ITEM SUMMARY: The design and opinion of probable construction cost (OPPC) will be presented at the meeting on November 14, 2013. This design will then be forwarded to City Council on November 26, 2013 for approval. FINANCIAL IMPACT: SUBMITTED BY: Kimberly Garrett, Parks and Recreation Director City of Georgetown, Texas SUBJECT: Consideration and possible action to recommend approval of the construction bid for the San Gabriel River Trail Extension to Smith Contracting Co., Inc. from Austin, Texas in the amount of $758,622.80. ITEM SUMMARY: The San Gabriel River Trail Extension is part of the hike and bike trail expansion along the South San Gabriel River. This trail expansion is along Scenic Drive from Blue Hole Park through Chautauqua Park up to University Avenue. This project is partially funded by a $200,000 grant from the Texas Parks and Wildlife Department. This project was publicly advertised October 6, 2013 and October 13, 2013. There were seven (7) plan holders. On October 24, 2013 at 2:00 pm bids were received from seven (7) bidders. The responsive low bidder is Smith Contracting Co., Inc.of Austin, Texas with a bid for the amount of $758,622.80. Baker- Aicklen and Associates and staff believe they are qualified to perform the work included in the Plans and Specification within the conditions of the contract. Staff recommends approval of the construction bid to Smith Contracting Co. Inc. FINANCIAL IMPACT: Funds for this project were budgeted in the 2012/2013 CIP account # 120-9-0280-90-022. These funds are part of the 2008 Parks Bond. Upon approval of this recommendation by the City Council of Georgetown, we will assist the City in executing the proper contract documents with the selected contractor. Improvements include a new restroom, two new playgrounds and a parking lot. Once the plan is approved staff will move forward on the improvements. ITEM SUMMARY: Improvements to both San Jose Park and Chautauqua Park include new restrooms. The Parks and Recreation Department has been working with Restroom Facilities out of Marble Falls to design a restroom that fits the need of these two parks. This is a turnkey process that includes design and installation. The restrooms will be purchased off of the Buy Board which is a Local Government Purchasing Cooperative created to increase the purchasing power of government entities. Staff is recommending approval of the restrooms. FINANCIAL IMPACT: Funds for the two restrooms were budgeted in the CIP as part of the overall cost to improve both Chautauqua Parks and San Jose Park. ITEM SUMMARY: There are two parks in the Georgetown Village that are scheduled to be developed this year. Earlier this summer, on June 20th, staff met with over 50 residents of the Georgetown Village where the parks would be located and received feedback as to what types of amenities they wanted to see in the parks. Based on the feedback from the residents, master plans for each park were developed. Rowan Park is 2.3 acres and proposed amenities include two playgrounds, shade pavilions, swings, a trail, half court basketball slab and a multi use green area. Madrone Park is 1.5 acres and proposed amenities include a large family pavilion and a trail. On October 29th the proposed plans were presented to about 30 residents. The comments were very positive and well received. Staff is requesting your approval on the master plans to go forward with park development. A 2-5 year old playground and a 5-12 year old playground. Based on feedback from the residents, playgrounds are a high priority. The playgrounds will be purchased through US Communities which is a national cooperative purchasing program. ITEM SUMMARY: The City of Georgetown has been working with Mr. Jack Garey since 2004 on plans to make Garey Ranch into Garey Park. The Garey's have already donated 320 acres to the City. This final donation will transfer the remaining land and home into the City of Georgetown' name for a future park. Mr. Garey has a living estate. The board recommendation will go to City Council on December 10, 2013. ITEM SUMMARY: The Garey Park Design Selection Committee met on October 30th and interviewed four firms. The selection committee chose a top firm and the City is now negotiating a contract for the design. At the December meeting the Board will review the contract and recommend approval to the City Council at their January 14th meeting. .
