The typic al lifes p an o f plaster is 8-12 years. The plas ter at the Rec reation Center was ins talled prior to the opening o f the Rec reation Center in February o f 2009. The Village P o o l was rep las tered in 2010. The plaster at thes e pools is bud geted for rep lacement in the p arks capital repair and replac ement sc hedule. This item is to ap p ro ve a renewal o f the leas e fo r an additio nal 5 years . T he Parks and Recreatio n Department o p erates and maintains the Challenge C o urse, hike and b ike trail, res trooms and p avilion at Lake Georgeto wn. T he Parks and Recreation Dep artment has had a very pos itive relations hip with the Corp o f Engineers over the years. Staff no tified the Corp o f Engineers in writing o n Ap ril 12, 2018 that the Parks and Recreatio n Department would like to renew the leas e. Staff has been working with the Real Estate Divis ion in F o rt Wo rth, Texas o n the renewal s inc e that time. A final lease s hould b e rec eived b y the meeting d ate. A Call to Order - Jim Hougnon, Parks and Recreation Advisory Board Chair The meeting was called to order at 6:00 pm by Jim Hougnon. B Roll Call - Jim Hougnon, Parks and Recreation Advisory Board Chair Jim Hougnon, Danelle Houck, Larry Gambone, Scott Macmurdo, Katherine Kainer, Wayne Beyer Absent: Michael Simpson Staff Present: Eric Nuner, Jill Kellum, Jamie Beran C Parks and Recreation staff member introduction and presentation - Eric Nuner, Assistant Director of Parks and Recreation Eric Nuner introduced Jamie Beran, Parks Superintendent for the City of Georgetown. Jamie Beran gave information about his employment with the city. D Update from the Friends of Georgetown Parks and Recreation - Danelle Houck, Parks and Recreation Advisory Boardmember Danelle Houck stated the Friends of Georgetown Parks and Recreation did not meet this month. They did receive $1,000 from the San Gabriel Women’s Club. Danelle Houck explained that the money goes into their general budget. This goes towards covering memberships, summer camp registration and teen sports type things. E Project Updates and Staff Report - Eric Nuner, Assistant Director of Parks and Recreation Eric Nuner presented information on projects. On Garey Park everything is on schedule. There are a few things that will track past the grand opening one being the equestrian pavilion restroom facility. Portable toilets will be used for the grand opening. The roads are finished Page 8 of 11 and curb stops are being installed. The house is anticipated to be done May 29th. Landscaping is done and sod going in tomorrow at the house. It was asked about jurisdiction and Eric Nuner stated it will be the City of Georgetown. He stated it will have to be annexed and this takes time. Playground area will be done next week and the landscaping will be done also. Picnic tables and trash cans are being put together and installed. The equestrian pavilion will be done but the restroom facility will not be accessible due to the septic not being complete. Picnic tables and trash cans are being installed. Eric Nuner stated San Gabriel Park Phase One is 95% complete. They have restroom partitions to install and clean up to do. They have some utilities to complete. They hope to be completed before Phase Two will start. Phase Two will start after July 4th. For the Columbarium, the contractor, Prime Construction, is ready to start. The Meadows Park playground will be done in 2 weeks and some ADA sidewalk work will then be done. The Trail construction will happen after Phase 2 is awarded. F Update on proposed changes to the Unified Development Code regarding Chapter 13.08 Parkland - Eric Nuner, Assistant Director of Parks and Recreation Eric Nuner stated if boardmembers want more information on the council workshop they can go to GTV and watch the presentation that Kimberly Garrett gave. He stated the 3 main things were increasing the fee in lieu of the parkland dedication fee from $250 to $500, adding the park improvement requirement and that is proposed at $1,500 per dwelling unit or if the developer chooses to make the improvements themselves that is an option as well, and partial private credit. He stated Kimberly Garrett went through everything and council did not have any comments other than the partial private park credit. Eric Nuner stated that council didn’t fully understand and there were other concerns. A few were concerned about the fact they were private park and what they may impact for public and neighborhoods and how they are utilized. They were also concerned that if the HOA goes default and how that will be dealt with. He stated the agreements can be structured in a way that we are covered. He stated if they go private that taxes were not going to be supporting that; only if the city took it over. He explained that there is still an impact on regional parks and are still needed and that the private parks will still be utilizing the regional system such as athletic fields. It was asked that now that we have feedback from council what the next step was. Eric Nuner stated there is a list where we go next. He stated in October or January it would go to city council for approval. It was asked about the zones and if they had feedback on that. Eric Nuner stated that was more of an administrative item. Eric Nuner stated that David Morgan, the City Manager, has experience from a previous community with the HOA and how we can have some protections from that. So the next steps would be for the board to get the document drafted, and then a public input process because of the UDC. Page 9 of 11 Legislative Regular Agenda G Consideration and possible action to recommend approval of the parkland maintenance agreement with Lakeside at Lake Georgetown - Eric Nuner, Parks and Recreation Assistant Director Eric Nuner stated this was brought to the parks board about 2 years ago. He stated there are playgrounds, pavilions, walking trails, and a splashpad. He stated the original agreement was that the HOA would be responsible for maintenance of the park. He stated this agreement will codify the agreement that was originally made with this neighborhood on this parkland. It was asked if the amenities would be covered under the city’s responsibility. Eric Nuner stated they are public amenities so capital replacement and repair will be on the city. It was asked if there was a termination date on this agreement and if it was indefinite. It was decided it remains in force until requested termination. It was asked if there was logic to make it a 5 year agreement to see how it goes. Eric Nuner stated having the ability to have terms, it would have to be reviewed on a schedule. It was asked if staff was confident this neighborhood could take care of the splashpad. Eric Nuner stated that staff has worked with the HOA and they have changed contractors and we now have appropriate contact information so we don’t foresee issues. Eric Nuner stated they have talked about putting some signage at the park to tell who to call. It was asked why the HOA would want to take care of this. Eric Nuner explained that if they want to maintain it at a higher rate than the city, they can do that. The city will maintain it at their standard. Eric Nuner explained that there is minimal risk and we would not have these amenities now; it would be undeveloped parkland. Motion made by Scott Macmurdo, second by Larry Gambone to recommend approval of the parkland maintenance agreement with Lakeside at Lake Georgetown. Approved 6-0-1 absent H Consideration and possible action to recommend approval of a construction contract with Ritter-Botkin Prime Construction Company Inc. of Pflugerville, Texas, in the amount of $3,619,690.90 for construction of San Gabriel Park - Phase 2 -- Eric Nuner, Parks and Recreation Assistant Director Eric Nuner stated this was bid out May 1st and there were 5 bids received and it was competitively bid. There is a base bid with 5 alternates and the trail extension. PCCI, Prime Construction, was the low bidder. There was 4.2 million budgeted and there is some contingency. The playground and site furnishings will come back for approval to the board at a later date. Total on these items is approximately $300,000. Staff is working through TPWD for the $200,000 trail grant. So that gives about $700,000 that was budgeted for the trail and the bid came in close to $500,000. There were some funds from the tree mitigation fund that will be used for the trees. It was asked how long it will take to complete and Eric Nuner stated they are estimating 12 months. Construction will start after July 4th.
