Project Updates for San Gabriel Park Bank Stabilization, VFW Park, Village Parks, Williams
Drive Pool and San Jose Splash Pad
ITEM SUMMARY:
Project Update
San Gabriel Park Bank Stabilization- The construction plans are complete. All permitting has been
secured except clearance from the Texas Historical Commission. A cultural resource survey is
now being conducted for the existing wall in the river.
VFW Park - Construction plans are being finalized. The project is scheduled to be bid early
summer and construction will coincide with the improvements to 2nd street.
Village Parks - Madrone and Rowan Parks are under construction. Most of the concrete has been
poured. The Parks crew will be installing the playgrounds in the next month. Estimated
completion is early July.
Williams Drive Pool - Final work is being done on the master plan which includes the building
elevations. Construction is scheduled to start after the 2015 pool season.
San Jose Splash Pad - The splash pad at San Jose Park is under construction and going well.
Estimated completion is first part of June. A grand opening celebration will be scheduled as soon
as a completion date is determined.

SUBJECT:
Consideration and possible action to approve the parkland dedication for the Teravista Expansion.
ITEM SUMMARY:
Teravista is proposing a 250 lot expansion to their current subdivision. The expansion is located
adjacent to a 25 acre tract of parkland that was previously dedicated. This parkland is
undeveloped. Based on the current formula for parkland dedication, their requirement would be 5
acres. In lieu of dedicating land, they are proposing to develop a portion of the vacant parkland
that is east of a future road extension.
The developer proposes to construct and install at least $500,000 worth of improvements including
a splash pad (approximately 3,000 square feet of surface area) with signature splash elements,
shade structures, a parking area, rest room facility, open play fields, half mile trail loop, outdoor
fitness equipment, a passive interpretive butterfly garden and trailhead connectivity to the
community.
The Parks and Recreation Department will work with the Teravista Community Association on a
Parkland Maintenance Agreement permitting the Community Association to provide general
routine landscape and irrigation maintenance for the improved area (i.e. regular mowing, edging,
trimming of shrubs, weed/ant control, granite trail maintenance).
The park will be a public park and the City will pay all utilities (i.e. water/wastewater, electric,
telephone services). The improvements will be included in the City's capital replacement program.

7.01. Park Land Dedication and Improvements. Section 7.01 of the Consent Agreement is hereby
deleted in its entirety and replaced with the following:
Developer hereby agrees to construct and install certain parkland improvements within a portion of the
previously dedicated 25.0-acre Community Parkland Dedication (Area “A” as indicated on amended
Master Plan). The parkland improvements are planned to contain a community splash pad area
(approximately 3,000 square feet of surface area) with signature splash elements, shade structures, a
parking area, rest room facility, open play fields, a ½-mile trail loop, outdoor fitness equipment (along
the trail loop), a passive interpretive butterfly garden and trailhead connectivity to the community, such
parkland improvements being generally depicted on the attached Exhibit “C” (collectively, the “Parkland
Improvements”). The Developer hereby agrees to construct the generally above described
improvements (estimated value of at least $500,000 for said Parkland Improvements); provided,
however, Developer may spend in excess of the $500,000 towards said Parkland Improvements, but will
not be obligated to contribute any amounts in excess of such $500,000 commitment, as long
improvements depicted in Exhibit “C” are constructed. The contribution and construction of the
Parkland Improvements shall satisfy all other “Parkland and Dedication” requirements otherwise
required on the Land (as defined by this amendment). The City shall grant a temporary License
Agreement or Easement to the Developer for the construction of the said Parkland Improvements. The
City shall also reasonable cooperate with the Teravista Community Association to execute a Parkland
Maintenance Agreement permitting the Community Association to provide general routine landscape
and irrigation maintenance for the improved area (i.e. regular mowing, edging, trimming of shrubs,
weed/ant control, granite trail maintenance). All utilities shall be the responsibility of the City (i.e.
water/wastewater, electric, telephone services). Future Capital replacement of facilities located on land
shall be the responsibility of the City. Proposed park facilities which fall outside of the previously
dedicated parkland (25-acres) is intended to be dedicated to the City Parks Department (i.e. parking
area as shown on Exhibit “C”).

