FINANCIAL IMPACT: NA SUBMITTED BY: Kimberly Garrett, Parks and Recreatio n Direc to r ATTACHMENTS: Description Type Project Report Exhibit Page 3 of 27 Parks and Recreation Capital Improvement Projects –January 2017 VFW Park – The renovations of the current softball complex are moving forward. The project is now at 90% complete. Irrigation is being installed and field fencing. All concrete work has been completed. Dugouts have been completed and electrical will be complete week of January 9th. Concession fixtures are being ordered for installation and the parking lot is being prepared for final completion. Contractor is ahead of schedule. Garey Park –Bids for Garey Park were opened in October. The bids exceeded the allocated budget and are being rejected at the November 8th City Council meeting. The project was split into three parts with the house renovations bidding in December. The remainder of the project was advertised for bid January 8th, 2017 and bids are scheduled to open the first week of February. San Gabriel Park –The San Gabriel Park Master Plan was completed in June 2015. The Master Plan suggests phasing project for several reasons, funding, spring restoration and keeping some of the park open at all times. Phase 1 and 2 schematics were completed, with the funding for Phase 1 design and construction drawings approved. Bids for Phase 1 were received for the project on December 20th, Page 4 of 27 2016. Construction is pending approval of the Parks Board and City Council. It is scheduled to begin in March of 2017. Construction timeline for Phase 1 is estimated to be 10 months. Village Park and Pool – Exterior ADA work is at 90% with parking lot and final cleanup to be done. McMasters Park – Exterior ADA work is scheduled to begin in February for all parking, accessible routes and playground work. Parks Administration Building – KPA Engineering produced construction documents for ADA modification to the accessible routes to the building. Project start date is pending completion of McMasters Sports Complex. Founders Park – Construction documents have been produced by Steger Bizzell. The renovations for Founders Park are part of a bigger sidewalk project the City is undertaking. Construction is scheduled after Poppy Fest. Booty’s Road Park – Contracted ADA work issued to the contractor has been completed. Parks staff will complete changing of hand driers, installation of grab bars, signage and water fountain. ITEM SUMMARY: The Sun City Hiking Club is req uesting ac ces s onto und eveloped p arkland in o rd er to c o nnect hiking trails in the exis ting S un C ity to hiking trails in the new Queens Trac t. The City of Geo rgeto wn owns a piec e of p arkland that is adjac ent to S un City and the Queens Trac t. This p arkland is als o ad jacent to the future Wes tside Park. T here are no immediate plans fo r this p arkland and the area they are reques ting is also not eas ily acc es s ible fro m the future Wes tside Park d ue to Berry Creek. The area to be used is approximately 1,200 feet and follows the existing was te water line eas ement for almo s t half of the dis tanc e through the p ro p erty. The trails are nature trails with no improvements , o ther than some flat natural sto ne mile markers . At the time Wes ts id e P ark is develo p ed and the area would essentially open up to res id ents , Sun City would be res pons ib le for managing ac cess into their develo p ment for non-S un C ity residents. A s chematic map is attached which s ho ws the loc ation of the c onnec tor trails. Staff has been working with S un City Hiking C lub and the S un City Co mmunity As s o ciatio n o n this req uest for s everal months . The S un City Hiking C lub has 420 memb ers and jus t c eleb rated the 16 year anniversary of the c lub . S taff is sup p o rtive o f this req uest and will wo rk with the Legal Dep artment o n the nec es s ary d oc uments in o rd er to grant this reques t. Installation charges are due upon completion. Standard installations are based upon a soil work site, that is freely accessible by truck, (no fencing, tree/landscaping or utility obstacles, etc.), and level, (+/- 1-2% maximum slope). An accessible water source must be available to the installer. Any site work that is not expressly described is excluded. Standard installation does not include any extra or additional machinery, drillers, etc., for rock excavation. If rock conditions are encountered, additional charges will apply.Standard installations generally require from 2-10 business days to complete, depending upon the amount and type of equipment, site conditions, weather, and the installer's schedule. Work may or may not be performed in consecutive days. Playcurbs are staked in, not set in concrete. Engineered wood fiber and shredded rubber surfacings are spread, not