SUBJECT:
Consideration and possible action to approve the parkland dedication proposal for the Parmer
Ranch MUD.
ITEM SUMMARY:
Parmer Ranch MUD is located on the western edge of the City's ETJ. There are 1,100 units
proposed. The developer is proposing to pay a combination of fees in lieu of and dedicate a
developed 6-10 acre park as City Parkland. The MUD will develop and maintain the park until the
property is annexed into the City.
There will be a one time parkland dedication fee paid depending on the size of the City park. This
fee will be used for regional park development. It will be paid based on a pro rata amount
depending on the size of the park, a six acre park would yield a fee of $160,000 and a 10 acre park
would yield a fee of $120,000. The MUD will received 50% credit toward the fees for developing
the park. The parkland dedication fee paid will be at the rate of $400 per unit which is a 60%
increase over the current fee of $250 per lot. The fee will be paid in full on the earlier of (a)
January 1, 2021; or (2) the date that the MUD receives proceeds from its first Bond issuance.
There will be internal parks and amenity centers for the residents and a 20' public access easement
along Ronald Reagan for the City to build a hike and bike trail in the future if they wish.
There is a possibility that the MUD or homeowner association will continue to provide the
maintenance at the public park once annexed into the City.

SUBJECT:
Consideration and possible action to approve a Resolution requesting the members of the 84th
Legislative Session of the State of Texas support legislation that increases funding for the Texas
Recreation and Parks Account and Large County and Municipality Recreation and Parks Account,
Local Park Grant Programs and the Texas State Park System
ITEM SUMMARY:
The City of Georgetown Parks and Recreation Department has been a recipient of several grants
from the Texas Parks and Wildlife Department to build hike and bike trails and to develop parks.
These matching grants have been very important in the past to add funds to proposed capital
projects. Funding for parks and recreation grants comes from sales tax on sporting goods. Parks
and Recreation professionals from around the state will also be attending Parks Day at the Capital
on January 28, 2015, urging legislators to increase funding for local parks and recreation grants
and maximize revenues collected from the sporting goods tax to increase funding for parks and
recreation.

A RESOLUTION OF THE CITY OF GEORGETOWN CITY
COUNCIL REQUESTING THE MEMBERS OF THE 84th
LEGISLATIVE SESSION OF THE STATE OF TEXAS TO
SUPPORT LEGISLATION THAT INCREASES FUNDING FOR
THE TEXAS RECREATION & PARKS ACCOUNT AND LARGE
COUNTY AND MUNICIPALITY RECREATION AND PARKS
ACCOUNT LOCAL PARK GRANT PROGRAMS, AND THE
TEXAS STATE PARK SYSTEM
WHEREAS, the Texas Parks & Wildlife Department (“TPWD”) administers the Texas
Recreation & Parks Account Local Park Grant Program (“TRPA”) and the Large County and
Municipality Recreation and Parks Account (Urban Account) and manages 94 State parks and
historical sites in Texas; and
WHEREAS, TPWD has separate accounts in their general revenue fund referred to as the
TRPA and Urban Account for the purpose of providing matching grants to political subdivisions
for parks and recreation projects, and for outreach grants to introduce new populations to
outdoor experiences; and
WHEREAS, the matching grants provided by the TPWD are utilized for the planning,
acquisition, and development of local park, recreation and open space areas to be owned and
maintained by political subdivisions; and
WHEREAS, funds granted to political subdivisions under the TRPA and Urban Account
guidelines have funded 1629 projects of the 3,470 submitted over 30 years delivering over $800
million to the local Texas economy; and
WHEREAS, political subdivisions throughout the State of Texas depend on grants from TPWD
through the TRPA to stimulate the acquisition and development of parks and recreational areas
for the benefit and enjoyment of their citizenry; and
WHEREAS, the TRPA, Urban Account, and State parks are funded from sales tax on sporting
goods and that the development of new parks stimulates the purchase of sporting goods; and
WHEREAS, the TRPA, Urban Account, and State parks are partially funded from federal dollars
used for parks, recreation, open space, trails, and tourism from the United States Department of
the Interior Land and Water Conservation Fund (LWCF), the Sport Fish Restoration Boat
Access program and the United States Department of Transportation Recreation Trails; and
WHEREAS, the maintenance and improvements of State park and historic sites and the
addition of new parks is a priority to Texans due to the State’s expanding population and
extensive tourism industry; and
WHEREAS, the development of parks encourages and promotes public health, economic
development, job creation, education; corporate relocations, an improved quality of life, and
juvenile crime prevention; and
WHEREAS, funds are needed for major repairs at Local and State parks and for the acquisition
and development of parks and facilities; and
WHEREAS, it is the desire of this City Council that a copy of this resolution with appropriate
names affixed be presented to the Governor of Texas and the leadership of the 84th Texas
Legislature.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS:
1. That members of the 84th Legislature of Texas seek passage of legislation maximizing
the use of revenues from the sporting goods sales tax and federal funds to increase
funding for parks and recreation programs for both Local and State parks and that all
TRPA and Urban Account funded park projects be subject to the established TPWD
competitive scoring system
2. That members of the 84th Legislature of Texas restore funding to the TRPA and Urban
accounts in the amount of at least $15.5 million per year.