SUBJECT:
Consideration and possible action to recommend approval of the parkland dedication for Vista
Pointe Subdivision.
ITEM SUMMARY:
Vista Pointe Subdivision is proposing to dedicate a 5 acre tract of land as public parkland. The
subdivision plans include 247 residential lots, which equates to approximately 5 acres of parkland.
The land has a natural pond located on it which could be developed into a pond amenity. The land
is also located on the boundary of the subdivision which allows for future expansion as the
neighboring tracts develop. The subdivision also plans to develop a private amenity center for the
residents.
This dedication meets the parkland dedication requirement.

SUBJECT:
Presentation, discussion and staff direction on San Gabriel Park Master Plan presented by RVi.
ITEM SUMMARY:
The Parks and Recreation Advisory Board approved a Task Order with RVi on September 11,
2014 to develop a Master Plan of San Gabriel Park. Since that time, RVi has met with staff several
times, held a public input meeting on March 18th and conducted an on line survey. The master
plan will be a guiding document as we move forward with the renovation and modernization of
San Gabriel Park. RVi will present the concept for the master plan as well as a phasing plan. The
San Gabriel Park master plan will be presented to City Council during the workshop on June 9,
2015.

SUBJECT:
Consideration and possible action to recommend approval of a Task Order with Halff Associates
to perform Professional Services related to the design of Garey Park in the amount of $1,094,150.
ITEM SUMMARY:
Garey Park has been designed through the schematic phase which was presented to City Council
on March 24, 2015. The City has a Master Service Agreement with Halff Associates and has
received a proposal from them to complete the project. The proposal includes completing design
development, construction drawings, assistance with a Texas Parks and Wildlife Grant, bidding
assistance and construction management. The scope of the contract has also increased slightly due
to the addition of the covered equestrian arena. The original estimate for professional services
related to Garey Park was $1,500,000. The City has previously paid $407,914 for Garey Park
design to date. With this new Task Order, the total amount to be paid for Garey Park will be
$1,502,064. The original team including the sub consultants will be working on the project
through Halff Associates. The project is on schedule to be able to start construction by mid 2016.

ATTACHMENT “A”
Scope of Professional Services
GAREY PARK
CITY of Georgetown, Texas
The scope of the work proposed herein is to provide professional services necessary for the design
and implementation of Garey Park (herein referred to as PROJECT) for the CITY of Georgetown,
Texas (herein referred to as CITY). Halff Associates (herein referred to as CONSULTANT) intends
to work in effective cooperation with the CITY, Texas Commission on Environmental Quality
(TCEQ) and other regulatory entities to achieve an efficient and acceptable implementation of this
project. The CONSULTANT will review and update ongoing potential operations and maintenance
costs, and estimated revenue sources of activities at the park until project is permitted for bidding.
PROJECT ASSUMPTIONS
The scope of services for this proposal has been prepared using the following assumptions as a
basis for its preparation:
1. The purpose of the work is to provide professional services necessary to design, bid and
construct the PROJECT and provide opinion of probable construction costs (OPCC),
ongoing operations and maintenance costs, and estimated revenue sources of activities at
the park until bid has been awarded.
2. The limits of work are within the CITY limits of the CITY, and generally consist of 525 acres
along FM 2243, also referred to as Leander Road. The work will be based on available data
collected and provided by the CITY and CONSULTANT.
3. It is assumed this project will seek funding assistance from the Texas Parks and Wildlife
Department (TPWD) Grants division, and will subsequently be administered by the CITY.
4. Consultant understands CITY will handle grant administration responsibilities with Texas
Parks and Wildlife Department. This includes processing and permitting of the Threatened
or Endangered Species Habitat Assessment and Cultural Resources Survey with TPWD as
required in the grant agreement.
5. CONSULTANT will begin work with Design Development portion of the PROJECT. It is
assumed the previous design team completed work up to Schematic Design, including an
opinion of probable construction costs (OPCC), ongoing operations and maintenance costs,
and estimated revenue sources of activities at the park.
6. All application and processing fees are the responsibility of the CITY.
7. CITY to supply current Title Commitment or Policies (if applicable). Additional research
beyond what is included in the title commitment is not included.
8. Resolution of conflicts not included.

