan. Planned unit develo p ments are hous ing d evelopments that are no t s ub jec t to the s tand ard zoning
req uirements, b ut ins tead work with the lo cal go vernment to develo p c riteria that will determine common
areas , p rivate areas and build ing guidelines .
The p ro p o s ed p ro ject is 120.53 ac res and is planned as a mixed use d evelo p ment with a variety o f
res id ential typ es , c ommerc ial and offic e us es and p res erved o p en s p ace of whic h 75 acres is proposed
res id ential. Single family res id ential is p ro pos ed to b e 200-300 units d ep end ing on the typ e of hous ing
b uilt. Highland Village is p ro p o s ing to dedic ate a minimum of three (3) ac res o f pub lic p arkland for the
s ingle family d etac hed units. Within the d edic ated p arkland , the following amenities will be inc luded b ut
not limited to: Playground, P icnic p avilion, trails , and an o p en p lay area. Internal trails as illustrated o n
Exhibit D will b e provid ed within the c o mmunity greenb elt and p ark. Internal trails s hall b e a minimum of 6
feet in width and will be cons tructed of conc rete. Details for the park amenities will be worked out with the
Parks and Rec reation Directo r when the s ubd ivis ion is b eing develo p ed .
In ad d ition to the park improvements the d evelo p er will provid e a d ed icated 20 foot wid e open spac e lot,
lo cated along the s o uth s id e of Ronald Reagan Bo ulevard . An 8 fo o t wide, c onc rete hike and b ike trail will
b e c o nstruc ted within the 20 fo o t o p en s p ace lot. This will help c o nnect ped es trians to retail/c o mmercial
lo cated along R o nald Reagan.
Parkland improvements for d evelopment within MF-1, MF-2 and TH will p ay p ark land fees in lieu and /or
p ro vide commo n area improvements , which will b e defined with the individual projec t as it oc curs during
the site plan p ro c es s .

ITEM SUMMARY:
Somerset Hills is a p ro p o s ed develo p ment that will b e in wes tern Georgetown near Ro nald Regan and
Williams Drive. T heir d evelopment will b e guid ed by a Planned Unit Development (PUD) Develo p ment
Plan. Planned unit d evelopments are ho using develo p ments that are not subjec t to the standard zo ning
req uirements, b ut ins tead work with the lo cal go vernment to develo p c riteria that will determine common
areas , p rivate areas and build ing guidelines .
The p ro p o s ed p ro ject has a res id ential unit c ap o f 830 units , the S ingle Family R es id ential district within the
PUD is required to d ed icate 16.6 acres o f public parkland. As illustrated on Exhib it C, Land Use Plan, a
35.8 ac re Regio nal Park tract is p ro p o s ed to b e dedic ated to the City. Sinc e this land is lo cated in the 100
year flo o d plain and not adjac ent to one of the fo rks o f the San Gabriel River o nly 50% credit c an b e given
fo r the req uired 16.6 acres. T he Regio nal Park s hall meet 8.3 acres o f the parkland d ed icatio n
req uirement. The remaining 8.3 ac res of p arkland req uired s hould be id entified d uring the platting p ro cess
fo r Single Family R es id ential tracts and meet the c urrent d es ign guidelines fo r parkland. T he remaining 8.3
acres s hall b e d elineated in parc els of at leas t one (1) ac re in size with three (3) ac re p arcels p referred . The
d ed icated parkland within each phas e of a preliminary plat may meet or exc eed the parkland req uirement
fo r the s ubjec t trac t and be credited to wards future phas es .
All facilities c ons tructed by the d eveloper on the p arkland shall be o p en to the p ublic . All d eveloper
installed fac ilities as well as pub lic d ed icated o p en s p ace areas shall be maintained by a HOA (inc luding

and areas .