SUBJECT:
Consideration and possible action to direct staff to select a vendor and proceed with design for a
splash pad at San Jose Park in an amount not to exceed $300,000.
ITEM SUMMARY:
Staff met with neighbors at San Jose Park during the grand re-opening on October 30th. There
were approximately 50 people in attendance and they were all very supportive of a having a splash
pad located in the park. In addition, a splash pad open house meeting for the residents of San Jose
was held on November 6th at 5:30 at the Parks Admin Building. There were signs posted at the
park, flyers passed out at the grand re opening and door hangers put out at residences around the
park notifying neighbors of the meeting. While we no residents attended, we did receive a very
positive and supportive email regarding the splash pad from a resident that was unable to attend
the public meeting.
In order to continue to move forward with the project in anticipation of an early summer opening,
staff is requesting approval to proceed with selecting a vendor to work on design of the splash pad
to be approved at the December 9, 2014 council meeting.
FINANCIAL IMPACT:
$300,000 was budgeted in the 2014/2015 Parks CIP fund with CO Bonds.

SUBJECT:
Consideration and possible action to recommend approval of the site work construction contract
for the Village Parks.
ITEM SUMMARY:
The master plan for the Village Parks, known as Madrone Park and Rowan Park, was approved by
the Parks Board on November 14, 2013. The site work bids for the Village Parks is due on
November 12th. The bids will be presented at the parks board meeting for consideration and
approval. The project consists of furnishing and installing and providing all labor and materials
required for construction of the park improvements, including hardscape, softscape, layout,
grading and miscellaneous items.
The item will be forwarded to the December 9, 2014 City Council meeting. Staff anticipates
starting construction of the park improvements in Janaury 2015.
FINANCIAL IMPACT:
Funds for the site work for the Village Parks was funded by Parkland Dedication fees and
budgeted in the 2014 budget.

SUBJECT:
Consideration and possible action to recommend approval of a playground for Emerald Spring
Park from Gametime in the amount of $44,395.94
ITEM SUMMARY:
The playground at Emerald Spring Park, located at 3604 Old Mill Road, was scheduled for
replacement in the capital maintenance plan for 2014/2015. Included in this purchase is a
playground for 2-5 year olds, a playground for 5-12 year olds and a double bay swing with both tot
seats and belt seats. The playground will be ordered from Gametime through the Buy Board
purchasing contract.
FINANCIAL IMPACT:
Funds were budgeted in the 2014/2015 parks CIP for the playground purchase. Funding source is
parkland dedication funds

