SUBJECT:
Discussion on the parkland dedication rules, regulations and fees.
ITEM SUMMARY:
The parkland dedication ordinance was last updated in 2001. The focus of this subcommittee will
be to review the fee in lieu of dedicating parkland (current fee is $250 per lot), alternative options
for developers to do a combination of land and park development and also possibly creating a
regional park fund to help develop more regional parks such as Westside, Garey Park and SE
Georgetown area. In addition we will also review how the parkland dedication zones are set up
and defined.
The parkland dedication ordinance is part of the Unified Development Code (UDC) and will be
updated according to the planned schedule.
Resources we will use include reviewing parkland dedication ordinances from other cities, input
from the Planning Department, and issues we have seen related to current development.

September 11, 2014
The Parks and Recreation Board Parkland Dedication Subcommittee met on Thursday, September 11, 2014 at 5:00
pm at 1101 N. College Street, Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.)

The meeting was called to order at 5:05 pm by Kimberly Garrett.

C Discussion on the parkland dedication rules, regulations and fees.
Kimberly Garrett presented the follow ideas for consideration. The subcommittee reviewed and discussed the ideas.
• Increase in fees so that developers are not tempted to take the cheap way out, but also that we have amply
funds to develop existing parks in the area – current fee is $250 for single family and $200 for multifamily
• Possible ½ credit for a privately maintained park in the subdivision assuming it has certain amenities
• More defined details regarding a combination of parkland dedication and fees.
• Parkland dedication in the city limits vs the ETJ
• Clean up of the parkland dedication zones – need to reduce and redefine – maybe use 4 and split city into
quadrants?
• Clarification on senior housing, assisted living, nursing homes……. and affordable housing
• Clean up the 100 year flood plain language
• Have language to require the developer to build a trail if it would help connect our regional trail system or
neighborhoods.
• Just an idea, what if we allow them to build their storm water drainage facility in the park, but it cannot
take up more than 50% of the parkland AND they have to develop the park too. Currently we do not take
any storm water features in parkland.
• Accept parkland off site in lieu of parkland in subdivision?
• Director must physically visit proposed parkland prior to acceptance
• Tie to the parks master plan
D Approve the minutes from the August 14, 2014 Parkland Dedication Subcommittee meeting.
Motion made by Keith Fruge, seconded by Jason Shurley to approved the minutes from the August 14, 2014
Parkland Dedication Subcommittee meeting.