compacted, rolled, or watered. Landscape timbers are not warranted. The Customer is responsible for locating and clearly marking all underground utilities in the installation area before any installation work can begin. The installer is not responsible for damages, repairs, or discontinuance of business due to damaged utilities.If applicable, sprinkler system locates, re-working and repairs are excluded from installation charges. Installation of all products, (equipment, borders, fall surfacing and amenities) are as quoted and approved by acceptance of quotes and drawings. As a precautionary measure, work in progress areas will be taped off at the end of the workday. Pier spoils from installation shall be spread at site, site will be left rough grade. The installer is not responsible for any damages or re-work resulting from after hours events or activities during the work in progress period. Temporary fencing is only provided by specific request, and additional charges will apply. Collectively and/or individually, not the manufacturer, TRP, their representatives, nor the installation company shall be held liable for any damages resulting from misuse, vandalism, or neglect. Any deviations from approved and accepted placement of all items, along with additional work, over and above quoted items, will be chargeable to the customer. Once work is completed the customer will be notified if present at the job site, and all responsibility of any new work will be transferred to the customer. The customer is responsible for maintaining the integrity of completed installation work until all components have seated and/or cured (concrete footings, etc.). Your project site must be completely prepared and ready to receive your equipment before any installation work begins. Acquisition of any and all permits is the sole responsibility of the customer. Additional charges may be billed for any extra hours or trips needed as a result of the work site not being ready. Neither the installation contractor, GameTime nor TRP will be responsible for delays caused by shortages, incorrect parts, weather conditions, other contractors, or lack of site readiness. If you are receiving your equipment, you are responsible for unloading and accepting delivery from the freight company and reporting any damaged freight or shortages on the freight bill at the time. You will also be responsible for a complete inventory of your received equipment and reporting any discrepancies to us immediately. Neither the freight company nor the manufacturer will resolve shipment discrepancies that are not reported immediately. Make sure that all items have been received before any type of installation work is scheduled. The freight carrier will be instructed to call your designated contact 24 hours before delivery to arrange a delivery appointment. Once accepted, orders can only be changed or canceled with the consent of GameTime and TRP, and on terms that will indemnify them against loss. Changed or canceled orders are subject to a $100.00 service charge. Additionally, canceled orders are subject to a 25% restocking fee, plus freight charges (to and from). Built-to-order equipment orders are non-cancelable. Changes to orders that have been shipped and invoiced are subject to the above $100.00 service charge plus additional restocking/return charges of 25%. Non-returnable items shall be charged at full invoice value. Any return transportation charges shall be for the Buyer's account. Replacement parts are also subject to the cancellation/returns policy. Please carefully review any research information that has been sent to you and confirm that you are ordering the correct replacement parts for your equipment. This quotation is valid 30 days. Kimberly Garrett stated the Garey Park plans are at 100% complete and are in review. The bidding for the project is scheduled for the fall. Kimberly Garrett stated RVI has 75% construction plans for San Gabriel Park. The bidding is scheduled for the fall and the construction is scheduled to start in January. Eric Nuner stated the Village Park and Pool and McMasters for scheduled for contract approvals in the fall. Kimberly Garrett stated there was no change on Founders Park. D Update from the Friends of Georgetown Parks and Recreation Kimberly Garrett stated the Friends of Georgetown Parks and Recreation will have their annual meeting September 26th. E Update on the Quarterly Downtown Board Lunch. Kimberly Garrett stated that Keith Fruge and she attended the lunch. She stated that Downtown West was approved. Page 20 of 27 F Update on the Bike Study Plan with UT. Kimberly Garrett stated that the Bike Masterplan is not in the budget to be funded. She stated UT students are working on a practicum. She said the student’s focus is to look at what it would take to get a policy