Village Parks - The site work construction bids for Rowan Park and Madrone Park are due on
Wednesday, November 12, 2014. Bids will be presented to Parks Board for approval on Thursday,
November 13, 2014 and then to City Council. Notice to proceed will be in January.
Garey Park - Staff met with Baker Aicklen on Thursday, November 6, 2014 to discuss traffic patterns,
general site concepts and to refine design elements. The design elements will help to generate the
maintenance and operations plan which will be presented to parks board in January and to City Council
in February.
Westside Park - The public input process for the master plan will kick off in January. A public
engagement process called Mind Mixer will be utilized.
San Gabriel Park Master Plan - RVi has a fully executed task order to begin the Master Plan for San
Gabriel Park. There will be some initial date collection and site assessment before starting the public
input process in January.
San Jose Park Splash Pad - The 2014/2015 Parks Capital budget has $300,000 budgeted for a splash pad
in the Southeast area of Georgetown. After analysis of several sites, the Parks Board directed staff to
reach out to neighbors of San Jose Park to get feedback about placing the splash pad in the existing
park. At the grand re-opening of San Jose Park on October 30, 2014, staff was able to visit with several
neighbors about placing a splash pad in San Jose Park and the comments were very favorable. In
addition, staff held an open house on November 6, 2014 from 5:30 to 6:30 pm at the Parks Admin
building. No one from the general public attended, but we did have an email from a resident that
wanted to voice her support for the project. The next step will be to select a vendor to design and build
the splash pad. The goal is to be able to have the splash pad operational by summer 2015.
Williams Drive Pool - Staff has been working with the architect to determine an Opinion of Probable Cost
for the preliminary concept presented to the Parks Board in September. The next step is to bring a task
order for the design work to Parks Board in January. Construction is expected to start after the 2015
pool season.
San Gabriel River Bank Stabilization - Construction plans are 80% complete. Staff is waiting on the final
permit from the Corp of Engineers. Construction is estimated to begin in the summer of 2015.
Park Improvements related to the FM 971 Project - The park improvements are back on track related to
the FM 971 realignment project. This includes relocating a portion of the hike and bike trail, relocating a
soccer field and drainage improvements. The estimated completion is December 31, 2014.
ADA Self-Assessment - The city has a current task order with Altura to assess City facilities for ADA
compliance. In the 2014/2015 budget, there were funds allocated to add park facilities and programs to
the scope of work. A task order amendment is being finalized so that work can begin on the park
facilities. This assessment will identify facilities that do not meet ADA requirements and provide a plan
to bring them into compliance.
Playground Audits - Staff is working with the Purchasing Department to develop a Request for Proposals
for an independent playground auditing firm to audit the City's playgrounds for safety and compliance.
Recreation Center Fitness Room Cardio Lease - The cardio equipment in the fitness room at the
recreation center is on a three year lease. The lease is set to expire on April 15, 2015. Staff has been
working to identify equipment needs based on facility usage and demand for the new lease. The new
lease will come to the parks board for approval in early 2015.
Standards of Care Ordinance - Staff has been working with the legal department on developing a
Standards of Care ordinance. This ordinance will guide and direct day camp operations. The ordinance
will be presented to Parks board in January.
VFW Park Improvements - Staff met with representatives of the Georgetown Youth Girls Softball
Association on November 11, 2014 to present the conceptual design presented to the parks board in
September. The meeting was to discuss the proposed field improvements and how they would integrate
with the proposed 2nd Street improvements. The architect, Luck Design, will begin work on design and
an Opinion of Probable Cost. Construction is estimated to begin in the summer of 2015.

The Parks and Recreation Board Parkland Dedication Subcommittee met on Thursday, October 9, 2014 at 6:00 pm
at 1101 N. College Street, Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.)

