SUBJECT:
Discussion on the parkland dedication rules, regulations and fees.
ITEM SUMMARY:
The parkland dedication ordinance was last updated in 2001. The focus of this subcommittee will
be to review the fee in lieu of dedicating parkland (current fee is $250 per lot), alternative options
for developers to do a combination of land and park development and also possibly creating a
regional park fund to help develop more regional parks such as Westside, Garey Park and SE
Georgetown area. In addition we will also review how the parkland dedication zones are set up
and defined.
The parkland dedication ordinance is part of the Unified Development Code (UDC) and will be
updated according to the planned schedule.
Resources we will use include reviewing parkland dedication ordinances from other cities, input
from the Planning Department, and issues we have seen related to current development.

The Parks and Recreation Board Parkland Dedication Subcommittee met on Thursday, October 9, 2014 at 5:00 pm
at 1101 N. College Street, Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.)
A Call to Order
The meeting was called to order at 5:00 pm by Kimberly Garrett.

C Discussion on the parkland dedication rules, regulations and fees.
Kimberly Garrett stated she contacted the planning department who is in charge of the whole overriding document
and how they want to see the changes in the document. They said all we need to do is tell them what we want to
change and/or add and they will craft the language. They are experts in document writing.
Kimberly Garrett said she spoke to New Braunfels PARD about their parkland dedication rules and they said it was
working for them but they thought their fee was too low. Keith Fruge asked if the developer does an environmental
site inspection. Kimberly Garrett stated not currently and Keith Fruge stated he felt this might be good to include.
Kimberly Garrett stated there have been some areas that have had the stage 1 environmental study done. Kimberly
Garrett stated if the developer already has done this we could request a copy of it. Jason Shurley asked if the
upcoming developments coming in are large lot communities. He asked if it would be better to charge per house.
Kimberly Garrett and Keith Fruge said they liked the idea of per house/lot fee. Kimberly Garrett stated she would
like to have the developer develop the park. Charles Brashear asked about the maintenance and care of the park
after the developer leaves. Kimberly Garrett stated after the developer leaves the site then the city is responsible for
the public park, but there may be some opportunities to do some shared maintenance. Kimberly Garrett stated Eric
Nuner is investigating the specs for particular vendors. The city would decide what vendors and park parts would be
used in the park. She stated we currently have an unwritten agreement with what we would like to see in the parks
and stated we need to have a list of specs for the parks. Kimberly Garrett asked if the subcommittee had considered
zones and she would like there to be some kind of geographical boundary. Kimberly Garrett will get with the
planning department on options for zoning the area of the city for parkland and look at future growth statistics.
There was some discussion about MUD’s and areas outside the city limits that may never be annexed. Keith Fruge
stated he would like to leave these areas some flexibility and the parkland is developed by the developer. There was
some discussion on retention and detention ponds. Kimberly Garrett stated she currently does not consider these
areas as suitable for parkland. Kimberly Garrett asked about the ideas of fees. She asked if they wanted to consider
two fees; the cost of the development and the cost of the land. Charles Brashear brought up the idea of all the
community’s in Georgetown connect by way of trail. There was some discussion on this and the fact that the
development in Georgetown is not all in the city limits and the neighborhoods do not all link together. The
subcommittee will take the current parkland dedication and do mark ups on it and bring it to the next meeting. The
board will meet next on November 14, 2014.