9. Coordination with the utility companies for the design and construction of electric, telephone
and gas service will be provided by CITY.
10. Right-of-Way or easement acquisition will be handled by the CITY.
11. It is assumed the bid process for this project will be a competitive bidding.
TO BE PROVIDED BY THE CITY
The following items will be supplied by the CITY to CONSULTANT:
1. Copies of any applicable access easements, existing or proposed property dedications or
any other previously known environmental restrictions within the project area.
2. Any ongoing or future known plans for public infrastructure, parks, roads and other CITY or
other agency facilities in or adjacent to the project area, in digital format.
3. Any other applicable information possessed by or accessible to the CITY that would be
beneficial to the project, such as work products and digital files necessary to begin where
previous work effort ended, existing conditions survey, and any environmental or cultural
resources studies or reports.
4. Render decisions expeditiously for the orderly progress of CONSULTANT’S services and be
forthcoming regarding any information pertinent to the expeditious execution of the Scope of
Work defined herein.
5. Facilitate and coordinate with private property owners, if deemed necessary. And provide
timely reviews at predetermined milestones, decisions and directions necessary to permit
the project to progress according to an agreed upon project schedule prior to execution of
this agreement.
6. CITY is to facilitate and acquire right-of-entry on any property not owned by
the CITY should it be determined necessary to complete the scope of work identified within
this agreement.
7. CITY is to be forthcoming regarding any information pertinent to the expeditious execution of
the Consultant’s Scope of Work within this agreement.
8. It is the responsibility of the CITY to facilitate and coordinate with private property
owners, if deemed necessary. CITY is responsible for providing CONSULTANT with any
Grid Mapping available upon request.
PROJECT DEVELOPMENT PROGRAM
Consultant shall provide services, as later described for the following general program elements:

Equestrian Facility and Equestrian Trails, including covered arena
Playscape

Infrastructure
DEVELOPMENT BUDGET GOAL
A proposed development budget goal for all park program items indicated and professional services
is generally established at $15 million dollars by the CITY. Consultant does not guarantee that
proposals, bids, or actual Project construction costs may not vary from its opinion of probable
construction costs (OPCC).
Given the above stated general project information Consultant will provide the following scope of
basic services per task listed once the CITY has issued an executed agreement.
SCOPE OF SERVICES
The proposed basic services, which are outlined below, shall include project management and
coordination, design development, construction documents, regulatory entitlement | permitting,
bidding assistance and construction phase services, Texas Parks & TPWD Grant Assistance,
geotechnical services, and operations & maintenance plan.
Project Management and Coordination
This task will include the following activities:
1. Coordinate a kick-off meeting with the design team and CITY to identify project goals,
schedules and projected milestones from design development through construction (1
meeting).
2. Provide overall project management services including budget control, schedule control,
project coordination, resource allocation, subconsultant management and coordination and
preparation & processing of invoices.
3. Ensure timely delivery of all deliverables including electronic files, and hard copies of all
pertinent information, all in American Standard System of Measure format.
4. Perform Quality Control | Quality Assurance reviews.
5. Attend team site visit/meetings, parks board presentation (1 meeting), CITY Council
presentation (1 meeting) and pre-development meeting (1 meeting).
6. Attend 60% submittals and design review meetings and coordinate comment responses and

