Project updates for Garey Park, Westside Park, San Gabriel bank stabilization, San Gabriel Park
improvements, VFW Park, Williams Drive Pool, Parkland Dedication, Emerald Springs Park, and staffing
updates
Garey Park –25% Detail Development (DD) was completed Mid December with 100% DD by mid-
February. The traffic impact analysis was completed in December and is currently under review by the
Transportation Department.
Westside Park –The Master Plan will be presented to City Council in January as part of an overall update
on parks projects. The proposed suggestions from October 8th Parks Board presentation were
incorporated into the plan.
San Gabriel Bank Stabilization – The project has received approval from the Texas Historical Commission.
This item will be presented to Council on January 12.
San Gabriel Park –City Council approved selling $1.7 of the 2008 Park bonds for the construction
improvements at their October 27th meeting. Survey of the parks is currently underway to assist with
design development.
VFW Park –Bidding is scheduled for January. The project is scheduled be presented to Parks Board in
February for approval of a construction contract.
Williams Drive Pool – Construction contract was approved at Parks Board in December and is scheduled
to be presented to Council on January 12.
Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on updating the
ordinance based on the recommendations from the subcommittee. Proposed changes to be brought to
the board in the next few months.
Emerald Springs Park – ADA accessibility to the park is complete. The playgrounds are installed, site
work and demolition of the old playground is currently underway by City staff.
Staffing Updates – Gus Huerta, parks maintenance worker started on December 28th. This brings the
Parks Department to full staff.

SUBJECT:
Discussion and possible action on approving the parkland dedication proposal for Kasper MUD.
ITEM SUMMARY:
Kasper MUD is a proposed MUD development in the Southwest part of Georgetown. They are
proposing 775 units which equates to 15.5 acres of parkland. They are proposing to set aside and
dedicate 22.5 acres. As part of a MUD, they must go above and beyond the parkland dedication
requirements in the UDC. They are proposing a 8 foot wide concrete trail throughout the property
with improved linear parks. This trail could potentially connect up to future development in the
area. In addition there will be a playground open to the public adjacent to the amenity center
which is centrally located in the subdivision. The MUD/HOA will maintain the parks and trails.
This development is in close proximity to Woodhull MUD aka Saddlecreek MUD. The Parks
Board approved the parkland for this development in February 2015.

SUBJECT:
Presentation, discussion and staff direction on proposed updates to the Parkland Dedication
Ordinance.
ITEM SUMMARY:
Staff has been working with the Planning Department on revising the Parkland Dedication
Ordinance. The revisions come from work the Parks and Recreation Board subcommittee did, as
well as suggestions from the planners and staff. The Parkland Dedication Ordinance was last
revised in 2003 when the Unified Development Code was created. Topics for proposed changes
include:
Allow partial credit for private parks
Increase Fee in Lieu of land dedication
Implement a parkland improvement fee or the option to make improvements
Reduce the number of zones
Make changes to the allowable credit for floodplain
Address parks in the ETJ as private parks
Create incentive for commercial development to dedicate parkland
Require developer to build regional trail as detailed on trails master plan
Address phasing and how it relates to parks not dedicated in the first phase
Decrease land requirement from 1 acre for 50 units to 1 acre for 75 units
Staff will also present proposed changes to the UDC Advisory Board on January 19th. Staff is
drafting language to address these issues and will bring proposed changes to the board for review
in the upcoming months.

The Parks and Recreation Advisory Board met Thursday, December 10, 2015 at 6:00 pm at 1101 N. College Street,
Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the
request of the Robert Johnson for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.)

The meeting was called to order by Keith Fruge at 6:00 pm.