Aus tin, TX in the amo unt o f $152,116.72 for fire s up p res s io n s ystems at G arey Park.
ITEM SUMMARY:
Remodeling the Garey hous e has presented many challenges . Changing a res idential p ro p erty to
commerc ial us e req uires mo d ificatio ns to the s truc ture to meet b uilding, fire and ADA c o d es . Minimal
acc es s to the property d uring the design p roc es s limited the d es ign team to d evelop a c o mp lete s cope,
inc luding the fire s up p res s io n s ystem. Prime C o ns truc tion wo rked with the Fire Mars hal’s o ffice to
d evelop a des ign to meet c urrent codes and the s ys tem was much more extens ive than o riginally p lanned.
This p art o f the projec t has b een remo ved from the original contrac t and will be c ompleted by the City in
cooperatio n with P rime Co nstruc tion and Convergint Technologies .
Convergint Tec hno lo gies will p ro vide fire suppres s ion sys tems fo r Garey Park includ ing vo ice-evacuation
fire alarm s ystem, outdoor s p eakers and s tro b es , p ull s tatio n b o xes at each exit, s mo ke d etec tors and labor
and installatio n o f full s prinkler s ystem both ins id e and outside o f the hous e. Convergint c urrently manages
and maintains the s ecurity and fire s ystems fo r c ity fac ilities. P ricing is based on c o o p erative pric ing whic h
has b een comp etitively bid.
FINANCIAL IMPACT:
Funds are available in acc o unt 120-9-0280-90-046 from p revious ly is s ued general o b ligatio n b o nds
as s o ciated with the 2008 voter approved park b o nd. Co nsidering all exis ting and proposed change orders
ap p ro ximately $530,000.00 remains in c o ntingenc ies .