change for Georgetown to implement a bike masterplan. They will be coming to Georgetown to look at what the city has already and what changes that will need to be made. They will look at the benefits of biking, if it is a tourist draw and why the city needs a bike masterplan. She stated this is not costing the city and there will not be public input on this. There was discussion about the possibility of forming a subcommittee for a possible future Bike Masterplan. G Update on the Proposed 2016/2017 Budget for Parks and Recreation Kimberly Garrett presented the items that are proposed in the 2016/2017 budget. The proposed City Manager's budget was presented to City Council on August 9, 2016. The first reading of the budget was approved on August 23, 2016. The second reading will be held on September 13, 2016. The new budget year starts on October 1, 2016. Legislative Regular Agenda H Consideration and possible action to approve an agreement with Williamson County to preserve parkland as part of the County’s Regional Habitat Plan to protect endangered species and allow for a roadway accommodation for Westside Park. Kimberly Garrett introduced Gary Boyd with the Williamson County Conservation Foundation and the explanation of this item. The Williamson County Conservation Foundation is requesting that we set aside approximately 3 acres near Westside Park to protect endangered species. This property is in an area that is outside the current Westside Park Master Plan. The land set aside would remain parkland, but it would be a passive area with limited use, retaining the property’s natural character. In exchange for setting aside the parkland, there would be roadway accommodations made for Shell Spur thus giving the Parks and Recreation Department more usable space at Westside Park. Staff supports this request as it is a win win for both the County and the City. There were 3 bidders on the project. The focus going forward is to hold off on items that were high cost with a low return on investment. The proposed revised project scope would be to consider holding off on the following items: Cabin and Camping Areas, Amphitheater and associated improvements, Caretaker house, Equestrian Arena Roof, and reduced site work that supports above items. There will be consideration for a park host like at state parks that would have an RV site. By taking out these items it would reduce the cost to approximately 11 million. Looking at the business plan model with the revised scope it would not cost more to operate the park, it will more likely cost less to operate the park. The next step is to repackage the remaining pieces into 3 distinct projects; site/civil package, Garey House Renovation and the active recreation. The project is not being redesign, it will continue as planned with only the areas mentioned above. Kimberly Garrett explained that some date in the future, when the population is there and there is a demand and they want to do more there will be opportunities in the future to go for additional bonds for the city as we grow to finish out the park or do something different. The hiking and equestrian trail will remain in the project. The Garey Park construction contract would come back to the board on February 9, 2017 and then go to council on February 14th. Construction to start March 2017 and construction complete early 2018 and Page 24 of 27 open early 2018. Kimberly Garrett stated city council and Mr. Garey were all on board with the new plan. D Project Update: VFW Park, Garey Park, San Gabriel Park, Village Park and Pool, McMasters Park, Parks and Recreation Administration, Founders Park, and Booty's Park. Kimberly Garrett and Eric Nuner briefly went over the project updates. Eric Nuner stated VFW should be complete in January which is ahead of schedule. Since it is not a good time for grass to establish they are looking at different options for that. Kimberly Garrett stated the construction plans for San Gabriel Park are in review with the city. Some of the estimates for construction are being considered since receiving the bids for Garey Park. Kimberly Garrett and Eric Nuner stated they are working on construction plans for Founder’s Park and they will plan to start after Poppy Fest. There is no way to complete the project by then. E Update from the Friends of Georgetown Parks and Recreation Kimberly Garrett stated they had a meeting Tuesday night. Kimberly Garrett stated Danelle Houck has been serving as the liaison from the board. The next board meeting we will have an action item to officially appoint Danelle Houck as the liaison to the Friends of Georgetown Parks and Recreation. Danelle Houck stated the Friends took part in the Trick or Treat Village and they had great conversations and they handed out about 600 informational flyers. The Georgetown