ITEM SUMMARY: The Georgetown Village Center is a Senior Living Center proposing 120 senior living units, 60 assisted living beds and 36 memory care beds. This development is across from the Georgetown Village Pool. This proposal provides for 3.4 acres of parkland. The required amount is 2.4 acres. Due to the nature of the development, a senior living center, the owner wishes to provide all the maintenance to ensure the area is well maintained. They are proposing to not dedicate the land to the City, but provide a public easement with restrictions to ensure the area is always open to the public as a park. The amenities chosen for this site fit in well with the intended use of the area. Staff is in support of the proposed parkland dedication for the Georgetown Village Center. Program elements within this space will include decomposed granite trails, seating areas, grassland plantings, educational signage and ample open space. The concept for the majority of this space is to re-create the Blackland Prairie setting as is historically native to this Eco-Region of the country. Grasses native to this area are known for their drought tolerance and hardiness, so maintenance will be very low, and permanent irrigation will not be required. While providing a visually pleasing “natural” palette, these grasslands are also crucial to providing necessary cover and food sources for wildlife. Signage will be placed along the trail system to educate users about these grasslands, native plant species, history of the region and benefits to the ecosystem. In addition to the grassland plantings and trail system, seating nodes will be provided along the trail system, making use of the existing tree clusters for shade. Additional shade structures may be included as well for areas without natural tree canopy. A fenceline will be incorporated to separate the Open Space area from the more manicured, Active Spaces of the Senior Living Facility itself while keeping the areas visually connected. Declarant expressly reserves (i) the right to use and grant to others the right to use portions of Tract 1 or Tract 2 for any purpose that does not materially interfere with the use of the Easement granted herein, and (ii) the right to use and grant additional easements over and across Tracts 1 and Tracts 2. TO HAVE AND TO HOLD, the Easement rights and interests herein described unto the general public, forever, and Declarant does hereby bind itself, its successors and assigns, to warrant and forever defend, all and singular, these rights and interests unto the general public, against every person whomsoever lawfully claiming, or to claim same, or any part thereof, by through or under Declarant, but not otherwise. 2. Restrictive Covenants. The Property is the subject to the terms and provisions of the following restrictive covenants, set forth below: a) Maintenance. The owner of Tract 3 shall have the responsibility to maintain Tract 1 and Tract 2 in a neat and attractive condition, such maintenance to include prompt removal or all litter, trash, refuse and waste, as well as regular lawn mowing and tree and shrub pruning, as required by good maintenance standards. b) Impervious Cover. The maximum impervious cover amounts for each of Tract 1 and Tract 2 is limited to 10%. 3. Binding Effect. This Easement and Declaration shall be binding upon the owners of all or any portion of the Property, and their respective heirs, successors and assigns and any other person or entity who now or hereafter has any legal, equitable, or beneficial interest in any portion of the Property. 4. Amendment. This Easement and Declaration may only be amended with the written consent of the Declarant, its successors and assigns, and __________________________, and any third party who receives an assignment of easement rights. To be effective, an amendment to this Easement and Declaration must be recorded in the Official Public Records of Williamson County, Texas. 5. Costs and Attorneys' Fees. In any action or proceeding under this Easement and Declaration, the prevailing party shall be entitled to recover its costs and expenses in connection therewith including reasonable attorneys' fees. 6. Severability. ITEM SUMMARY: Hillwood is a proposed MUD development that would be outside the City limits but inside the City's ETJ. They are proposing to build approximately 2,000 residences. Due to the size and scope of the project, it will have a development agreement which outlines many services with the City. This agreement proposed a combination of both land dedication and amenities to satisfy their parkland dedication requirement. They are proposing to dedicate 20 acres of parkland along the South San Gabriel River. In addition, they are proposing to build an 8' wide concrete hike and bike trail along the South San Gabriel River along the dedicated property and the adjacent property below Wolf Ranch ( Simon Mall). This parkland and trail are a vital connection in our regional trail plan to Garey Park. As far as parks and amenity centers for the neighborhood, they propose to have over 100 acres of HOA maintained parks for their residents. ITEM SUMMARY: Bid were received on Tuesday, March 4, 2014, for site work related to the Creative Playscape. There were three bids received. Staff is currently evaluating the bids and information will be presented at the meeting. FINANCIAL IMPACT: Funds for this project will be paid from the 2008 park bonds. Total amount approved for this project is $500,000. To date the funds that have been spent include engineering and design of $49,750 and the playscape purchase of $292,331 leaving a balance of $157,919. SUBMITTED BY: Kimberly Garrett, Parks and Recreation Director City of Georgetown, Texas SUBJECT: Consideration and possible action to approve an award of a bid in the amount of $75,998.33 for parkland maintenance services to Heart of Texas in Belton, Texas . ITEM SUMMARY: Bid were received on Friday, February 7, 2014, to perform landscape maintenance services for a period of thirty (30) months with an option to renew for three (3) additional one (1) year periods starting in March 2014. Maintenance will be completed at 28 park sites. The invitation to bid was forwarded to bidders on the City's bid list as well as bidders on the City's web site. Eight (8) responses were received and evaluated using the advertised best value criteria. After staff evaluation, Heart of Texas is vendor of choice due to their evaluation through the best value criteria. In addition, they were the only bidder that all three references replied and all had very favorable reviews. Heart of Texas does landscape maintenance for WILCO Parks, UMHB, and Scott and White. This will be a new vendor for the City. Staff is recommending approval. FINANCIAL IMPACT: This item is included in the approved 2013/14 Budget in the Parks Department operating budget. It is funded by General Fund revenues. Account number: 100-5-0211-51-525 in the amount of $56,598.33 The landscape maintenance is also included in the approved 2013/14 Budget in the Facilities Internal Service Fund. They are funded by current year revenues available in that fund.