approvals with design team (1 meeting).
7. Attend 90% submittals and design review meetings and coordinate comment responses and
approvals with design team (1 meeting).
8. Attend 100% submittals and design review meetings and coordinate comment responses
and approvals with design team (1 meeting).
9. Assist CITY in filing the appropriate plans, documents and reports with jurisdictional and
regulatory agencies. Submittal may include but not be limited to: the CITY Planning
Department, TPWD, THC, TCEQ, TDLR, and TxDOT.
10. Review all modifications and comments requested by jurisdictional and regulatory agencies
with the CITY.
11. Coordinate and oversee revisions to drawings and assist CITY in submitting final documents
to the appropriate agency(s) for final processing, approvals and permits.
12. Initiate geotechnical testing and reporting as required for roadways, parking and structural
slab designs (1 site meeting).
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
Design Development
Upon CITY’s authorization to commence with design development, CONSULTANT shall prepare
design development drawings and a preliminary opinion of probable construction costs (OPCC).
The design development plans will further define the character and essentials of the project
concept, including description of materials. This process shall include:
1. Conduct preliminary meeting(s) and/or research with regulatory entities to determine permit
requirements including Pre-development meeting with CITY Planning Department (5
meetings).
2. Prepare preliminary design development drawings and updated OPCC including appropriate
escalation factors and contingencies. Design will utilize existing conditions survey provided
by CITY for defined project development limits.
3. Review preliminary design development drawings with CITY (1 meeting).
4. Prepare final design development drawings and updated OPCC including appropriate
escalation factors and contingencies.
5. Review final design development drawings and OPCC with CITY (1 meeting).
6. Present design development drawings and OPCC to Parks and Recreation Board and CITY
Council (2 meetings) for approval to proceed with Construction Documentation.
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
Construction Documents
Upon CITY’s approval of the Design Development drawings and OPCC, the Consultant will develop
construction drawings and technical specifications necessary to construct the work. Construction
drawings may include, but not be limited to the following information: general construction and

project specific notes, utilities, grading, drainage, dimension control/layout, erosion sedimentation
and tree protection, site construction details, architectural, structural and mechanical, electrical,
plumbing, irrigation plans, and details. CONSULTANT shall compliment drawings with Contract
Documents and Technical Specifications including quantity take-offs, which describe materials,
systems and equipment, workmanship, quality and performance criteria required for the
construction of the work. CONSULTANT shall also coordinate any utility needs and adjustment with
the CITY and utility service provider(s).
1. Initiate and attend Predevelopment meeting with CITY Planning and Development
Department, if time has lapsed from initial meeting conducted with Design Development (1
meeting).
2. Prepare sixty percent (60%) construction drawings and OPCC including appropriate
escalation factors and contingencies.
3. Review 60% construction drawings, specifications/project manual and OPCC with CITY (1
meeting).
4. Prepare ninety percent (90%) construction drawings, specifications/project manual and
OPCC including appropriate escalation factors and contingencies.
5. Review 90% construction drawings, specifications/project manual and OPCC with CITY (1
meeting).
6. Prepare one hundred percent (100%) construction drawings, specifications, reports, permit
applications and other documents required for permitting and construction; update OPCC
including appropriate escalation factors and contingencies.
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
Regulatory Entitlement and Permitting
This task will include the following activities:
1. Texas Commission on Environmental Quality: Water Pollution Abatement Plan
(WPAP) CONSULTANT shall provide the following services:
a. Prepare a WPAP to reflect the proposed improvements for the park.
b. Review and incorporate Geological Assessment / Karst Survey provided by CITY
within application.
c. Meet with TCEQ to review application and address any comments required for
approval/permitting (2 meetings).
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
2. Texas Department of Transportation: Driveway Permit
CONSULTANT shall provide the following services:
a. Prepare exhibits for proposed modifications to existing primary entrance and for
secondary entrance from FM 2243.
b. Review and discuss with TxDOT representative from District Office.

