The concession/restroom building is 90% complete. All contracted parking areas are 80% complete. Dugout pads are poured and all fence posts have been installed on three fields. Irrigation has been installed in outfields and sidewalks are being poured. The project is scheduled for completion in February, however the contractor is ahead of schedule. Garey Park –Bids for Garey Park were opened in October. The bids exceeded the allocated budget and are being rejected at the November 8th City Council meeting. Staff is working with the design team to come up with strategies to reduce costs and move forward with the project. Page 22 of 37 San Gabriel Park –City Council approved selling $1.7 of the 2008 Park bonds for the construction improvements at their October 27, 2015 meeting. Final construction documents are being prepared for bid in late November. Construction is anticipated to start in early 2017 for Phase I. Village Park and Pool – Project has bid for all exterior ADA modification work. A recommendation for approval of a construction contract will be presented at the November 10th Parks Board meeting. If approved it will be forwarded to City Council in December for approval. McMasters Park – Project has bid for all exterior ADA modification work. A recommendation for approval of a construction contract will be presented at the November 10th Parks Board meeting. If approved it will be forwarded to City Council in December for approval. Parks Administration Building – KPA Engineering produced construction documents for ADA modification to the accessible routes to the building. A recommendation for approval of a construction contract will be presented at the November 10th Parks Board meeting. If approved it will be forwarded to City Council in December for approval. Founders Park – Construction documents are being produced by Steger Bizzell. The renovations for Founders Park are part of a bigger sidewalk project the City is undertaking. Construction is scheduled for after Poppy Fest. Booty’s Road Park – ADA work will begin in Booty’s Road Park in December to allow for programming to continue in the park. Work will include parking modifications, restroom building modifications, ramping and accessible routes. ITEM SUMMARY: Hidden Oaks at Berry Creek is a proposed new neighborho o d that will be part of the Berry Creek Country Club . This development has received zoning ap p ro val and s ubmitted a preliminary plat. There are 226 lots p ro p o s ed for this s ubdivis io n. They are reques ting to p ay a fee in lieu o f land d ed icatio n s inc e there is a 2.7 acre p ark that is 1/3 mile away fro m their s ub d ivis ion. T he Parks Master Plan s ays the s ervic e area for a neighborho od p ark is a 1/2 mile. Fees would b e c o llected at $250 p er lot fo r a total amount of $56,500. The fees collec ted wo uld b e put into zone 17 for future p ark d evelopment. The 2.7 ac re park that is 1/3 mile from this s ubdivis io n is in zone 10 whic h is a s econd ary zo ne to zo ne 17 allo wing fo r City staff to utilize the funds to d evelop the park. In ad d ition, this d evelopment is proposing three areas of green spac e. Area 1 is 3.89 ac res and and will have a s id ewalk all the way around which c ould s erve as a walking p ath. In ad d ition, the residents will have acc es s to the Berry C reek amenities . Staff is s uppo rtive of this reques t b eing that there already is a neighb o rhood park les s than 1/2 mile away fro m the s ubd ivis ion. ITEM SUMMARY: Carlson Place is a s ingle family res id ential development lo cated off o f S.E. Inner Loop near Churc hill Farms. It is als o near Meadows of Geo rgetown which has a 2.12 ac re neighborho o d park. The proposed d evelopment has 273 lots . The parkland d edic ation requirement is 5.46 ac res . T he developer is proposing to dedicate a total of 9.44 acres of parkland, of which 2.26 acres are outside the floodplain and 7.18 acres are in the floodplain. Land in the floodplain can count as half credit for the parkland requirement. T he total amount of land required outside the floodplain is 2.73 acres. In lieu of the .47 acres short outside the floodplain, the developer is proposing to add a minimum of $30,000 worth of park improvement to the area. P ark improvements in the in play area could include swings, picnic tables, benches and trash receptacles. T here is also an opportunity to connect the new proposed park with the park at Meadows of Georgetown via a trail/path. Staff is supportive of this parkland dedication proposal. College Street, Georgetown, TX 