Throughout this Installation Proposal, the term, “Convergint” refers to the Convergint Technologies’
affiliate operating in the state/province in which the work is being performed, specifically, “Convergint
Technologies LLC” or “Convergint Technologies LTD”.
SECTION 1. THE WORK
This Installation Proposal takes precedence over and supersedes any and all prior proposals,
correspondence, and oral agreements or representations relating to the work set forth in the attached
scope of work (“Work”). This Installation Proposal commences on the Start Date as specified in the
attached scope of work, and represents the entire agreement between Convergint and Customer (the
“Agreement”) and it may only be amended by a written document signed by both Convergint and
Customer. In the event any provision of this Agreement is held to be invalid or unenforceable, the
remaining provisions of this Agreement shall remain in full force.
Convergint agrees in accordance with the mutually agreed project schedule:
a. To submit shop drawings, product data, samples and similar submittals if required in
performing the Work;
b. To pay for all labor, materials, equipment, tools, supervision, programming, testing, startup
and documentation required to perform the Work in accordance with the Agreement;
c. Secure and pay for permits and governmental fees, licenses and inspections necessary for
proper execution and completion of the Work; and
d. Hire subcontractors and order material to perform part of the Work, if necessary, while
remaining responsible for the completion of the Work.
Customer agrees in accordance with the mutually agreed project schedule, and at no cost to
Convergint:
a. To promptly approve submittals provided by Convergint;
b. To provide access to all areas of the facility which are necessary to complete the
Work;
c. To supply suitable electrical service as required by Convergint; and
d. That in the event of any emergency or systems failure, reasonable safety precautions
will be taken by Customer to protect life and property during the period of time from
when Convergint is first notified of the emergency or failure and until such time that
Convergint notifies the Customer that the systems are operational or that the
emergency has cleared.
SECTION 2. PRICING
Pricing and amounts proposed shall remain valid for 30 days unless otherwise specified. Price includes
only the material listed based on Convergint’s interpretation of plans and specifications unless noted
otherwise. Additional equipment, unless negotiated prior to order placement, will be billed
accordingly. Sales taxes, (and in Canada GST/PST) and any other taxes assessed on Customer shall
be added to the price upon invoice to Customer.
SECTION 3. INVOICE REMITTANCE AND PAYMENT
Customer agrees to pay Convergint fifteen (15%) percent of the total price as a mobilization fee at the
time of executing this Agreement.
If the Work is performed over more than a month, Convergint will invoice Customer each month for
the Work performed during the previous month. Customer agrees to pay the amount due to Convergint
as invoiced, within thirty (30) days of the date of such invoice. If the Work is completed in less than
one month, Customer agrees to pay Convergint in full after the Work has been performed within thirty
(30) days of the date of being invoiced. Invoices shall not include or be subject to a project retention
percentage. If Customer is overdue in any payment to Convergint, Convergint shall be entitled to
suspend the Work until paid, and charge Customer an interest rate 1 and 1/2% percent per month, (or
the maximum rate permitted by law), and may avail itself of any other legal or equitable remedy.
Customer shall reimburse Convergint costs incurred in collecting any amounts that become overdue,
including attorney fees, court costs and any other reasonable expenditure.
SECTION 4. WARRANTY
Convergint provides the following warranty to the Customer:
For the period of one (1) year, commencing at the earlier of substantial completion of the Work, or
first beneficial use, (“Warranty Period”):
a. That Work performed under this Agreement will be of good quality;
b. That all equipment will be new unless otherwise required or permitted by this
Agreement;
c. That the Work will be free from defects not inherent in the quality required or permitted;
and
d. That the Work will conform to the requirements of this Agreement.
The Customer’s sole remedy for any breach of this warranty is that Convergint shall remove, replace
and/or repair at its own expense any defective or improper Work, discovered within the Warranty
Period, provided Convergint is notified in writing of any defect within the Warranty Period.
Any equipment or products installed by Convergint in the course of performing the Work hereunder
shall only carry such warranty as is provided by the manufacturer thereof, which Convergint hereby
assigns to Customer without recourse to Convergint. Upon request of Customer, Convergint will use
all reasonable efforts to assist Customer in enforcing any such third party warranties. This warranty
excludes remedy for damage or defect caused by abuse, modifications not executed by Convergint,
improper or insufficient maintenance, improper operation, or normal wear and tear under normal usage.
NO FURTHER WARRANTIES OR GUARANTIES, EXPRESS OR IMPLIED, ARE MADE WITH
RESPECT TO ANY GOODS OR SERVICES PROVIDED UNDER THIS AGREEMENT, AND
ANY IMPLIED WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR
PURPOSE ARE EXPRESSLY DISCLAIMED.
SECTION 5. CHANGES
Without invalidating this Agreement or any bond given hereunder, Customer or Convergint may
request changes in the Work. Any changes to the Work and any adjustment to the Agreement Price or
the time for completion of the Work shall be in writing signed by both Customer and Convergint. If
Customer orders any additional work or causes any material interference with Convergint’s
performance of the Work, Convergint shall be entitled to an equitable adjustment in the time for
performance and in the Agreement Price, including a reasonable allowance for overhead and profit.
SECTION 6. FORCE MAJEURE
Neither Customer nor Convergint shall be responsible or liable for, shall incur expense for, or be
deemed to be in breach of this Agreement because of any delay in the performance of their respective
obligations pursuant to this Agreement due solely to circumstances beyond their reasonable control
(“Force Majeure”) and without the fault or negligence of the party experiencing such delay, provided
that the party experiencing the delay shall promptly give written notification to the other party within
five (5) days after such party has learned of the Force Majeure. A Force Majeure event shall include,
but not be limited to: accident, fire, storm, water, flooding, negligence, vandalism, power failure,
installation of incompatible equipment, improper operating procedures, source current fluctuations or
lighting. If performance by either party is delayed due to Force Majeure, the time for that performance
shall be extended for a period of time reasonably necessary to overcome the effect of the delay. Any
Services required by Convergint due to reasons set forth in this Force Majeure Section shall be charged
to Customer in addition to any amounts due under this Agreement.
SECTION 7. INSURANCE
Convergint shall have the following insurance coverage during the term of this Agreement, and
shall provide certificates of insurance to the Customer prior to beginning work hereunder:

Employer’s Liability $1,000,000 per occurrence /aggregate
Commercial General Liability $1,000,000 per occurrence/aggregate
$2,000,000 general aggregate
Automobile Liability $1,000,000 per occurrence/aggregate
Excess/Umbrella Liability $4,000,000 per occurrence/aggregate
All insurance policies carried by Convergint hereunder shall be primary to and noncontributory with
the insurance afforded to Customer, and shall name the Customer as “additional insured”, with respect
to liability arising out of work performed by Convergint, as applicable, but only to the extent of
liabilities falling within the indemnity obligations of Convergint, pursuant to the terms of this
Agreement. Convergint shall provide to the Customer no less than thirty (30) days notice prior to the
termination or cancellation of any such insurance policy.
SECTION 8. INDEMNIFICATION
Convergint shall indemnify and hold Customer harmless from and against claims, damages, losses and
expenses, (including, but not limited to, reasonable attorney’s fees), attributable to bodily injury,
sickness, disease or death, or to destruction of tangible property, but only to the extent caused by: a) the
negligent or willful acts or omissions of Convergint or Convergint’s employees or subcontractors while
on Customer’s site, or b) the malfunction of the equipment supplied by Convergint, or c) Convergint’s
breach of this Agreement.
IN NO EVENT SHALL EITHER CONVERGINT OR CUSTOMER BE LIABLE TO THE OTHER
PARTY HERETO FOR SPECIAL, INDIRECT, INCIDENTAL OR CONSEQUENTIAL
DAMAGES, INCLUDING COMMERCIAL LOSS, LOSS OF USE OR LOST PROFITS, EVEN IF
THAT PARTY HAS BEEN ADVISED OF THE POSSIBILTY OF SUCH DAMAGES. IN NO
EVENT WILL CONVERGINT BE LIABLE TO CUSTOMER FOR ANY AMOUNTS IN EXCESS
OF THE AMOUNTS PAID BY CUSTOMER TO CONVERGINT.
It is understood and agreed by the parties hereto that Convergint is or may be providing
monitoring and or intrusion products which are designed to provide notification of certain events
but are not intended to be guarantees or insurers against any acts for which they are supposed to
monitor or inform. As required by the monitoring and intrusion industry and the manufacturers
thereof, Convergint’s indemnification obligation pursuant to Section 8 herein, does not apply to
the extent the loss indemnified against is caused by any monitoring or intrusion product or
software provided by but not manufactured by Convergint. Convergint shall have no liability to
Customer for any losses to the extent such losses are caused by the monitoring or intrusion product
or software. Customer shall indemnify, defend, and hold harmless Convergint, from and against
all claims, lawsuits, damages, losses and expenses by persons not a party to this Agreement, but
only to the extent caused by such monitoring or intrusion product or software provided by but not
manufactured by Convergint.
SECTION 9. COMPLIANCE WITH LAW, EEO & SAFETY
This Agreement shall be governed and construed in accordance with the laws of the state/province in
which the Work is being performed. Convergint agrees to comply with all laws and regulations relating
to or governing the Work. Convergint agrees to comply with all reporting requirements imposed by
law or this Agreement. Convergint shall comply with all safety related laws and regulations and with
the safety program of the Customer, provided such program is supplied to Convergint prior to
beginning work.
In the event that Convergint discovers or suspects the presence of hazardous materials, or unsafe
working conditions at Customer’s facility where the Work is to be performed, Convergint is entitled to
stop the Work at that facility if such hazardous materials, or unsafe working conditions were not
provided by or caused by Convergint. Convergint in its sole discretion shall determine when it is “saf e”
to return to perform the Work at Customer’s facility. Convergint shall have no responsibility for the
discovery, presence, handling, removing or disposal of or exposure of persons to hazardous materials
in any form at the Customer’s facility. Customer shall indemnify and hold harmless Convergint from
and against claims, damages, losses and expenses, including but not limited to, reasonable attorney’s
fees, arising out of or resulting from undisclosed hazardous materials, or unsafe working conditions at
Customer’s facility.
SECTION 10. DISPUTES
In the event of any dispute between Convergint and Customer, Convergint and Customer shall first
attempt to resolve the dispute in the field, but if that is not successful, then in a meeting between
authorized officers of each company. If settlement attempts are not successful, then the dispute shall be
subject to and decided by mediation or arbitration. Such mediation or arbitration shall be conducted in
accordance with the Construction Industry Mediation or Arbitration Rules of the American Arbitration
Association currently in effect and shall be a final binding resolution of the issues presented between
the parties.
SECTION 11. MISCELLANEOUS
Neither party to this Agreement shall assign this Agreement without the prior written consent of the
other party hereto. Convergint may assign this Agreement to any of its parents, subsidiary or affiliated
companies or any entity majority owned by Convergint.
Notices shall be in writing and addressed to the other party, in accordance with the names and addresses
of the parties as shown above. All notices shall be effective upon receipt by the party to whom the
notice was sent.
A waiver of the terms hereunder by one party to the other party shall not be effective unless in writing
and signed by a person with authority to commit the Customer or Convergint and delivered to the non-
waiving party according to the notice provision herein. No waiver by Customer or Convergint shall
operate as a continuous waiver, unless the written waiver specifically states that it is a continuous
waiver of the terms stated in that waiver.
The Sections regarding invoicing, warranty and indemnity shall survive the termination of this
Agreement.

