FINANCIAL IMPACT: NA SUBMITTED BY: Kimberly Garrett, Parks and Recreatio n Direc to r ATTACHMENTS: Description Type Project Updates Cover Memo Page 2 of 13 Parks and Recreation Capital Improvement Projects – April 2016 San Gabriel Bank Stabilization – This segment of retaining wall is funded through bond revenue approved by voters in 2008. It will provide bank stabilization for the section just west of the low water crossing at the confluence of the North and South Rivers. The wall is approximately 1700 feet long. The project received approval from the City Council on January 12th.The gates at the dam in San Gabriel Park were pulled February 29th with construction beginning the same week. The project is scheduled for completion June 1st. Status: Approximately 150 linear feet of the wall has been constructed. High water levels in the river have slowed progress of construction. Williams Drive Pool Re-development – After receiving bids in November, the project went back to the designer because of budget over runs. It was determined that the site could be reevaluated and renovated. The existing building will be kept and update for ADA compliance. Parking areas were redesigned as well as the pool deck and pavilion area. Page 3 of 13 Status: All demolition has been completed. Progressive Aquatics has installed all concrete for the new entry to the facility and is raising the walls for the restrooms and guard shack. The parking lot excavation is ongoing and City staff removed approximately 300 cy of soil from the site. Electrical conduit is being installed for the new pool lights, all plumbing has been roughed in and the site has been made ready to form and pour concrete for the new pool deck. Project is scheduled for completion by May 27th. Garey Park – Design continues to be refined along with probable cost estimates and operations budgets. San Gabriel Park –City Council approved selling $1.7 of the 2008 Park bonds for the construction improvements at their October 27th meeting. Survey of the park has been completed and design development is currently underway. The project is scheduled for construction in winter of 2016. VFW Park – The renovations of the current softball complex is moving forward. Contracts with Smith Contracting are being finalized and plan review is being completed. Once all contracts have been signed and executed, demolition of the existing facility will begin. Village Park and Pool – Project is currently in the design phase for ADA compliance issues. McMasters Park – Project is currently in the design phase for ADA compliance issues. Founders Park – A preliminary design concept has been completed. The next step is to gather public input from citizens and business owners. This is tentatively scheduled for May 4th. Construction won’t start until late winter. ITEM SUMMARY: Imp ro vements to S an Gab riel P ark were o ne of the projec ts that was inc lud ed in the 2008 P ark Bo nds. In June 2015 the S an Gab riel P ark Mas ter Plan was p res ented to City Co uncil and was very well received . During the 2015/2016 bud get proc es s additional bond funds o f $1.7M were approved to be s o ld to be ad d ed to the $1M o f bond funds in the c urrent bud get. This $2.7M would b e funding needed to p rep are a s chematic des ign for p hase 1 and p hase 2, d es ign and c o nstruc tion of p has e 1. T he imp ro vements to San Gab riel Park are p has ed fo r two reas o ns. One was to ens ure the natural sp rings in the p ark alo ng the river were p res erved firs t and the o ther was to not interrup t all ac tivities in the park at the s ame time. ITEM SUMMARY: Village o n San Gab riel is a proposed s ingle family res id ential neighb o rhood at the inters ectio n o f FM 971 and Mo rro w adjac ent to S an Gab riel Park. This develo p ment is als o on the no rth s ide o f the San Gabriel River. There are 92 units proposed fo r a total o f 1.84 acres o f parkland required . The develo p er is p ro p o s ing to d ed ic ate 2.72 acres. This d evelo p ment is als o preserving add itional open spac e as this p ro ject will be develo p ed under the c o nservatio n s ubdivis io n guid elines p res erving at least 30% o p en s p ace. Staff is s uppo rtive of this proposal s inc e it is along the S an Gab riel River and has an opportunity for future trail connec tivity. College Street, Georgetown, TX 78626. Regular Session – To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Board Chair, Keith Fruge, for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) Regular Session A Call to Order The meeting was called to order by Keith Fruge at 6:05 pm. B Roll Call Keith Fruge, Chuck Bridges, Glenn Holzer, Sharon Reed, Scott Macmurdo, James Hougnon Absent: Robert Palko Staff: Kimberly Garrett, Eric Nuner, Jill Kellum C Welcome and introduction of new board