San Gabriel Park Phase II– All road construction, paving and parking has been completed. Demolition is at 100%. Trails are being constructed and pavilion pads are at 95% installed. Six small pavilion frames have been installed with more delivered to the site waiting to be installed. The restroom foundation has been formed, plumbing installed and is waiting for electrical rough in to be poured. The steel framework has been delivered to the park. Electrical conduit and water lines are in process of being installed. Staff is working on policy and procedure to begin sales of available niches. Page 6 of 22 Trail Reconstruction – 2018 phase II reconstruction of the San Gabriel River Trail is scheduled to be completed in summer of 2019. Staff is assessing current conditions for ADA compliance. The project is being considered as an addition to the Phase II San Gabriel project. No change. 2019 CIP Projects Georgetown Village PID Park Improvements – Staff is working with purchasing to develop and issue an RFQ for Landscape Architectural services to complete design for park improvements for the Village PID. The RFQ was issued January 4th and responses will be reviewed at the end of January. VFW Park Parking Lot – The additional parking lot at VFW Park is under contract with Prime Construction. Staff are waiting for finalized change order for the San Gabriel Phase II project to begin construction. The project is scheduled to be completed by March of 2019. Berry Creek Neighborhood Park – Staff will be scheduling public input meeting with residents to gather input for future development of the park. No change. Kelly Park – Renovations will be made through the Capital Repair and Replacement Fund. Public input will be gathered prior to construction. No change. 84 Lumber Park - Staff will start the public input process to gather information for design. T here are 134 units p ro p o s ed whic h would equate to 2.68 acres o f parkland. The p ro p erty is heavily encumb ered by overhead utility eas ements , gas p ipeline eas ements and d rainage. Due to these c o nditio ns , there is no t an id eal 2.68 tract that is acc ep table to the City. T he d eveloper is p ro p o s ing to p ay the parkland d ed icatio n fee in lieu o f parkland d ed icatio n. T here are two p ublic neighborho od p arks in close p ro ximity to the p ro p o s ed develo p ment, in additio n, the d eveloper has p ro p o s ed to p ro vide a private p ark and to utilize the s pac e under the overhead utility lines as open s p ace/s o cc er field s . The o riginal parkland d ed icatio n requirement was 5.46 acres fo r 273 units . The parkland p ro p o s ed was 9.42 ac res , o f whic h 2.23 ac res was o ut o f the flo o d p lain. The to tal amo unt o f land req uired o uts ide the floodplain was 2.73 acres (50% o f the total required ). In lieu o f the 0.50 ac re sho rtfall o uts id e of the flo o d p lain, the d eveloper p ropos ed a minimum o f $30,000 worth o f park improvements . Those p ark improvements are s till b eing ins talled . The c hange comes with the ac tual d ed icated parkland. Since ap p ro val of the original Carlson Place projec t in 2016, the develo p er has p urc hased the land jus t to the south of C arls o n Plac e, kno wn as Carlso n South. The develo p er wo uld like us to revis it the parkland fo r this area as it is now go ing to be cons idered o ne s ubdivis io n with s hared amenities. In ad d ition, when ad d ing the Carls o n South land to the p ro ject, a p ro p o s ed future c o llecto r ro ad known as Wey Hill Drive, was req uired to be extended thro ugh the pro p erty thus bisec ting the parkland for Carlson P lace. The p arkland req uired fo r Carls o n South is 6.12 acres (306 units/50). The p ro p o s ed dedic ation is 5.96 acres. The parkland s hortage fo r Carls o n So uth is 0.16 acres. The p arkland lo s t d ue to the road extensio n fo r Carls o n P lac e is 2.05 acres. This number is large due to the fact that when the proposed future collec tor ro ad c omes thro ugh, staff did not s upport an orphaned p arcel o f p arkland no t attached to the main p ark. T he total parkland s hortage is 2.21 ac res whic h eq uates to $27,625 in fee in lieu of. In lieu of the fee, the develo p er is p ro p o s ing a concrete trail connec tion from Carlson Plac e park improvements to Carlson So uth P arkland . This will help fac ilitate p ark acc es s by both areas . In ad d ition, the develo p er is als o proposing to provid e 10 p arallel parking s talls ad jacent to the park. Thes e amenities area exp ected to cost a minimum o f the fee owed . There has no t b een any deeds recorded for the parkland which allows changes to be made. Staff is s uppo rtive of this parkland amendment and additio nal p arkland and imp ro vements. This s o lutio n p ro vides a larger neighborho o d park for the s ubdivis io n. T he d eveloper is als o proposing a private amenity center that both neighborho o d s c an ac c es s . A Call to Order - Jim Hougnon, Parks and Recreation Advisory Board Chair The meeting was called to order by Jim Hougnon at 6:00 pm. B Roll Call - Jim Hougnon, Parks and Recreation Advisory Board Chair Jim Hougnon, Scott Macmurdo, Katherine Kainer, Michael Simpson, Larry Gambone, Wayne Beyer, Danelle Houck C Parks and Recreation staff member introduction and presentation - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett introduced Robert Staton, Recreation Specialist. Robert Staton started in August of 1997 with the City of Georgetown. He stated he attended Baylor University and received a Bachelor of Education with an emphasis on outdoor recreation and stated he has been fortunate to use that in a lot of things he does. He has had several different positions and he started at the recreation center as a recreation specialist. He stated that he and his supervisor started the teen adventure program with backpacking and rock climbing. He then moved to the tennis center when the city purchased it and was the tennis center supervisor. Then athletics started growing and he moved to the athletic coordinator position and doing senior adult day trips once a month. This program is call KYDSS; Keeping Young Doing Senior Stuff. At the time we had the smaller recreation center and didn’t have room for senior specific classes and programs, so it started with these trips. Robert Staton then took on the Senior Adult Program when the teen/senior center opened. Robert Staton reviewed the senior adult programs and explained the Silver Sneakers program. It was asked how the programs are filling up and if additional classes need to be added. Robert Staton said currently that is not needed but as Georgetown grows it is something we need to look at. He stated the trips are working well. They are full with not too many on the waitlist. D Update from the Friends of Georgetown Parks and Recreation - Danelle Houck, Parks and Recreation Advisory Boardmember Danelle Houck stated they had the Daddy Daughter Dance on October 27 which was successful. They sold 91 pre-sale tickets and 140 tickets at the door; which translates to almost $3,000 at the door. E Project Updates and Staff Report - Eric Nuner, Assistant Parks and Recreation Director Page 19 of 22 Eric Nuner stated at Garey Park they are continuing to work on the punch list items. The Master Naturalists are working on the bird blind; the weather has pushed them back on that. The San Gabriel Park Phase 2 is moving along and the paving is done. The columbarium is progressing; the paving, seat wall, and concrete is done. They have clean up left to do. There will be some landscaping done. It was asked when the niches will be for sale. Kimberly Garrett stated the cemetery ordinance is being updated and staff is waiting for the legal department on the updates. The fee schedule was approved by City Council. F Update after City Council’s approval of the 1st Reading of Chapter 12.20 of the City of Georgetown Code of Ordinances, entitled Parks and Recreational Facilities. - Eric Nuner, Assistant Parks and Recreation Director Eric Nuner stated this was presented to City Council on October 23rd. This was presented to council to have the flexibility to set hours. There will be no changes from the first reading to the second reading. City Council approved the first reading. G Discussion on the Parks and Recreation Advisory Board holiday event. - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett stated the board’s planned meeting will be 12/13/18 at 5:30 pm at BB’s. Jill Kellum will send out an invitation to the board and the Friends of Georgetown Parks and Recreation. Legislative Regular Agenda H Consideration and possible action to recommend approval of a change order with Ritter-Botkin Prime Construction Company Inc. of Pflugerville, Texas for additional improvement at San Gabriel Park and VFW Park. - Eric Nuner, Assistant Parks and Recreation Director Eric Nuner stated the change order is for site furnishings, which the installation was included in the general contract, and the VFW parking lot, which will be funded with the 2019 CIP. The budget was $175,000 and the amount is $152,000. The demo of the rodeo arena is also included in this change order. Primarily what this will be is concrete and building removal. The sheriff posse will be taking the lighting, metal and dirt out of out the infield. The total of the change order is $438,630.00 and will be taken to council on December 11th. Motion made by Michael Simpson second by Wayne Beyer to recommend approval of a change order for the value of $438,630.00 with Ritter-Botkin Prime Construction Company Inc. of Pflugerville, Texas for additional improvement at San Gabriel Park and VFW Park. Approved: 7 – 0 Page 20 of 22 I Consideration and possible action to recommend approval of a Master Services Agreement for landscape architectural professional services with Covey Landscape Architect, Inc. of Georgetown, Texas – Eric Nuner, Assistant Parks and Recreation Director Eric Nuner gave a brief history of the Master Service Agreement. These are for professional services and are not based on price. The vendor develops a scope and the price can be negotiated. The city recently renewed with Halff Associates. He stated Covey Landscape Architect, Inc. is local and are a sub with the columbarium, they have worked on the Village PID master plan, on Grace Heritage Church plaza design and the Rivery Blvd extension. There is not a current project to be done. Kimberly Garrett stated the more variety of firms helps work with different projects and the size of projects. Kimberly Garrett stated even though they are on the list that doesn’t guarantee work. This will go to council the week after Thanksgiving.