c. Prepare and submit permit application.
d. Meet with TxDOT to review application and address any comments required for
approval/permitting (2 meetings).
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
3. Williamson County Health District: O.S.S.F Permit
a. CONSULTANT shall provide services necessary to obtain an On-Site Septic Field permit
with the Williamson County Health District (2 meetings).
*All filing, permit review, application and inspection fees to be paid by the CITY.
*Deliverable quantities for permitting to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
Bidding Assistance
Consultant shall assist CITY during the bidding process. This task will include the following
services:
1. Coordinate the schedule for bid advertising, pre-bid conference, and bid opening.
2. Prepare and organize bid solicitation and proposal forms consistent with the CITY’s
requirements.
3. Arrange for printing and distribution of the bid documents.
4. Conduct pre-bid conference (1 meeting).
5. Address contractor RFI’s, prepare and issue addenda as required.
6. Attend the bid opening, review/evaluate bids including alternates and formulate bid
tabulation (1 meeting).
7. Provide written recommendation to CITY.
8. Once approved by CITY Staff, attend CITY Council meeting for award of construction
contract (1 meeting).
9. Assist with issuance of the Notice of Award and construction contract
documents/agreement.
*Deliverable quantities for bidding to be determined by CITY and/or regulatory entities; plans,
specification, reports, etc. to be billed as reimbursable expenses.
Construction Phase
Consultant shall assist CITY during the construction process. Consultant shall endeavor to secure
compliance by the contractor to the plans and specifications. Consultant shall not be responsible for
construction means, methods, techniques, sequences or procedures in connection with the work
and Consultant shall not be responsible for the contractor’s errors or omissions or failure to carry
out the work in accordance with the contact documents. CITY will provide and pay for construction
inspection and materials testing services. Consultant shall assist CITY/Contractor in filing the TCEQ
TPDES/Notice of Intent (NOI). The construction phase process shall include:
1. Assist CITY with Issuing the Notice to Proceed and assisting with acquiring executed
contracts, bonds and insurance from the contractor.
2. Conduct and oversee a pre-construction meeting (1 site meeting). Record and issue

meeting minutes.
3. Constructions observation – preparation and processing of Requests for Information,
Change Proposal Requests, Change Orders, Change Directives, review/approval of shop
drawing, submittals, samples and mock-ups (as required).
4. Conduct and oversee bi-monthly progress meetings. Estimated construction time 12
months. Record and issue meeting minutes. (24 site meetings).
5. Attend called site meetings, estimated at four per month. Estimated construction time 12
months. Record and issue meeting minutes. (48 site meetings).
6. Review and approve contractor’s monthly Application and Certification for Payment.
7. Coordinate inspection(s) and walk-thru for substantial completion including TAS inspection;
issue punch list and letter of substantial completion for incomplete items including time for
completion (2 site meetings).
8. Coordinate final inspection for acceptance of project and issue letter of concurrence (1 site
meeting).
9. Acquire final close-out documents, warranties, accurate as-built drawings and other
documents from contractor required to close-out project.
10. Review and approve contractor’s final Application and Certification for Payment including
retainage.
*Field changes, Requests for Information, Change Proposal Requests, Change Orders, Change
Directives, or any other changes/modifications during construction of the Project initiated by the
CITY, without prior written consent of the Consultant, shall indemnify and hold harmless
CONSULTANT and its SUBCONSULTANTS from all claims, any damage, liability or cost, including
reasonable attorneys’ fees and costs of defense, arising from such changes.
Traffic Impact Analysis
Consultant shall perform a Traffic Impact Analysis (TIA) as required by TxDOT District Office in
support of driveway permit application for the proposed improvements at park primary and
secondary entrances from FM2243. Study requirements shall meet TxDOT standards as required.
Geotechnical Services
Consultant shall perform geotechnical investigation as necessary for determination of structural
foundation and pavement design needs. The scope of work efforts proposed herein will include
identification of location(s), investigative drill testing, sampling and assessment and analysis of the
potential for subgrade structural needs as necessary to ensure proper design for elements within
the park. Based on the general program elements for the park, the following bores will be provide:
buildings (13), parking areas (13), and roadways (28). The geotechnical report shall include but not
be limited to general site conditions, bore location plan, recommended foundation type for building
structures including bearing pressures and elevations, flexible and rigid pavement thickness design
recommendations and general pavement and earth work requirements.
Operations and Maintenance Plan
Consultant shall meet with the CITY Staff to review and update ongoing operations and
maintenance costs, and estimated revenue sources of activities at the park until project is permitted
for bidding. The plan shall include but not be limited to park operation guidelines, manpower
budgeting, revenue generation, maintenance activities and frequencies, assistance with contract
specifications and host agreements, equipment determination and annual operational budget.

