SUBJECT:
Presentation and update on proposed improvements to the Teravista City Park - Rainer Ficken,
AICP Senior Project Manager - Newland Communities
ITEM SUMMARY:
At the May 20, 2015 meeting, the Parks Board approved a conceptual plan for improvements to
the City Parkland in Teravista.
The developer wishes to update the Board on the construction improvements. The improvements
were to include a splash pad (approximately 3,000 square feet of surface area) with signature
splash elements, shade structures, a parking area, rest room facility, open play fields, half mile trail
loop, outdoor fitness equipment, a passive interpretive butterfly garden and trailhead connectivity
to the community.
The Teravista Community Association through a Parkland Maintenance Agreement will be
providing general routine landscape and irrigation maintenance for the improved area (i.e. regular
mowing, edging, trimming of shrubs, weed/ant control, granite trail maintenance).
The park will be a public park and the City will pay all utilities (i.e. water/wastewater, electric,
telephone services). The improvements will be included in the City's capital replacement program.

Garey Park –50% Detail Development (DD) should be completed by mid-November with 100% DD by
mid/late December.
Westside Park – The proposed master plan was presented to the Parks Board on Thursday, October 8th.
Proposed suggestions were incorporated into the plan. The Master Plan will be presented to City
Council in January as part of an overall update on parks projects.
San Gabriel Bank Stabilization – The project has received approval from the Texas Historical Commission.
Bids for construction will be due on December 3rd. This item will come to Parks Board for consideration
at the December 10th meeting.
San Gabriel Park – Staff will kick off the design of the San Gabriel Park improvements on November 20th.
City Council approved selling $1.7 of the 2008 Park bonds for the construction improvements at their
October 27th meeting.
VFW Park – Construction plans are being reviewed by the City planning department. Once approved,
the project will be bid and come to the Parks Board in December for approval of a construction contract.
Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown Village are complete.
Only items remaining are installation of the BBQ grills and the signs.
Williams Drive Pool – Construction contract to be approved at the Parks Board in November.
Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on updating the
ordinance based on the recommendations from the subcommittee. Proposed changes to be brought to
the board in the next few months.
Emerald Springs Park – ADA accessibility to the park is complete. The playgrounds are being installed by
City parks staff.
Staffing Updates – Rachel Franks accepted the Recreation Supervisor position and began work on
October 26th.

SUBJECT:
Consideration and possible action to approve a construction contract for facility renovations at
Williams Drive Pool.
ITEM SUMMARY:
Renovations to Williams Drive Pool were identified as a need by the aquatics subcommittee in
2012 and were provided as a priority in the Parks Capital Improvement Plan (CIP) in 2013/2014.
Parks Board approved Place Designers, formerly BWM Group, as the design team for the project
on January 8, 2015. Sealed bids for the construction contract are due to the City on Monday,
November 9th at 2:00 pm. Bids will be evaluated by staff and presented to the board at the
meeting for your recommendation. This item will then be forwarded to the City Council for their
approval at the November 24th meeting.
FINANCIAL IMPACT:
Funds for this project were approved in the Parks CIP fund in 2014/2015 and rolled forward due to
timing.

SUBJECT:
Consideration and possible action to approve a construction contract with Progressive Commercial
Aquatics of Manor, TX for maintenance and repairs to Williams Drive Pool.
ITEM SUMMARY:
Through the Buy Board, the City will contract with Progressive Commercial Aquatics to perform
maintenance related repairs to Williams Drive Pool. Maintenance items include plaster, pool
lights, coping, and lane lines. The total amount will be presented at the meeting.
FINANCIAL IMPACT:
Funds for the maintenance are included in the capital maintenance and replacement account and
the Parks CIP.

Presentation, discussion, and direction to staff on proposed improvements to Founder's Park.
ITEM SUMMARY:
Staff will present a conceptual plan for improvements to Founder's Park located at the corner of
9th and Church Street. This plan was presented to the Downtown Related Boards and Commission
at their quarterly meeting on October 28th.
FINANCIAL IMPACT:
Funds are budgeted in the amount of $70,000 for improvement to Founder's Park.

The Parks and Recreation Advisory Board met Thursday, October 8, 2015 at 6:00 pm at 1101 N.
College Street, Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an
Executive Session at the request of the Robert Johnson for any purpose authorized by the Open
Meetings Act, Texas Government Code Chapter 551.)
A Call to Order
The meeting was called to order at 6 pm by Robert Johnson.
B Roll Call