ITEM SUMMARY:
Bid s were opened o n Octo b er 12, 2016 fo r the c o ns truc tion of Garey Park b ut were well outside the
available funding to the projec t and were s ub s eq uently rejec ted at the No vemb er 8, 2016 Co uncil meeting.
Since that time, b id s for renovations to the Garey Ho use and red uc ed park c ons tructio n were completed.
Through the re-engineering proc es s , changes were mad e to the d es ign to meet b udget. The items that were
remo ved fro m the c o ntract required additional grad ing wo rk that was not inc luded in the original b id
p ackage. Thos e areas are reflected in the change p ro p o s al. Grad ing around the active recreatio n area and
eq uine fac ility were needed to p ro vide mo re gradual and us ab le spac e around the areas . Additio nally, a
westb o und dec eleratio n lane at the entry to the parks was reques ted. This ad d ition was no t in the original
p ro ject sc o pe o r des ign. T he d eceleratio n lane is $76,987.88 with the grading and c red its eq ualing
$48,675.78 fo r a total c hange o rd er of $125,663.66.
FINANCIAL IMPACT:
Funds fo r this projec t are bud geted from p revio us ly is sued General Obligatio n Bo nds as s o ciated with the
2008 vo ter approved park bond , GL# 120-9-0280-90-046. Cons id ering all exis ting and p ro p o s ed c hange
o rd ers approximately $530,000.00 remains in c o ntingenc ies .

Attached is Change Order Request No. 3.
We also need to point out that some of the unit prices noted on the COR differ from the original contract units due to
the nature of the work. Being a smaller work zone and adjacent to existing roadways, different equipment and
personnel are required. The original contract units are priced more for bulk earthwork. Whereas the turn lane requires
a more refined touch to ensure public safety, mobility in a confined area, and demo of existing features, specifically the
asphalt, on an active roadway. This will not be a quick “blow and go” operation as was available with the onsite bulk
excavation and asphalt.

The Parks and Recreation Advisory Board met Thursday, September 14, 2017 at 6:00 pm at
1101 N. College Street, Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.

A Call to Order
The meeting was called to order by Jim Hougnon at 6:01 p.m.
B Roll Call
Jim Hougnon, Michael Simpson, Katherine Kainer, Larry Gambone, Danelle Houck, Wayne
Beyer, Scott Macmurdo
Staff present: Kimberly Garrett, Eric Nuner, and Jessi Fischetti
C Update from the Friends of Georgetown Parks and Recreation
Danelle Houck stated on September 18th the Friends of Georgetown Parks and Recreation will
have their annual meeting. It will be an opportunity to listen to the parks and rec staff about
programs and projects including parks, aquatics, outdoor adventure and programming.
Danelle Houck asked anyone on Facebook to share the meeting and it starts at 7:00 p.m.
Kimberly Garett interjected that at least 5 staff members will be there to give a brief 5 – 7 minute
overview of what they do and what the current programs and projects are. Jim Hougnon
requested that Danelle Houck pass on to the Friends group, appreciation from the Parks and
Recreation Advisory Board for what they do.

