Kimberly Garrett introduced Ty Greer, Senior Parks Maintenance Worker. Ty Greer explained
he builds, inspects, and maintains the city’s playscapes. He stated he was introduced to the
Parks department while in high school, by Randy Morrow, former Parks and Recreation
Director. Ty Greer explained the software that tracks work orders for maintenance and
information on the playscapes.
E Presentation, discussion and possible recommendation on the proposed Cost
Recovery Study - Kimberly Garrett, Parks and Recreation and Teresa Jackson, GreenPlay
Kimberly Garrett introduced Teresa Jackson with GreenPlay/BerryDunn to present the Cost
Recovery Study. Teresa Jackson went through the Cost Recovery Model. The Parks and
Recreation Advisory Boardmembers were given an opportunity to ask questions and give input
throughout the presentation with answers and clarification given by Teresa Jackson and staff.
Motion made by Jack Flatau, seconded by Keith Fruge to recommend approval of the
proposed Cost Recovery Study. Approved 6 – 0 – 1

The Parks and Recreation Advisory Board reviewed the by-laws and attendance policy for the
board. There were no questions.
H Consideration and possible action to elect the Vice-Chair of the Parks and Recreation
Advisory Board - Chad Holz, Parks and Recreation Advisory Board Chair
Motion made by Chad Holz, seconded by Brazos Fielder to elect Keith Fruge as Vice-Chair of
the Parks and Recreation Advisory Board. Approved 6 – 0 – 1

Motion made by Jack Flatau, seconded by Keith Fruge to elect Lindsay Cooper as the

Motion made by Chad Holz, seconded by Jolene Melancon to maintain the meeting set to the

K Discussion to set date and time for the Parks and Recreation Advisory Board Annual
Parks Tour - Kimberly Garrett, Parks and Recreation Director
Kimberly Garrett stated she would send out proposed dates for tour. Brazos Fielder suggested
we move the tour back to October instead of the spring. It was decided to move the tour to
October.
L Update from the Friends of Georgetown Parks and Recreation – Peter Bahrs, Parks
and Recreation Advisory Boardmember Liaison
Kimberly Garrett attended the meeting. They talked about the soccer scholarships and an
individual that has been providing scholarships. The family costume ball had about 70 people
attend, and the group discussed whether to offer this in the future. Kimberly Garrett stated she
gave an update on the department events and what events they can focus to fundraise for. She
talked about taking recreation out to the parks and this may be an opportunity for the friends to
fundraise for.

Eric Nuner showed the community garden and stated there will be a grand opening soon. Wolf
Crossing Trail has been cleared. Eric Nuner stated he is working with the communication team,
and it will be featured in What’s UP Georgetown. The trail should be complete in about 7
months. He stated the public input meetings are scheduled for the neighborhood parks. On the
San Gabriel Park Phase III project, they are working with the design consultant and how the
skate park will work into the design. For the other 7 park designs there will also be
neighborhood input.

Kimberly Garrett reviewed the director report that was attached to the agenda.

T he proposed ET J MUD was pres ented to C ity C ouncil during the March 22nd workshop. T here was a
cons ensus by C ity C ouncil to move forward with the MUD reques t. T his MUD is proposing 29.3 total
acres of opens pace/parkland of which 22.4 acres would be private parkland but open to the public with
non exclus ive amenities . T he development propos es 1400 units which equates to 17.5 ac res of parkland.
T hey are exceeding that requirement. In addition, they plan to develop the parks with $5.1M worth of
amenities . T heir requirement is $1.4M.
T here are 1.4 miles of trails planned throughout the development. S inc e this is an ET J MUD and the
parkland will be privately owned, s taff propos es to allow 75% credit for the parkland and parkland
dedication and development fees be paid for the remaining 25% which equates to the following
P arkland dedic ation: $228,150
P ark development: $351,000
Total P arkland F und C ontribution: $579,150
T hey als o plan to have a private amenity center and an amenity lake within the development. All parkland
will be maintained by the HO A.

Capital Improvement Projects – April 2022
University Park – Staff has begun the planning process for redevelopment of University Park to include playground
replacement, landscape improvements and additional site amenities. Play units have been delivered. Staff is in process
of scheduling installation.
Wolf Crossing Trail – The contractor has started pouring concrete at the connection at the I 35 bridge. They are
currently pouring daily. Grading is 95 percent complete for the entire trail length. Retaining walls are being re-
engineered and construction will begin next month. The project is moving forward and is on schedule.

Pinnacle Park, Raintree Park – Both parks will see improvements to include ADA compliance and playground structure
replacement. Neighborhoods will be involved in the planning process. Parks staff will complete installation and finish out
both parks. Public input meetings were held March 23rd at Pinnacle Park and March 24th at Raintree Park.
Pinnacle Park Public Input – 193 neighborhood households responded to the survey that was distributed to the
community. 15 of those were represented at the in-person meeting. Based on input, choices were made regarding
playground styles, inclusion of a 2-5 yr. old unit with the 5-12 yr. old and a request for the addition of swings. Staff is
currently working on pricing for the units.
Raintree Park Public Input – Four households responded to the survey. Five adults and 10 children turned out for the in-
person meeting. Staff gathered a lot of input from neighbors regarding specific use of the park. Decisions were made to
include a new play structure, swings and a small shelter with picnic table at the park.

San Gabriel Park Phase 3 – Design of Phase 3 will include one large multi-use performance pavilion, splash pad plaza,
entry monuments, roadway and parking improvements, three shade shelters, one new restroom building, one lighted
skate park, directional and interpretive signage, open spaces and landscaping, and a low water crossing across the San
Gabriel River. Planning is underway. Revised concept plans will be delivered for review. A skate park design team has
been selected and staff are working with RVi to incorporate their contract into the main design contract. Public input
meeting will be scheduled for the skate park in the coming months.
Regional Trail Development – Staff is evaluating links to existing trail systems. Design will begin in early 2022.
Southeast Community Park – Purchase of additional park property in the southeast area of Georgetown.
La Conterra Park, Westhaven 1 Park, Westhaven 2 Park, Vista Vera Park, Crystal Knoll Park, Waypoint Park, Madison
Oaks Park – Seven new parks to be provided by Parkland Dedication funding. Public input meetings will be held to
establish need. The design process and public input will take six months. Concept drawings are being created for each
site to present at public meetings. Staff has been working with consultants at specific sites to work out layout and
amenities.

Highlights
The Cost Recovery Policy final draft was presented to City Council during the March 22nd City
Council workshop. There was a good discussion and many positive comments. No changes
were suggested. The next step will be to take a resolution to City Council to approve the policy.
The public tree planting in San Gabriel Park was held on February 26th . Thirty trees were
planted by volunteers near the low water pedestrian bridge.
Splash pads across the City opened on Friday, April 1st with the exception of San Jose. There was
some mechanical issues with that facility and the splash pad opened on Wednesday, April 6th.
All splash pads are open until September 30th with the exception of the Garey Park splash pad
which is open until October 31st.
There are 733 kids registered for youth soccer, and we have 77 on waiting list.
Registration opened on March 21st for summer camp. Camp Goodwater is already full, but we
are taking names for a waitlist as spots usually open up as it gets closer to summer.
The Troubadour Fest will be held on June 4th at Garey Park. This is a third party rental.
Garey Park hosted the Nature Fest on April 9th .
Recreation staff participated in a Wellness Expo sponsored by Wolf Ranch on March 26th. There
was about 100 people that stopped by the booth for information.
There is a Pickleball Demo Day on April 24, 2022 2:00 pm – 4:00 pm. There are 32 players signed
up with a waitlist.