C Project updates for Garey Park, Westside Park, San Gabriel bank stabilization, San Gabriel
Park improvements, VFW Park, Village Parks, Williams Drive Pool, Parkland Dedication,
Emerald Springs Park, and staffing updates
• Garey Park – Staff held a progress meeting on Thursday, October 1, 2015 to review the
details of the general plan of the building structures. The Traffic Impact Analysis is
ongoing. In regards to the schedule, 50% Detail Development (DD) should be completed
by the week of November 9th with 100% DD by mid/late December.
• Westside Park – The proposed master plan will be presented to the Parks Board on
Thursday, October 8th. The plan will be presented to City Council on October 27th.
• San Gabriel Bank Stabilization – The project received clearance from the Texas Historical
Commission. The project can be bid out the first of the year and construction can begin.
• San Gabriel Park – City Council approved the task order with RVi at their September
22nd meeting. Next steps will be to meet with RVi to work on survey and start
schematic design.
• VFW Park – Construction plans are being finalized for the redevelopment of VFW Park.
Bidding is scheduled to begin in October. Approval of a construction contract is
anticipated to be brought to parks board in November with construction scheduled to
start in December. The improvements to 2nd Street are currently underway.

• Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown
Village are almost complete. Coordinating with the Electric Department to use a bucket
truck to install the playground shelters.
• Williams Drive Pool – Bidding will be in October with the construction contract coming
to Parks Board in November.
• Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff
on updating the ordinance based on the recommendations from the subcommittee. No
change in status.
• Emerald Springs Park – Renovations are underway to improve ADA accessibility to the
park. Two new play structures are being installed as well. Completion is anticipated for
November. Contractor finished work today.
• Staffing Updates – Aaron Duke accepted the Aquatics Supervisor position and began
work on October 5th. A finalist has been selected for the Recreation Supervisor.
Legislative Regular Agenda
D Presentation, discussion and possible action on the Westside Park master plan.
Kimberly Garrett introduced Brent Luck with Luck Design Team to present information on the
Westside Park Master Plan. Brent Luck explained the geological assessment areas on the site
map, the baseball and soccer fields, splash pad and playground areas, as well as trails. The
board provided additional suggestions for the design that were in the active area to have a 10ft
wide trail, look at a northern pedestrian connection, modifying U12 soccer area to flex space
adding verbiage to whether that is a future field, volleyball, basketball, etc. area and add the
bocce ball concept, and around the active trail adding circuit training stations. There was
discussion on this currently being looked at as a destination park but in the future it may be
surrounded by neighborhoods. In summary, Brent Luck will take the suggestions of the board
and incorporate them into the plan. Kimberly Garrett explained no action was needed on this
item at this meeting and that all park projects will be presented at the same time to city council
in February.
No action was taken.
Robert Johnson left the meeting at 6:54pm. Keith Fruge took over the meeting as the vice-
chair.
E Discussion and possible action on appointing a subcommittee to work on a Bike Plan for
Georgetown.
Kimberly Garrett stated she spoke to Nat Waggoner, Transportation Analyst for the City of
Georgetown, about a bike master plan. The topic came up in transportation and Nat did not

feel like it was the best venue to start a bike master plan and felt like it should start in Parks and
Recreation. Kimberly Garrett stated in the budget process earlier in the year there was money
from the Capital Area Metropolitan Planning Organization (CAMPO) to do a bike master plan
but that did not go through but there is supposedly future funding. If we use this board as a
starting point for a subcommittee as a bike master plan we would be ready to go and have
something in place when they make a call for projects. This subcommittee would be formed to
determine and coordinate programming and physical improvements for appropriate bicycle
facilities within the City of Georgetown. The subcommittee would meet quarterly or more often
if necessary. This subcommittee would ensure that a Bike Master Plan was in place when the
appropriate funding was available. This subcommittee could have outside members which
would need to be approved by City Council. Glenn Holzer and Keith Fruge volunteered to be
on the subcommittee representing the Parks and Recreation Advisory Board.
Motion made by Robert Palko, second by Jason Shurley to appoint Glenn Holzer and Keith
Fruge to the subcommittee to work on a Bike Plan for Georgetown. Approved 6-0
F Discussion and possible recommendation to the Friends of Georgetown Parks and
Recreation on funding future projects.
Kimberly Garrett explained the Friends of Georgetown Parks and Recreation is looking for
recommendations for future projects they could possibly help fund. The board suggested some
ideas such as helping with community events: movies in the park, pirate party at the recreation
center, special needs dances; park amenities: bicycle racks, dog waste bags; and continue with
current projects such as Georgetown Swims and the Daddy/Daughter dance. Staff will
formulate a letter from the board listing the recommended projects and appreciation to the
Friends of Georgetown Parks and Recreation for their support.
Motion made by Keith Fruge, second by Glenn Holzer to provide the Friends of Georgetown
Parks and Recreation recommendations from the Parks and Recreation Board for future
funding projects. Approve 6 - 0
G Discussion and possible action to approve the minutes from the September 10, 2015 Parks
and Recreation Board meeting.
Motion made by Robert Palko, second by Chuck Bridges to approve the minutes from the
September 10, 2015 Parks and Recreation Board meeting. Approved 6 – 0
Chuck Bridges left the meeting at 7:30 pm.
