FINANCIAL IMPACT: NA SUBMITTED BY: Kimberly Garrett, Parks and Recreatio n Direc to r ATTACHMENTS: Description Type Project Report Backup Material Page 2 of 13 Parks and Recreation Capital Improvement Projects – July 2016 San Gabriel Bank Stabilization – This segment of retaining wall is funded through bond revenue approved by voters in 2008. It will provide bank stabilization for the section just west of the low water crossing at the confluence of the North and South Rivers. The wall is approximately 1700 feet long. The project received approval from the City Council on January 12th.The gates at the dam in San Gabriel Park were pulled February 29th with construction beginning the same week. The project is scheduled for completion June 1st. Status: Work on the wall resumed July 5th as water levels in the river have dropped. Anticipated completion date for the project is September 1st. Williams Drive Pool Re-development – After receiving bids in November, the project went back to the designer because of budget over runs. It was determined that the site could be reevaluated and renovated. The existing building will be kept and update for ADA compliance. Parking areas were redesigned as well as the pool deck and pavilion area. Status: Project is complete. Grand opening was on June 18th along with Dive in Movies. Page 3 of 13 VFW Park – The renovations of the current softball complex are moving forward. Demolition is complete. All subgrade work has been completed. Foundation for the restrooms and concession has been formed and plumbing and electrical rough in has been done. The base for the parking lot has been installed. Weather delays have put the project behind schedule by approximately two weeks. Garey Park – Design continues to be refined along with probable cost estimates and operations budgets. 90% constructions documents are to be complete the week of July 18th. San Gabriel Park –City Council approved selling $1.7 of the 2008 Park bonds for the construction improvements at their October 27th meeting. Staff met with RVI Planning on July 8th to review progress on the design development drawings. The project is still on schedule for bid in late 2016. Page 4 of 13 Village Park and Pool – Project is in final design stage for compliance of ADA issues. Project will bid in fall of 2016. McMasters Park – Project is in final design stage for compliance of ADA issues. Project will bid in fall of 2016. Founders Park – Staff reviewed survey results for the park and are incorporating results into the design. A second public meeting will be held on July 28th at 4:30 PM at the park to get comments on the final design. ITEM SUMMARY: La Conterra No rth is a proposed s ubdivis ion in the s o utheast quad rant of Georgetown where the City has recently appro ved s everal large s ingle-family develo p ments . In additio n, this land is als o in an area intended to be a Trans it Oriented District or TOD. T he development will have a P lanned Unit Development ( P UD) prepared which requires the developer and the staff to work together to find components of the T OD design standards that are envisioned for the area and will work best for the developer ’s project. The PUD res tric ts the to tal numb er of units to 235 units . The c urrent land plan has 227 units . Based o n the maximum amount of units allo wed, the parkland d ed icatio n req uirement is 4.7 acres o f land . The d eveloper is p ro p o s ing 4.3 ac res of land p lus approximately $400,000 o f improvements to the p ark in lieu o f the 0.4 acre s ho rtfall. T he p arkland parc els are s trategically planned p ark and open spac es to c reate a common pedes trian des tinatio n. In o rd er for a T OD to b e succ es s ful, pedestrian components must be in place to help reduce the need for passengers in the area to have to drive to the rail station. Imp ro vements inc lud e a 10' wid e c o nc rete trail, s hade s tructure, plays cape, s wings , pic nic tab les , trash cans , b enc hes and dog was te receptacles. Als o inc luded is a full s ize basketb all c o urt and land s caping. The improvements would be coordinated with the Parks and Recreatio n Dep artment. P edestrian oriented design delivers attractive and safe walking conditions primarily through street design and the interaction of the adjacent properties with that street. Staff sup p o rts the p ro p o s ed c o nc ep t p lan of 4.3 acres with imp ro vements to the p ublic parkland. College Street, Georgetown, TX 78626. Regular Session – To begin no earlier than 6:00 pm. Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive Session at the request of the Board Chair, Keith Fruge, for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) Regular Session A Call to Order The meeting was called to order by Keith Fruge at 6:00 pm. B Roll Call Danelle Houck, Robert Palko, Glenn Holzer, Keith Fruge, Sharon Reed Absent: Jim Hougnon, Scott Macmurdo C Welcome new parks board member Danelle Houck was introduced by Kimberly Garrett and was welcomed by the board. D Introduction of staff member Addison Elliott, Special Events/Marketing Coordinator Addison Elliott was introduced by Kimberly Garrett. Addison Elliott showed some of the brochures she has developed and flyers for upcoming events. E Update from the Friends of Georgetown Parks and Recreation Kimberly Garrett gave a brief update on the Friends Group. Their next meeting will be in August. F Project Update: San Gabriel Bank Stabilization, Williams Drive Pool Re-development, Garey Park, San Gabriel Park, VFW Park, Village Park and Pool, McMasters Park, and Founders Park Kimberly Garrett briefly went over the project update list. G Discussion on April 27, 2016, Park Tour Kimberly Garrett asked if the board had any comments from the park tour. The board members said the tour was good. Page 12 of 13 Legislative Regular Agenda H Presentation, discussion and possible action on the proposed Parks Capital Improvement Plan. The proposed Parks Capital Improvement Plan for 2017 was presented by Kimberly Garrett and Eric Nuner. The projects in the 2017 CIP include Garey Park, San Gabriel Park and ADA Transition Plan improvements. The Parks CIP will be presented to City Council at the Workshop on June 14th. Board Member Sharon Reed joined the meeting at 6:26 pm. Motion made by Robert Palko, second by Glenn Holzer, to approve the plan as presented.