78626. Regular Session – To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Keith Fruge for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) A Call to Order The meeting was called to order by Keith Fruge at 6:10 pm. B Roll Call Board members present: Keith Fruge, Glenn Holzer, Scott Macmurdo, Robert Palko Board members absent: Jim Hougnon, Danelle Houck Staff present: Kimberly Garrett, Eric Nuner, Jill Kellum C Project Update: San Gabriel Bank Stabilization, Garey Park, San Gabriel Park, VFW Park, Village Park and Pool, McMasters Park, and Founders Park Eric Nuner stated the San Gabriel Bank Stabilization project is complete. VFW Park was discussed and asked if there would be access from the front of the park to the back of the park to the trail. Eric Nuner stated there is not. Kimberly Garrett stated the Garey Park plans are at 100% complete and are in review. The bidding for the project is scheduled for the fall. Kimberly Garrett stated RVI has 75% construction plans for San Gabriel Park. The bidding is scheduled for the fall and the construction is scheduled to start in January. Eric Nuner stated the Village Park and Pool and McMasters for scheduled for contract approvals in the fall. Kimberly Garrett stated there was no change on Founders Park. D Update from the Friends of Georgetown Parks and Recreation Kimberly Garrett stated the Friends of Georgetown Parks and Recreation will have their annual meeting September 26th. E Update on the Quarterly Downtown Board Lunch. Kimberly Garrett stated that Keith Fruge and she attended the lunch. She stated that Downtown West was approved. Page 35 of 37 F Update on the Bike Study Plan with UT. Kimberly Garrett stated that the Bike Masterplan is not in the budget to be funded. She stated UT students are working on a practicum. She said the student’s focus is to look at what it would take to get a policy change for Georgetown to implement a bike masterplan. They will be coming to Georgetown to look at what the city has already and what changes that will need to be made. They will look at the benefits of biking, if it is a tourist draw and why the city needs a bike masterplan. She stated this is not costing the city and there will not be public input on this. There was discussion about the possibility of forming a subcommittee for a possible future Bike Masterplan. G Update on the Proposed 2016/2017 Budget for Parks and Recreation Kimberly Garrett presented the items that are proposed in the 2016/2017 budget. The proposed City Manager's budget was presented to City Council on August 9, 2016. The first reading of the budget was approved on August 23, 2016. The second reading will be held on September 13, 2016. The new budget year starts on October 1, 2016. Legislative Regular Agenda H Consideration and possible action to approve an agreement with Williamson County to preserve parkland as part of the County’s Regional Habitat Plan to protect endangered species and allow for a roadway accommodation for Westside Park. Kimberly Garrett introduced Gary Boyd with the Williamson County Conservation Foundation and the explanation of this item. The Williamson County Conservation Foundation is requesting that we set aside approximately 3 acres near Westside Park to protect endangered species. This property is in an area that is outside the current Westside Park Master Plan. The land set aside would remain parkland, but it would be a passive area with limited use, retaining the property’s natural character. In exchange for setting aside the parkland, there would be roadway accommodations made for Shell Spur thus giving the Parks and Recreation Department more usable space at Westside Park. Staff supports this request as it is a win win for both the County and the City. Motion made by Robert Palko, second by Glenn Holzer recommend approval an agreement with Williamson County to preserve parkland as part of the County’s Regional Habitat Plan to protect endangered species and allow for a roadway accommodation for Westside Park. Approved 4 – 0 I Consideration and possible action to support the rezoning request for San Gabriel Park from Residential (RS) to Public Facilities (PF). Kimberly Garrett stated that the Planning department recommended rezoning the park from residential to public facilities. She stated it is more appropriate to be public facilities and requires some administrative work to get the rezoning done. Motion made by Robert Palko, second by Scott Macmurdo to support the rezoning request for San Gabriel Park from Residential (RS) to Public Facilities (PF).
