Project updates for Garey Park, Westside Park, San Gabriel bank stabilization, San Gabriel Park
improvements, VFW Park, Village Parks, Williams Drive Pool, Parkland Dedication, Emerald Springs Park,
and staffing updates
Garey Park – Staff held a progress meeting on Thursday, October 1, 2015 to review the details of the
general plan of the building structures. The Traffic Impact Analysis is ongoing. In regards to the
schedule, 50% Detail Development (DD) should be completed by the week of November 9th with 100%
DD by mid/late December.
Westside Park – The proposed master plan will be presented to the Parks Board on Thursday, October
8th. The plan will be presented to City Council on October 27th.
San Gabriel Bank Stabilization – The project is currently waiting for clearance from the Texas Historical
Commission. Once the clearance is received from the THC, the project can be bid out and construction
can begin. No change is status.
San Gabriel Park – City Council approved the task order with RVi at their September 22nd meeting. Next
steps will be to meet with RVi to work on survey and start schematic design.
VFW Park – Construction plans are being finalized for the redevelopment of VFW Park. Bidding is
scheduled to begin in October. Approval of a construction contract is anticipated to be brought to parks
board in November with construction scheduled to start in December. The improvements to 2nd Street
are currently underway.
Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown Village are almost
complete. Coordinating with the Electric Department to use a bucket truck to install the playground
shelters.
Williams Drive Pool – Bidding will be in October with the construction contract coming to Parks Board in
November.
Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on updating the
ordinance based on the recommendations from the subcommittee. No change in status.
Emerald Springs Park – Renovations are underway to improve ADA accessibility to the park. Two new
play structures are being installed as well. Completion is anticipated for November.
Staffing Updates – Aaron Duke accepted the Aquatics Supervisor position and began work on October
5th. A finalist has been selected for the Recreation Supervisor.

SUBJECT:
Discussion and possible action on appointing a subcommittee to work on a Bike Plan for
Georgetown.
ITEM SUMMARY:
This subcommittee would be formed to determine and coordinate programming and physical
improvements for appropriate bicycle facilities within the City of Georgetown. The subcommittee
would meet quarterly or more often if necessary. This subcommittee would ensure that a Bike
Master Plan was in place when the appropriate funding was available. This subcommittee could
have outside members which would need to be approved by City Council. Proposed timeline
attached.

SUBJECT:
Discussion and possible recommendation to the Friends of Georgetown Parks and Recreation on
funding future projects.
ITEM SUMMARY:
The Friends of Georgetown Parks and Recreation held their annual meeting on September 28,
2015. As part of the campaign to attract new members, Parks and Recreation should provide up to
ten different projects that the Friends could help fund. This item will focus on a discussion of
those projects.

The Parks and Recreation Advisory Board met Thursday, September 10, 2015 at 6:00 pm at 1101 N. College Street,
Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.)

Robert Gaylor presented information on the Recreation Center Sunday Utilization.
E Update from the Friends of Georgetown Parks and Recreation
Chuck Bridges stated the Friends of Georgetown Parks and Recreation met on August 31.
They spoke about new officers for the non-profit. They are also looking for new recruits and volunteers.
They are looking for the top 10 projects that the Parks and Recreation Department is looking for and
then narrowing that down to the top 3 they can focus on; such as sponsoring under privileged children,
swimming classes, etc. They would like input from the department on where they should be spending
their money for the betterment of the programs. The annual meeting is set for September 28th at 7:00
pm. The have an impressive board comprised of athletes and professors from Southwestern University
will be at the meeting to answer questions.
F Project updates for Garey Park, Westside Park, San Gabriel bank stabilization, San Gabriel Park
improvements, VFW Park, Village Parks, Williams Drive Pool, Parkland Dedication, Emerald Springs
Park, San Gabriel pedestrian bridge repair and staffing updates
Garey Park – A kick-off meeting was held on Thursday, August 6, 2015, with staff and the Halff
Associates Team. The main purpose of the meeting was to make introductions and go over the
schedule for the project. The schematic design was completed in March 2015 and presented to
City Council. The next step in the process will be to work on Design Development and then move

into Construction Plans. Currently the City Council has a placeholder in the budget to sell $3M
of the 2008 Park Bonds related to Garey Park construction in the Spring of 2016. Halff has begun
development of the traffic impact study to determine the traffic impacts of the park to the
surrounding area.
Westside Park – The Geological Assessment for Westside Park has been completed. The master
plan is scheduled to be presented to the Parks Board in October and to the City Council in late
October.
San Gabriel Bank Stabilization – The project is currently waiting for clearance from the Texas
Historical Commission due to the historic wall along the river. Once the clearance is received
from the THC, the project can be bid out and construction can begin. No change in status.
San Gabriel Park – Approval of a task order to RVi for services to prepare design plans for phase
one of the San Gabriel Park improvements will be presented to Parks Board in September. The
San Gabriel Park Master Plan was very well received by the City Council during the June 23, 2015
meeting. The proposed 2015/2016 budget includes the sale of $1.7 million in bonds for the
project. There is $1M in bond funds in the current budget to begin the design.
VFW Park – Construction plans are being finalized for the redevelopment of VFW Park. Bidding
is scheduled to begin in October. Approval of a construction contract is anticipated to be
brought to parks board in November with construction scheduled to start in December. The
improvements to 2nd Street are currently underway.
Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown Village are
almost complete. The parks staff is currently completing the installation of the playgrounds.
Williams Drive Pool – Construction plans are almost finalized. Bidding will be in October with
the construction contract coming to Parks Board in November.
Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on
updating the ordinance based on the recommendations from the subcommittee. No change in
status.
San Gabriel Park Pedestrian Bridge Repair – Staff has begun fabricating the decking. Decking is
anticipated to be installed the week of Labor Day with concrete being completed the following
week.
Emerald Springs Park – Renovations are underway to improve ADA accessibility to the park. Two
new play structures are being installed as well. Completion is anticipated for November.
Staffing Updates – Addison Elliott accepted the Special Events and Marketing Coordinator and
begins on September 8. Staff is currently interviewing for the selection of the recreation
supervisor, aquatic supervisor, and recreation maintenance specialist.
G Update on the 2015/2016 Parks and Recreation Budget
Eric Nuner explained the items that were approved and unfunded in the 2015/2016 budget.
The second reading of the 2015/2016 budget will be held on September 8, 2015. Additional programs
and projects included in the Parks and Recreation Budget include:
•Two part time park maintenance staff for the ball fields
•Additional funding for ball field maintenance
•An additional $50,000 for capital maintenance and replacement
•Parks and Recreation software replacement

•Administrative Assistant
•Automatic vacuum for the indoor pool
•Park rule signage

H Consideration and possible action to approve a Task Order with RVi for professional design services
for San Gabriel Park improvements in the amount of $566,425.
Eric Nuner explained that the master plan for San Gabriel Park was completed by RVi in June 2015. In
order not to impact the entire park at one time, improvements are proposed in phases. This scope
includes the schematic design for both phase one and two of the park. Also included is a topographic
survey of the park and geotechnical investigations. Phase one design and construction is estimated to be
complete by Fall of 2017. Improvements to San Gabriel Park were included in the 2008 parks bond.
Motion made by Robert Palko second by Glen Holzer to approve a Task Order with RVi for
professional design services for San Gabriel Park improvements in the amount of $566,425. Approved
7 - 0
I Discussion and possible action to approve the minutes from the August 13th, 2015 Parks and
Recreation Board meeting.
Motion made by Keith Fruge second by Chuck Bridges to approve the minutes from the August 13,
2015 meeting of the Parks and Recreation Board. Approved 7 - 0
