ITEM SUMMARY: Rivercrest is a proposed MUD located west of Georgetown on Hwy 29. There are 591 units planned in the subdivision. They are proposing to dedicate 22 acres of land along the South San Gabriel River. As a MUD development, the developer is required to exceed the UDC parkland requirements and address parkland improvements. The developer is proposing to build a 10' wide concrete trail that will tie to the City's regional trail plan. The trail will also meet ADA Accessibility Guidelines. In addition there is also a proposed parking lot for trail access. The developer will be in attendance at the meeting to present the proposal. Attached is the Interim MUD Policy for reference. The parkland dedication is addressed on page 9 under Policy 10. ITEM SUMMARY: Over the years, the riverbank in San Gabriel Park has been eroding due to flooding that occurs in the park downstream where the North and South San Gabriel Rivers converge. Bank stabilization was identified in 2013 as a priority project through the capital improvement plan to protect additional parkland from eroding. The Parks and Recreation Advisory Board and City Council approved a task order with Kasberg, Patrick and Associates (KPA) to complete engineering design, surveying and environmental clearances in January 2014. Since that time KPA and their consultants have secured the appropriate federal and state permits required to complete the bank stabilization project. These included permits from United States Army Corp of Engineers, United States Fish and Wildlife Services, and Texas Historical Commission. After permitting was received, the project was publicly bid. The City received sealed bids from four bidders on Thursday December 3, 2015. Choice Builders was the low bidder responding and has previously completed related parks projects for the City. Additionally, KPA has used them with satisfactory results and is recommending contract approval. Estimated Completion of the project is spring of 2016. FINANCIAL IMPACT: Funds for San Gabriel Park Bank Stabilization are budgeted in account 120-9-0280-90-037. Funds for this project will be paid for out of the 2008 Park Bonds that were issued in May 2013 and designated for improvements to San Gabriel Park. ITEM SUMMARY: Through the Buy Board, the City will contract with Progressive Commercial Aquatics to perform renovations and repairs to Williams Drive Pool. Renovations of the existing buildings and grounds will be completed to update them, as well as ensure ADA accessibility. Additional parking is included as well. Maintenance items include plaster, pool lights, coping, and lane lines. The total requested amount will be presented at the meeting. FINANCIAL IMPACT: Funds for the maintenance are included in the capital maintenance and replacement account and the Parks CIP. College Street, Georgetown, TX 78626. Regular Session – To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) A Call to Order The meeting was called to order at 6:00pm by Bob Johnson. B Roll Call Keith Fruge, Bob Johnson, Katherine Kainer, Jason Shurley, Robert Palko, Chuck Bridges, Glenn Holzer Staff: Kimberly Garrett, Eric Nuner, Jill Kellum C Presentation and update on proposed improvements to the Teravista City Park - Rainer Ficken, AICP Senior Project Manager - Newland Communities Kimberly Garrett introduced Rainer Ficken to update on the improvements of the Teravista City Park. They budgeted $500,000 on the park and have exceeded that amount by over $200,000. There are approximately 12 acres for this park. The splash pad would be closed in the winter time and at dusk during the seasonal hours. Construction plans will be done tomorrow. Project is expected to be complete by October 2016. The splash pad would be operational 2017. At the May 20, 2015 meeting, the Parks Board approved a conceptual plan for improvements to the City Parkland in Teravista. The improvements were to include a splash pad (approximately 3,000 square feet of surface area) with signature splash elements, shade structures, a parking area, rest room facility, open play fields, half mile trail loop, outdoor fitness equipment, a passive interpretive butterfly garden and trailhead connectivity to the community. The Teravista Community Association through a Parkland Maintenance Agreement will be providing general routine landscape and irrigation maintenance for the improved area (i.e. regular mowing, edging, trimming of shrubs, weed/ant control, and granite trail maintenance). The park will be a public park and the City will pay all utilities (i.e. water/wastewater, electric, telephone services). The improvements will be included in the City's capital replacement program. D Update from Friends of Georgetown Parks and Recreation. Kimberly Garrett stated Glenn Holzer