Swim had a busy Fall and a majority of their kids have passed out of level 2 in swim lessons which means they can swim. The Friends group is in the planning stage creating a new brochure, increasing their social media presence, they have a Facebook group and they are working on a membership campaign for corporate, individual, and also volunteers. The Friends group does a water stop for the Turkey Trot that the Georgetown Running Club puts on and they are looking for volunteers. Legislative Regular Agenda F Discussion and possible action on the parkland dedication for Hidden Oaks at Berry Creek. Kimberly Garrett explained the project and Jamie Shelton with the project was present for the meeting. Hidden Oaks at Berry Creek is a proposed new neighborhood that will be part of the Berry Creek Country Club. This development has received zoning approval and submitted a preliminary plat. There are 226 lots proposed for this subdivision. They are requesting to pay a fee in lieu of land dedication since there is a 2.7 acre park that is 1/3 mile away from their subdivision. The Parks Master Plan says the service area for a neighborhood park is a 1/2 mile. Fees would be collected at $250 per lot for a total amount of $56,500. The fees collected would be put into zone 17 for future park development. The 2.7 acre park that is 1/3 mile from this subdivision is in zone 10 which is a secondary zone to zone 17 allowing for City staff to utilize the funds to develop the park. Page 25 of 27 In addition, this development is proposing three areas of green space. Area 1 is 3.89 acres and will have a sidewalk all the way around which could serve as a walking path. In addition, the residents will have access to the Berry Creek amenities. Staff is supportive of this request being that there already is a neighborhood park less than 1/2 mile away from the subdivision. This item was brought to the board for discussion and feedback at the August 11, 2016, meeting. At that meeting, there was support for fees in lieu of land dedication. Motion made by Robert Palko, second by Keith Fruge to recommend approval on the parkland dedication for Hidden Oaks at Berry Creek. Approved 6-0-1 absent (Holzer) G Consideration and possible action to approve the parkland dedication for Carlson Place Subdivision. Kimberly Garrett explained this item. Carlson Place is a single family residential development located off of S.E. Inner Loop near Churchill Farms. It is also near Meadows of Georgetown which has a 2.12 acre neighborhood park. The proposed development has 273 lots. The parkland dedication requirement is 5.46 acres. The developer is proposing to dedicate a total of 9.44 acres of parkland, of which 2.26 acres are outside the floodplain and 7.18 acres are in the floodplain. Land in the floodplain can count as half credit for the parkland requirement. The total amount of land required outside the floodplain is 2.73 acres. In lieu of the .47 acres short outside the floodplain, the developer is proposing to add a minimum of $30,000 worth of park improvement to the area. Park improvements in the in play area could include swings, picnic tables, benches and trash receptacles. There is also an opportunity to connect the new proposed park with the park at Meadows of Georgetown via a trail/path. Staff is supportive of this parkland dedication proposal. Glenn Holzer entered the meeting at 6:55 pm. Motion made by Robert Palko, second by Jim Hougnon to approve the parkland dedication for Carlson Place Subdivision. Approved 7 - 0 H Consideration and possible action to recommend approval of a construction contract for ADA compliance renovations at McMasters Park, Village Park and the Parks and Recreation Administration Building to Choice Builders, LLC of Temple, Texas in the amount of $258,393.50. Eric Nuner explained this item. In 2015, The City of Georgetown implemented an ADA Transition Plan. In that same year, the City also conducted self-assessments of parks, facilities and public pedestrian rights-of-way to identify physical barriers to accessibility. The Transition Plan provides a rank for each location and a schedule that indicates a projected time for resolution. Page 26 of 27 McMaster’s, Village and the Parks and Recreation Administration Building were all highly ranked due to their volume of public visitations. Additionally, these locations have significant limitation in providing accessible routes therefore disallowing access to amenities for persons with disabilities. The City received sealed bids from four bidders on Thursday, November 1, 2016. Choice Builders was the low bidder and has previously completed related parks projects for the City. Additionally, KPA has used them with satisfactory results and is recommending contract approval. Estimated Completion of the project is spring of 2017.
