ITEM SUMMARY: At the January 9th Parks Board meeting the board recommended approval of the conversion of 3.75 acres of San Gabriel Park for 57 acres at the Westside Park for the realignment of FM 971. This conversion resulted in some of the park amenities having to be relocated. These items include trail, a soccer field, exercise stations, back stop practice areas and trees. In order for the design of the FM 971 project to move forward, the park elements need to be relocated. Staff has met with engineers from Klotz and Associates and landscape architects from Coleman and Associates on a preliminary design and schedule. The preliminary schedule has construction beginning in July which will be after the spring soccer season. Only one field will be affected for the fall season and games would be temporarily shifted to the old football field for the fall. Staff has met with the representatives and recommends moving forward with the project. FINANCIAL IMPACT: There is no financial impact to the parks and recreation department. SUBMITTED BY: Kimberly Garrett, Parks and Recreation Director ATTACHMENTS: Description Type 971 Backup Material City of Georgetown, Texas SUBJECT: Presentation of Draft 2014/2015 Parks Capital Improvement Plan ITEM SUMMARY: Each year the City adopts a Capital Improvement Plan. This year the Parks and Recreation Board will be presented a draft plan that will be made available to the public for comment. The board will then approve the final plan in May that will be presented to the City Council on June 24, 2014. FINANCIAL IMPACT: Funds for the capital improvements come from a variety of sources. The sources will be determined when the plan is approved in May. ITEM SUMMARY: The Georgetown Village PID maintains all parks in the Georgetown Village that are under one acre. The Village PID Board has approached the City about converting Chestnut Park, a current PID park into a dog park. It is located at 506 Westbury Lane and is 0.379 acres. This park is a city owned park, but managed by the PID. Ordinance 12.20.070 details out the criteria for establishing an off leash area. The ordinance is as follows: A. Any new off-leash dog recreation areas shall be established by the City Council in consultation with the City's Parks and Recreation Board, and due consideration shall be given to operational and animal regulation and care issues, including but not limited to: 1. Security measures to assure that the unleashed dogs remain contained within the dog recreation area; 2. Control of noise and other potential nuisances that might affect nearby land uses; 3. Parasite control; 4. Feces control within the dog recreation area and feces runoff from the dog recreation area; and 5. Provisions for dogs that do not participate in compliance with the applicable regulations. B. Dogs with two or more documented aggressive incidents in the off-leash dog recreation areas shall be banned from off-leash dog recreation areas. If an owner takes a dog or allows someone else to take a banned dog to an off-lease recreation area after receiving notice of two or more aggressive incidents, the owner shall be in violation of this provision. 1. Aggressive incidents are defined as a display of menacing or threatening behavior including but not limited to a bite causing a wound, pierce or cut of a person or another dog. If the board recommend approval of establishing this dog park, the item will then go to City Council. FINANCIAL IMPACT: Chestnut Park is currently maintained by the Georgetown Village PID. Costs to build and maintain the dog park will be the sole responsibility of the Village PID. Dogs must be in view and within voice control of their owner/handler at all times 3R: Parasite Control 3S: PID will establish additional maintenance protocols to manage potential increase in parasites. Currently Chestnut Park is maintained weekly by SunTerra to include landscaping, irrigation, pest control, and garbage removal 4R: Feces control within the dog recreational area and feces runoff from the dog recreation area 4S: Additional trash receptacles and Mutt Mitt dispensers will be installed. Additional garbage removal will be scheduled R5: Provisions for dogs that do not participate in compliance with the applicable regulations. S5: All safety precautions implemented at the Bark Park will be present at the Chestnut Dog Park. In addition to the existing safety protocols, signage, incident forms and ordinances the PID will elect a board member to act as a community liaison for the dog park to respond to questions or concerns residents or users of the park may have. This contact information will be provided on a message board along with all applicable numbers and forms at the entrance of the dog park. Small Dog Park Areas of concern Increased wear and tear of turf Sun City and Austin both have dog parks at or below 1 Acre. #1 concern expressed was the increased deterioration of turf and potential dust bowl. The PID will be able to offset this because Chestnut dog park has irrigation and a weekly landscaping service whereas neither Sun City or Austin do, this will allow for a proactive maintenance program rather than reactive Increased risk of aggression/dog bite Neither Sun City or Austin expressed an increase in dog aggression or incidents due to space. Sun City did note that it was important to have a dedicated area for smaller dogs under 30lbs. The current plan has a separated space for small dogs Capacity Once built we will establish a capacity that is appropriate for the space however like most parks it will be left to the owners and users of the park to follow the posted rules and ordinances. With no dedicated parking lot and its location removed from any major causeway it is expected that the majority of users will be local Village or Georgetown residents Cost vs Reward Projected cost up to $50,000 for a dog park is less than 1 Acre. While the initial cost may seem high the amenity of a dog park would benefit the entire village. Dog owners would have a proper off leash area within walking distance. Less dogs would be let off leash in the adjacent elementary school. Preconstruction meeting with Smith Contracting on Monday, April 7th.. Project moving forward. San Gabriel River Trail Expansion trail work is progressing. Most of the trail has been completed.