substituted as the liaison for the Friends of Georgetown Parks and Recreation at their November meeting. Glenn Holzer stated they discussed the viability of the group and the Georgetown Swims program. Kimberly Garrett stated they discussed possibly joining up with another nonprofit group. Kimberly Garrett stated she steered them to ideas that were presented from the Parks and Recreation Advisory Board and how they can get more awareness with the amenities from the trail and were encouraged to focus more on outreach programs like movies in the park. There was Page 32 of 34 discussion about the Friends group doing a dedication ceremony when the sand table is installed at the playscape which would offer more exposure to the community about the group. E Project updates for Garey Park, Westside Park, San Gabriel bank stabilization, San Gabriel Park improvements, VFW Park, Village Parks, Williams Drive Pool, Parkland Dedication, Emerald Springs Park, and staffing updates Garey Park –50% Detail Development (DD) should be completed by mid-November with 100% DD by mid/late December. Westside Park – The proposed master plan was presented to the Parks Board on Thursday, October 8th. Proposed suggestions were incorporated into the plan. The Master Plan will be presented to City Council in January as part of an overall update on parks projects. San Gabriel Bank Stabilization – The project has received approval from the Texas Historical Commission. Bids for construction will be due on December 3rd. This item will come to Parks Board for consideration at the December 10th meeting. San Gabriel Park – Staff will kick off the design of the San Gabriel Park improvements on November 20th. City Council approved selling $1.7 of the 2008 Park bonds for the construction improvements at their October 27th meeting. VFW Park – Construction plans are being reviewed by the City planning department. Once approved, the project will be bid and come to the Parks Board in December for approval of a construction contract. Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown Village are complete. Only items remaining are installation of the BBQ grills and the signs. Williams Drive Pool – Construction contract to be approved at the Parks Board in November. Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on updating the ordinance based on the recommendations from the subcommittee. Proposed changes to be brought to the board in the next few months. Emerald Springs Park – ADA accessibility to the park is complete. The playgrounds are being installed by City parks staff. Staffing Updates – Rachel Franks accepted the Recreation Supervisor position and began work on October 26th. Legislative Regular Agenda F Consideration and possible action to approve a construction contract for facility renovations at Williams Drive Pool. Eric Nuner stated there was one bid and it was 30% - 40% over what was budgeted. Eric Nuner stated he will be meeting with a consultant on alternative options for construction. Kimberly Garrett stated the option might be rehabbing the current structure which could save a substantial amount of money. Eric Nuner stated the area could be updated to the ADA standard and the electrical, plumbing and decking to be replaced. He stated parking would be reconfigured based on the building location. Bob Johnson asked what the time line is. Eric Nuner stated by May some of the work could be complete not including the parking lot otherwise construction would start in September. G Consideration and possible action to approve a construction contract with Progressive Commercial Aquatics of Manor, TX for maintenance and repairs to Williams Drive Pool. Page 33 of 34 Eric Nuner stated this was a pool related issue and it will be looked at combining this as one item with one vendor. H Presentation, discussion, and direction to staff on proposed improvements to Founder's Park. Bob Johnson stated that Kimberly Garrett, Eric Nuner and himself presented information to the Downtown Related Boards and Commission meeting on October 28th. Eric Nuner presented a conceptual plan for improvements of Founder's Park located at the corner of 9th and Church Street. He stated this area is in the Downtown Overlay District and there are certain restrictions and materials that can be used in the park. Eric Nuner stated there was feedback from the meeting. One group wanted to look at the historical significance of the park and use it as an interpretive area and take the playground out. The Parks and Recreation Advisory Board discussed a variety of possibilities for the area. The Parks and Recreation Advisory Board would like to see a play structure in this area. Motion made by Glenn Holzer, second by Keith Fruge to proceed with the plan as presented with the play structure.