C Consideration and possible action to approve the parkland dedication proposal for the Crescent
Bluff MUD.
Kimberly Garrett introduced Rajeev Puri with the Crescent Bluff development. The plat has been
approved and they hope to start construction in a few months. They are waiting for their MUD approval
with TCEQ. He stated the home prices will be approximately $300,000 - $600,000. He said it would be
about a 10 year build out. There will be walking trails within the community and also an amenity center.
The Crescent Bluff MUD is proposing 730 units on 284 acres. There will be five different lots sizes.
Developers of the MUD have worked with staff on a combination proposal to satisfy the parkland
dedication requirements. This development is currently outside the City limits of Georgetown and
located approximately 5 miles west of Georgetown on Hwy. 29. At some point in the future, annexation
will occur. Parkland Dedication Fees area proposed for Phase 1 of the development with approximately
120 units. In addition, there will be a 10' wide concrete trail built along the SG River as part of the South
San Gabriel Regional Trail System. This length of this trail is approximately 1,700- 1,900 ft. Initially the
trail will be built on a 25' public access easement. At the time the property is annexed into the City, the
City will have the option to accept the 24 acres of parkland along the river or let the HOA retain
ownership and maintenance. The City is responsible for the maintenance of the trail. In addition there
will be a 14 space public parking lot maintained by the developer with access down to the regional trail
system.
Motion made by Robert Palko, second by Chuck Bridges to approve the parkland dedication proposal
for the Crescent Bluff MUD. Approved 7 - 0
D Discussion and possible action on a proposed location for a new splash pad in the southeast area of
Georgetown.
There is $300,000 approved in the 2014/2015 Parks CIP Budget for a new splash pad in the southeast
area of Georgetown. Staff will present proposed areas including existing parks which have restrooms,
parking and utilities. Each location has pros and cons. When the board has determined an appropriate
location planning can begin. Proposed locations include McMasters Athletic Complex, San Jose Park and
a possible public/private partnership.
A $300,000 splash pad would be approximately 40’ x 50’ or 2,000 Square Feet, have 5 – 7 Above Ground
Features, 6 – 9 Below Ground Features, a Re-circulation System and include Minor Site Improvements.
Eric Nuner presented this item to the board. He stated staff went to GGAF as a brief update and showed
the presentation of what $300,000 will afford. Eric Nuner stated all the advantages of parking,
restrooms utilities and number of residential homes nearby are at this location. Keith Fruge asked if
there would be a public input meeting and Eric Nuner stated staff would have a public meeting for
feedback. Eric Nuner stated once approved, staff can move quickly on this and hope to have it running
by April or May. Kimberly Garrett stated they will have a grand opening for the new renovations to the
park and would pass out information on the date of a public input meeting. They hope to do this in the
next 30 days.
Motion made by Charles Brashear, second by Robert Palko to move forward with proposal for a splash
pad at San Jose Park. Approved 7 - 0
E Appoint a member of the Parks and Recreation Board to be a liaison for the Friends of Georgetown
Parks and Recreation.
The Friends of Georgetown Parks and Recreation meet the first Monday of the month at the Parks and
Recreation Admin Building at 7 pm. They support parks and recreation in terms of providing volunteers,
scholarships and advocacy. They are a 501c3 organization. The Parks and Recreation Board have always
had a liaison attend their meetings to keep lines of communication open and share ideas.
Charles Brashear volunteered to serve as a liaison for the Friends of Georgetown Parks and
Recreation.
F Project Update and Staff Reports regarding Board By-laws update, Village Parks, Garey Park,
Westside Park, San Gabriel River Trail Extension, San Gabriel Park Master Plan, San Jose Park,
Chautauqua Park, Williams Drive pool, San Gabriel River Bank stabilization and VFW park
improvements.
ITEM SUMMARY:
Board Bylaws update - The City Council has reviewed the Parks and Recreation Board By-laws and
recommends that the boards purposed by updated to be revised as follows:
The purpose of the Board shall be to review and recommend acquisition and uses of parkland and
sports/recreational facilities and improvements in programs, activities, and facilities to meet current and
future community needs for the City and its residents including Park Master Plans, Park Bonds, and Park
Capital Improvement Plans.
Village Parks - The Village parks project will be bid in October/November with approvals and bid award
scheduled for November/December. This is for the parks known Madrone Park and Rowan Park.
Garey park - Design is currently in process with Baker Aicklen.
Westside park - Parks Board has selected a consultant to assist in the master planning of Westside park.
This project is currently progressing slowly due to priorities given to other projects. This is a long range
planning project with no immediate plans for construction.
San Gabriel Trail Extension - Trail is complete, Grand Opening scheduled for October 24th at 10:00 am.
San Gabriel Park Master Plan - At the September Parks Board Meeting, a task order was approved with
RVi. The documents are waiting to be finalized.
San Jose Park- Renovations are completed including a new parking lot, restrooms, and playground. The
park also includes connective sidewalks to provide access to the parks amenities. A open house will be
held in October for the residents.
Chautauqua Park - Renovations are complete including a new parking lot, restrooms, large pavilion. The
park also includes connective sidewalks to provide access to the parks amenities.
Williams Drive Pool - Master planning is underway. Preliminary design options were presented to Parks
Board on September 11. These options will continue to be refined and be presented as a final option in
the coming months.
San Gabriel Bank Stabilization - The bank stabilization project is in progress. Regulatory documents were
provided the US Army Corp of Engineers to approval in September and are awaiting approval. The Cities
consultant is concurrently working on construction documents to allow for a bidding once regulatory
approval is provided.
VFW park- -The preliminary design process is ongoing. Staff expects to have the geological assessment in
mid-October to which will help facilitate the design completion.

11, 2014 meeting with corrections that Chuck Bridges was in attendance at the September meeting
and Charles Brashear was absent. Approved 7 – 0
