Capital Improvement Projects – May 2016
San Gabriel Bank Stabilization – This segment of retaining wall is funded through bond revenue
approved by voters in 2008. It will provide bank stabilization for the section just west of the low water
crossing at the confluence of the North and South Rivers. The wall is approximately 1700 feet long. The
project received approval from the City Council on January 12th.The gates at the dam in San Gabriel Park
were pulled February 29th with construction beginning the same week. The project is scheduled for
completion June 1st.
Status:
Approximately one half of the wall has been constructed. High water levels in the river continue to slow
progress of construction.
Williams Drive Pool Re-development – After receiving bids in November, the project went back to the
designer because of budget over runs. It was determined that the site could be reevaluated and
renovated. The existing building will be kept and update for ADA compliance. Parking areas were
redesigned as well as the pool deck and pavilion area.
Status:
All buildings for the facility have been completed with exception of setting fixtures and partition walls.
The backflow tank has been installed and the pavilion will be completed the week of May 8th. Electrical
work is wrapping up and all site lighting will be completed the week of May 8th. The remaining pool
decking will be poured on May 12th and the pool will be surfaced on May 14th. Parking lots are scheduled
for completion the week of May 16th pending any further rain delays. The installation of the new
perimeter fencing is scheduled to start soon and sod will be laid when the site is graded.
Project is scheduled for completion by May 27th.
VFW Park – The renovations of the current softball complex are moving forward. Demolition started on
May 3rd. The project is currently on schedule.
Garey Park – Design continues to be refined along with probable cost estimates and operations budgets.
San Gabriel Park –City Council approved selling $1.7 of the 2008 Park bonds for the construction
improvements at their October 27th meeting. Survey of the park has been completed and design
development is currently underway. The project is scheduled for construction early 2017.
Village Park and Pool – Project is currently in the design phase for ADA compliance issues.
McMasters Park – Project is currently in the design phase for ADA compliance issues.
Founders Park – A preliminary design concept has been completed. A public input meeting was held on
May 4th at the park. Input is being analyzed. A survey will go out to the public by the middle of May to
gather additional input prior to modifications to the site plan. A second public input meeting will be
scheduled in July to address all citizen input. Construction is not scheduled to start until late winter.

Legislative Regular Agenda
E Presentation, discussion and possible direction on Schematic Design of San Gabriel Park.
Kimberly Garrett gave a brief description of the project. Improvements to San Gabriel Park were one of
the projects that was included in the 2008 Park Bonds. In June 2015 the San Gabriel Park Master Plan
was presented to City Council and was very well received. During the 2015/2016 budget process
additional bond funds of $1.7M were approved to be sold to be added to the $1M of bond funds in the
current budget. This $2.7M would be funding needed to prepare a schematic design for phase 1 and
phase 2, design and construction of phase 1. The improvements to San Gabriel Park are phased for two
reasons. One was to ensure the natural springs in the park along the river were preserved first and the
other was to not interrupt all activities in the park at the same time.
Kimberly Garrett introduced the presenters. RVI presented an updated schematic of phase 1 and phase
2 along with updated costs and timeline. The presenters were: Chris Lalich – RVI, Barbara Austin – RVI,
Drew Carman – RVI, Nathan Quiring – Clayton & Little Architects, and Trey Sutton – KPA. An update on
San Gabriel Park is scheduled to be presented to City Council at the workshop on April 26th.

No action was taken on this item.
F Consideration and possible action on the parkland dedication for Village on San Gabriel.
Kimberly Garrett explained this project and introduced Steve Crawford with Pape-Dawson Engineers
with the Village on San Gabriel project. There is a proposed single family residential neighborhood at
the intersection of FM 971 and Morrow adjacent to San Gabriel Park. This development is also on the
north side of the San Gabriel River. There are 92 units proposed for a total of 1.84 acres of parkland
required. The developer is proposing to dedicate 2.72 acres. This development is also preserving
additional open space as this project will be developed under the conservation subdivision guidelines
preserving at least 30% open space. Staff is supportive of this proposal since it is along the San Gabriel
River and has an opportunity for future trail connectivity.
Motion made by Sharon Reed, second by Scott Macmurdo to approve the parkland dedication for
Village on San Gabriel as presented. Approved 6 – 0 (Jim Hougnon left the meeting at 7:00 pm.)
