Planning and design is ongoing for water, electrical and fire protection for the house. Due to many unforeseen issues, structural modifications are anticipated. All road ways have been cut in, water, electrical and fiber conduits are being installed. All pavilion pads and building foundations have been surveyed and set for form work. Progress this month is moving very quickly on the site. San Gabriel Park –The San Gabriel Park Master Plan was completed in June 2015. The Master Plan suggests phasing the project for several reasons; funding, spring restoration and keeping some of the park open at all times. Phase 1 and 2 schematics were completed, with the funding for Phase 1 design and construction drawings approved. A Ground Breaking Ceremony was held March 24th. Construction has begun with most demolition of existing facilities completed. Pavilion pad construction has begun with six pads being poured to date. The large restroom foundation has been poured and vertical construction has begun. The west end parking lot has been surveyed, excavated and prepared for paving. Entry columns on Morrow Street has been erected and are prepared for stone façade. Trails are being constructed to the playground area and along the river. The project completion is estimated in early 2018. Page 5 of 16 Village Park and Pool – Exterior ADA work is complete. Interior of the pool house is pending bidding. McMasters Park – Exterior ADA work is complete. Interior of the concession/restroom is pending bidding. Founders Park –The renovations for Founders Park are part of a larger sidewalk project the City is undertaking. The project was approved by City Council in March and construction start is scheduled for September. Williams Drive Pool – Additional sidewalk work has been completed for ADA compliance. Community Center – ADA modifications have been completed. S inc e the o riginal b id with Westar has a unit pric e for concrete trail c o nstruc tio n, the City is able to utilize an existing c ontrac tor o n s ite to p erfo rm the wo rk. T his allo ws a more effic ient and ec o nomic al method of cons tructio n due to the contrac tor alread y being o n s ite and having previous ly gone through the competitive b id proc es s . A Call to Order The meeting was called to order at 6:00 pm by Jim Hougnon. B Roll Call Present: Wayne Beyer, Danelle Houck, Katherine Kainer, Scott Macmurdo, Jim Hougnon, Larry Gambone, Michael Simpson Staff: Kimberly Garrett, Jill Kellum C Update from the Friends of Georgetown Parks and Recreation Danelle Houck gave an update on the Friends of Georgetown Parks and Recreation. The Daddy Daughter dance is Friday, June 23rd , 7 -9 pm. The Friends of Georgetown Parks and Recreation received a check from The Georgetown Running Club from the Turkey Trot for about $3,500. Kimberly Garrett asked if the board applied for the grant from HEB. Danelle Houck stated that they did apply and that HEB responded and HEB has already allotted their money for this year. The funds from the Daddy Daughter dance will go to the climbing wall for the pool. They also received $1,000 from the San Gabriel Women’s Club. D Project Update: Garey Park, San Gabriel Park, Village Park and Pool, McMasters Park, Founders Park, Williams Drive Pool and the Community Center Kimberly Garrett gave the project update. • Garey Park there has been demo to the house and most activity is around the house. They have stated taking up the original road and started laying out where the amenities will go based on the surveys. All vegetation around the Page 14 of 16 house has been removed. They have started filling in the pool and removed some of the vegetation around the house and pool area. • San Gabriel Park renovation is in progress. • Village Park ADA is complete on the outside and the interior is being built out. • McMasters Park the exterior is complete and the interior projects will be bid together and built out. • Founders Park will be done in conjunction with a sidewalk improvement project and Grace Heritage will also be under construction. We do not have a start date. • Williams Drive Pool they are working on a sidewalk there and some of the ADA was not completed last year. • Community Center is scheduled for ADA modifications. Katherine Kainer asked how far we are on the ADA plan. Kimberly Garrett stated on the Facilities transition plan we are in year 3 and in Parks we are in year 2. In about 10 years we will go through another ADA audit. E Update on the Parkland Dedication process and schedule. Kimberly Garrett stated the city is down 3 planners. The consultant that was helping was pulled to another project. There is a deadline for the end of May for a preliminary draft. The committee will schedule a meeting in June. Scott Macmurdo asked if there would be a delay and Kimberly Garrett stated it would probably be October before it goes to City Council. F Community Center fee and rate review update Kimberly Garrett stated she met with the City Manager about reviewing the fees and prior she had met with the Assistant City Manager. She told them staff was reviewing the fees and were looking at increasing them to cover the costs and staff would come back with options and City Council would make the decision on the cost recovery. Kimberly Garett stated she will go to City Council the second week in June. She stated she will present where we are; the revenue, fee, expenses and cost recovery and then show them options. Kimberly Garrett showed that with projected fee increases we would be recovering almost 91% of expenses, based on the exact same kind of rentals. Legislative Regular Agenda G Consideration and possible action to recommend approval of the parkland dedication proposal for the Stillwater Subdivision. Kimberly Garrett introduced Jason Reece and David Peak with Gray Engineering. There are 230 single family units. They will have a 3 heritage tree credit. They are allowed a 15 unit deduction for each heritage tree credit. They are proposing 3 acres and paying the in lieu off. There will be detention in conjunction with the park. There will be a wet pond that stays at constant level and it will have aquatic vegetation. There will not be fencing in this area. It would be like the Rivery Park. Kimberly Garrett stated this subdivision is located off inner loop and behind Katy Crossing. This would be a city Page 15 of 16 park and the parks and recreation would develop the park. Scott Macmurdo asked if there is any area of the parkland that isn’t eligible to be built upon, because it is in a plain or an easement to build whatever structure you want. David Peak stated there is a stream buffer and is limited to trails and benches but no structures. Kimberly Garrett stated a 2 – 5 year old playground, small pavilion, trail around the perimeter, and benches could be installed at this park. Kimberly Garrett stated they would be able to use parkland dedication funding from that area to develop the park. Larry Gambone asked about the fee and if that rate was worth the land. Jim Hougnon explained that that rate is set in the code and that is what the Parkland Dedication Committee is working on updating the ordinance. Motion made by Scott Macmurdo second by Wayne Beyer to recommend approval of the parkland dedication proposal for the Stillwater Subdivision.