C Update from the Friends of Georgetown Parks and Recreation
The Friends of Georgetown Parks and Recreation did not have a December meeting. Kimberly Garrett
stated the sand table will be installed this week and a plaque will be installed as well.
Legislative Regular Agenda
D Consideration and possible action to recommend approval of the parkland dedication and park
improvements for Williamson County MUD 34, known as Riverview
Kimberly Garrett presented information on the Riverview MUD and Joe Straub and Cheryl Allen were
present to answer any questions. Riverview is a proposed MUD located west of Georgetown on Hwy 29.
There are 591 units planned in the subdivision. They are proposing to dedicate 22 acres of land along
the South San Gabriel River. As a MUD development, the developer is required to exceed the UDC
parkland requirements and address parkland improvements. The developer is proposing to build a 10'
wide concrete trail that will tie to the City's regional trail plan. The trail will also meet ADA Accessibility
Guidelines. In addition there is also a proposed parking lot for trail access.
Motion made by Bob Palko, second by Glenn Holzer to recommend approval of the parkland
dedication and park improvements for Williamson County MUD 34, known as Riverview as presented.
Approved 6 - 0
E Consideration and possible action to recommend approval of Choice Builders, LLC of Temple, Texas
for construction of the San Gabriel River bank stabilization wall in San Gabriel Park in the amount of
$454,739.
Eric Nuner presented an overview of information on the construction and introduced Trey Sutton an
engineer with KPA. Over the years, the riverbank in San Gabriel Park has been eroding due to flooding
that occurs in the park downstream where the North and South San Gabriel Rivers converge. Bank
stabilization was identified in 2013 as a priority project through the capital improvement plan to protect
additional parkland from eroding. The Parks and Recreation Advisory Board and City Council approved a

task order with Kasberg, Patrick and Associates (KPA) to complete engineering design, surveying and
environmental clearances in January 2014. Since that time KPA and their consultants have secured the
appropriate federal and state permits required to complete the bank stabilization project. These
included permits from United States Army Corp of Engineers, United States Fish and Wildlife Services,
and Texas Historical Commission. After permitting was received, the project was publicly bid. The City
received sealed bids from four bidders on Thursday December 3, 2015. Choice Builders was the low
bidder responding and has previously completed related parks projects for the City. Additionally, KPA
has used them with satisfactory results and is recommending contract approval. Estimated Completion
of the project is spring of 2016. Funds for San Gabriel Park Bank Stabilization are budgeted in account
120-9-0280-90-037. Funds for this project will be paid for out of the 2008 Park Bonds that were issued in
May 2013 and designated for improvements to San Gabriel Park.
Motion made by Bob Palko, second by Chuck Bridges, to recommend approval of Choice Builders, LLC

F Consideration and possible action to approve a construction contract with Progressive Commercial
Aquatics of Manor, TX for renovations and repairs to Williams Drive Pool.
Eric Nuner presented a conceptual drawing of the pool and presented information on the drawing.
Through the Buy Board, the City will contract with Progressive Commercial Aquatics to perform
renovations and repairs to Williams Drive Pool. Renovations of the existing buildings and grounds will be
completed to update them, as well as ensure ADA accessibility. Additional parking is included as well.
Maintenance items include plaster, pool lights, coping, and lane lines. The total requested amount will
be presented at the meeting. The proposed amount is $810,000.
Motion made by Glenn Holzer, second by Katherine Kainer to approve a construction contract with
Progressive Commercial Aquatics of Manor, TX for renovations and repairs to Williams Drive Pool as
presented in the amount of $810,000. Approved 6 – 0
G Discussion and possible action to approve the minutes from the November 12, 2015 Parks and
Recreation Board meeting.
Motion made by Jason Shurley, second by Chuck Bridges to approve the minutes from the November
12, 2015 Parks and Recreation Board meeting. Approved 6 – 0
Motion made by Keith Fruge, second by Bob Palko to recess the regular meeting of the Parks and
Recreation Advisory Board to go into Executive Session. Approved 6 - 0 Regular meeting recessed
at 6:42 pm.
Executive Session
In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes,
Annotated, the items listed below will be discussed in closed session and are subject to action in the
regular session.

- Deliberation regarding the conveyance of easements to Enterprise Crude Pipeline, LLC on parkland.

The meeting adjourned at 7:24 pm
Motion made by Keith Fruge second by Bob Palko to reconvene the regular meeting of the Parks and
Recreation Advisory Board. Approved 6 – 0 The meeting reconvened at 7:25 pm
Motion made by Keith Fruge, second by Bob Palko to authorize city staff to accept the offer presented
by Enterprise Crude Pipeline for a permanent easement on City Parkland based on terms discussed in
executive session.
Approved 4 – 2 opposed. (Jason Shurley and Glenn Holzer)