Texas Parks & Wildlife Department Grant Assistance
CONSULTANT shall assist the CITY with a TPWD TRPA grant application. Consultant shall
prepare exhibits and opinion of probable construction costs as necessary to support the application.
It is assumed the application will be prepared by the CITY. CONSULTANT shall attend meetings as
necessary to discuss and review the application with the CITY and or Texas Parks & Wildlife
Department (2 meetings).
*Opinion of Probable Construction Costs (OPCC) Disclaimer
Opinion of probable construction costs provided by the Consultant are based on the Consultant’s
familiarity with the construction industry and are provided only to assist the CITY’s throughout the
design process; such opinions shall not be construed to provide a guarantee or warranty of the
actual construction costs at the time construction bids are solicited or construction contracts
negotiated. Unless expressly agreed in writing and signed by the parties, no fixed limit of
construction costs is established as a condition of this Agreement by the furnishing of opinions of
probable construction costs. Throughout the design process the Consultant will assist the CITY in
value engineering the project and making necessary adjustments in an effort to meet the project
construction budget.
A. Additional Services
The following services are not included within the scope of basic services. Halff can provide
these services, if requested and approved in writing by the CITY, on a time (hourly) and
expense basis.
1. Providing other services not otherwise included in this proposal or not customarily
furnished in accordance with generally accepted consulting practices for the Project.
2. Any facilitation or coordination with private property owners.
3. Revisions to the previous design team Schematic Design due to significant changes or
additions requested by the CITY prior to commencing with Design Development.
4. Providing updated, revised and/or additional data and reports listed under “To Be Provided
By CITY”.
5. Preparation of marketing material or illustrative graphics requested other than those
indicated under the Scope of Work defined herein.
6. Site visits or meetings as requested above and beyond the number identified under Basic
Services.

Consideration and possible action on the prioritization of parks to establish an ADA compliance schedule.
ITEM SUMMARY:
Title II of the Americans with Disabilities Act was enacted in 1990 to provide comprehensive rights and
protections for individuals with disabilities. This act applies to both physical and mental impairments. It is
designed to ensure that persons of all abilities have equality of opportunity, economic self-sufficiency, full
participation in American life and independent living. This act requires State and Local Governments to
make programs and services accessible to persons with disabilities. It includes not only physical access, but
also policy changes and effective communication to ensure that all people can take part in and benefit from
government programs and services.
In March 2014, the City adopted the ADA Transition Plan which is a plan that phased in a feasibility
analysis of pedestrian facilities, access to public buildings and services and Parks and Recreation facilities
and programming. The Transition Plan also included a review of effective communication strategies.
In the 2014/2015 budget, there were funds allocated in the Parks and Recreation Budget to have a self
assessment completed on 25 park areas. This assessment was completed in March 2015. The assessment
indicates $1,201482 of improvements are recommended in order to bring the 25 sites into compliance. Some
park sites were not included as they have either just completed an ADA assessment or will be part of a larger
renovation. As part of the 2015/2016 Parks CIP Budget, there is $150,000 requested to begin addressing the
deficiencies. The proposed ranking is based on projects that are partially funded in this budget year and then
by utilization and classification, such as community, linear, and neighborhood parks. The estimated dollar
amount does include design fees and a contingency.
During this process the parks and recreation staff was also trained on communication, accommodations, and
basic ADA requirements. In addition, an inventory of all programs was done to insure they are offered at
accessible sites. The training will be conducted annually.
Staff is requesting parks board review, discussion and recommendation on the proposed priority listing. This
listing will then become the schedule for ADA modifications and funds will be requested annually to address
the deficiencies.

Kimberly Garrett stated their focus is on the Daddy Daughter Dance and is set for June 12th at the
Community Center. They are applying for a grant for a play sensory table to be put at the playscape. It
is an accessible play piece. They have approached HEB for a matching grant. They meet the first
Monday of every month at 7 pm in the Parks and Recreation Administration Conference Room.