members Keith Fruge introduced and welcomed new board members Sharon Reed, Scott Macmurdo and James Hougnon. D Update from the Friends of Georgetown Parks and Recreation Kimberly Garrett stated the Friends of Georgetown Parks and Recreation met on Monday. They are moving forward with the Daddy Daughter Dance on Friday, June 24th at the Georgetown Community Center. They are looking for another project to partner with the Parks and Recreation Department and the proceeds they receive from the dance will be used for this project. They are looking to be more visible in the community and are looking at partnering possibilities by purchasing bike racks, benches, etc. to be installed in the parks. E Project Update: San Gabriel Bank Stabilization, Williams Drive Pool Re-development, Garey Park, Westside Park, San Gabriel Park, VFW Park, Village Park and Pool, McMasters Park, and Founders Park Eric Nuner reviewed the project update with the board. At 7:50 pm Chuck Bridges excused himself from the meeting. F Update and discussion on the future Bike Master Plan. Kimberly Garrett gave an update on the future Bike Master Plan. At the October 8, 2015, Parks and Recreation Board meeting, a subcommittee was formed to work on a future Bike Master Plan for Georgetown. Since that time staff and management have discussed the process going forward and agree that both parks and transportation should work together on this project. During the upcoming 2016/2017 budget process, a program request for a formal plan will be submitted for consideration in Page 11 of 13 the budget. The Parks and Recreation Board and the Georgetown Transportation Board will both be involved in the plan, as well as members of the biking community. In the City's overall transportation plan that was completed last spring, there was a recommendation to move forward with a formal bike plan. This is the next step in that plan. G Update on the Austin Avenue Bridge Project Open House Meeting. Kimberly Garrett gave an update on the Austin Avenue Bridge Project and how it relates to access off the bridges to the trail. This is an informational item on an open house scheduled for March 31st. Please Join Us at the First Public Meeting: March 31, 2016 from 4 to 7 p.m. at the Georgetown Public Library 402 W 8th St., Georgetown, TX 78626. This meeting is an open house format and there will be no formal presentation. Attendees are welcome to come and go at their convenience. Legislative Regular Agenda H Consideration and possible action to elect the Secretary of the Parks and Recreation Board Motion made by James Hougnon, second by Glenn Holzer to elect Scott Macmurdo as Secretary of the Parks and Recreation Advisory Board. Approved 5-0 I Consideration and possible action to elect the Vice-Chair of the Parks and Recreation Board Motion made by Scott Macmurdo, second Keith Fruge to elect Glenn Holzer as the Vice-Chair of the Parks and Recreation Advisory Board. Approved 5-0 J Consideration and possible action to set date and time for 2016 Parks and Recreation board meetings Motion made by James Hougnon, second by Glenn Holzer for the 2016 Parks and Recreation board meeting to continue on the 2nd Thursday of the month at 6 pm. Approved 5-0 K Review and discussion of board by-laws and attendance policy for board members. The board was given a copy of the board by-laws. There were no additional questions. L Presentation, discussion, and possible direction on Garey Park design update. Kimberly Garrett introduced Brian Binkowski, lead architect with Halff Associates. Brian Binkowski presented an update on the progress of Garey Park. 100% Design Detail graphics along with updated OPPC was presented. A current schedule is attached. Mr. and Mrs. Garey and Glenn Garey were in attendance. Motion made by Glenn Holzer, second by Sharon Reed to move forward with the Garey Park design as presented. Approved 6-0 M Consideration and possible action on parkland dedication for the Georgetown 120 PUD Kimberly Garrett introduced Phillip Wanke, lead architect with Place Design and Mike Elabarger, planner with the City of Georgetown who is assigned to this project. The conceptual details of this PUD were presented at the meeting. The Georgetown 120 PUD (Planned Unit Development) is a proposed development located off of Inner Loop north of Hwy 29. The proposed development includes both single family residential and multi-family. N Appoint Parks and Recreation Advisory Board member as a liaison to the Friends of Georgetown Parks and Recreation Motion made by Keith Fruge, second by Glenn Holzer to appoint Sharon Reed as a liaison to the Friends of Georgetown Parks and Recreation. Approved 5-0 O Set date and time for the Parks and Recreation Advisory Board Annual Parks Tour The annual parks tour will be planned for April 27th at 3:30 pm.