D Project Update: Garey Park, San Gabriel Park, Founders Park, Columbarium
Eric Nuner stated at Garey Park most of the roads have been paved and there is still some
asphalt work to do. He stated most of the pavilions are up and they are working on restroom
facilities now. He stated there are a few delays on house related to the fire suppression system
and the scope of that has grown and staff will be coming back to board in October to discuss
costs associated with that work. Jim Hougnon asked about the budget and Eric Nuner stated
that budget is not an issue; it is a process of timing. Kimberly Garrett stated staff will present
details on the budget as there were some cost savings and stated there were unforeseen things
with the house.
Eric Nuner stated that the San Gabriel Park phase 1 renovation is plugging along. The steel for
restrooms is up and need to work on roof and then start working on trail in late October to early
November.
Eric Nuner stated Founder’s Park construction starts next week. It should take a month to 45
days. He also mentioned there will be improvements made to Grace Heritage church, the
restrooms and parking improvement project by Grace Heritage and founders. The Watkins
building will take up parking lot space but the city is adding 8 parking spaces by Grace
Heritage Church.
Eric Nuner stated the ADA is complete at the recreation center.
Eric Nuner stated Kimberly Garrett presented information to City Council on Tuesday about
the columbarium. Staff is moving into construction documents. The fees and policies will take
research and Jill Kellum is doing research on this information. Kimberly Garrett stated the
consultant had done some cost estimates and with the budget remaining after design there will
be about 120 niches; 12”x12”x12” which will hold 2 standard sized urns. The standard sized
urns are based on body structure. Eric Nuner stated there is a company in Austin that the
consultant and staff have received information on about the niches. Kimberly Garrett stated
that in phase 1 it will have the 2 accessible parking spaces and the driveway and the 120 niches.
In future phases the area is designed to have potential 700 niches. Staff showed city council the
conceptual design and they liked it and want to move forward. Eric Nuner stated that in
October or November they will start the bidding and possible construction starting in January.
Jim Hougnon asked if the sales of the niches will support the future construction. Kimberly
Garett stated that is the plan. As we sell the niches we will replenish the $150,000 from the
special revenue account. The plan is to recover that cost and build on that fund. In 2012, from
this board the idea was to create a mechanism to offset that cemetery maintenance fee.
Currently, our lots sales are covering that but we are running out of lots to sell. Kimberly
Garrett stated staff hopes to get approvals from council by the end of the year.
Eric Nuner stated the pavilion renovations at Chautauqua, San Jose and Katy Crossing parks
were scheduled to be completed in September but with the hurricane the roofing contractor is

busy repairing roofs in the areas affected by the hurricane. We will be flexible with the
contractor and reschedule the pavilion construction.
E Update on the Parkland Dedication process and schedule.
Kimberly Garrett stated she received a draft from Frees and Nichols the consultant and then
met on 9/14 with Chris Yanez, Assistant Planning Director. Their discussion was on philosophy
about fees and process and the document was not discussed. She stated they are trying to
create a different philosophy but stated we would have to gradually go into. Our thought
process would be we take money and not land and we go and buy our own land and develop
where we want. She stated that some communities have adopted that philosophy but she
doesn’t know if that is the way we want to go and that we don’t want to make that decision
right now and it might be better coming from community input; maybe through master plan
process. Kimberly Garrett stated after meeting with Chris Yanez they are back on same page
with changing standards and insure we get good parkland and finding the mechanisms for the
fees and looking at what the capital improvements are to develop a neighborhood park and
justifying where the fees come from. Kimberly Garrett stated it could take 3-4 months to finish
changes to the parkland dedication ordinance. Kimberly Garett stated the parks master plan is
scheduled to be updated in 2019. The current master plan was adopted in 2009 and she feels
this is a good step to take to amend the parkland dedication ordinance and then in 2019 it will
give opportunity to make adjustments and we will have the justification to edit it again. A
meeting will be set up with the parkland dedication subcommittee.

strict naming policy/resolution for naming things in the city; person has to have given a certain
amount of dollars and most of the time had to have passed away; parks are usually named for
the street they are on. Kimberly Garett stated we are trying to avoid naming areas A, B, C, etc
and other parks only have one pavilion and are named after the park name. For customers that
have rented the areas in the past; A, B, C, etc. and want to book their annual event not knowing
the park has been renovated, we can provide the updated information so they can choose their
pavilion. Kimberly Garett stated the CVB board went through a process and named public
parking lots downtown; they named them after wildflowers. Naming the pavilions at Garey
Park will also have to be done in the future. There will be 8 pavilions in San Gabriel Park; 3 in
phase 1 and 5 in phase 2. There was some discussion about trees, rocks and trail names and
using interpretive boards to explain. River life and aquatic life was recommended. Plants were
also recommended. The board will pick 2 genres; aquatic life and trees for naming the pavilions
and leave it up to the staff to name the pavilions.
Motion made by Michael Simpson, second by Danelle Houck that the staff would name the
pavilions based on the 2 genres of native trees and local aquatic life. Approved 7 – 0
